HomeMy WebLinkAbout8A - CSAH Trunk Waterman DATE: AGENDA#: PREPARED BY: SUBJECT: DISCUSSION: FINANCIAL IMPACT: ALTERNATIVES: CITY COUNCIL AGENDA REPORT APRIL 15, 2002 SA SUE MCDERMOTT, CITY ENGINEER CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR CSAH 42 TRUNK WATERMAIN IMPROVEMENTS (CITY PROJECT #02-01) HISTORY: The City Council adopted Resolution 99-134 on December 6, 1999, authorizing the preparation of plans and specifications for the trunk sanitary sewer and watermain improvements for CSAH 42 that are to be constructed in conjunction with Scott County's road improvements. CURRENT CIRCUMSTANCES: The City's trunk watermain is currently located along CSAH 42 at Pike Lake Trail. In order to provide City water to the proposed Shepherd's Path development that is proposed along the north side of CSAH 42 west of McKenna Road, the watermain must be extended. Originally this work was proposed to be completed with Scott County's CSAH 42 roadway improvement project but due to scheduling issues, staff is proposing to bid this as a separate project. As CSAH 42 is already improved between Pike Lake Trail and McKenna Road, this project can be completed independently. The proposed project will extend a 16" watermain along the south side of CSAH 42 from Pike Lake Trail to McKenna Road. Crossings which require jacking the pipe underneath existing roadways will occur at Pike Lake Trail, CSAH 21 and under CSAH 42 at McKenna Road to the Shepherd's Path property. The 8-foot bituminous trail along the south side of CSAH 42 will be restored in the existing location. The engineer's construction cost estimate is $431,855. The construction cost is estimated to be $431,855 and will be funded by Trunk Reserve funds. The alternatives are as follows: 1. Adopt a resolution approving plans and specifications for Project #02- 01, CSAH 42 Trunk Watermain Improvements and authorizing advertisement for bids. 2. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that 1. Such plans and specifications, a copy of which is attached hereto and incorporated herein by this reference, are hereby approved. 2. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids for the making of the improvement pursuant to the attached plans and specifications. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, and shall state that the bids will be received by the City Manager until 10:00 a.m. on Friday, May 10, 2002, at which time the bids will be publicly opened at City Hall at 16200 Eagle Creek Avenue SE by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent of the amount of such bid. 3. The City reserves the right to reject any and all bids for any reason as determined solely by the City. Passed and adopted this 15th day of April, 2002. Highway 36, St. Paul, MN 55113. Contract documents, plans, and specifications may be obtained from Bonestroo Rosene Anderlik & Associates by calling (651) 636-4600. Copies may be obtained upon deposit of Fifty dollars ($50.00) non-refundable deposit per set. No bids will be considered unless sealed and filed with the City Manager of Prior Lake and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake, for five (5%) percent of the amount bid to be forfeited as liquidated damages in the event that the bid be accepted and bidder shall fail to enter promptly into a written contract and furnish the required bond. No bids may be withdrawn for a period of sixty (60) days from the date of opening of bids. The City of Prior Lake reserves the right to reject any or all bids.
