AGENDA ITEM: CONSIDER APPROVAL OF IMPLEMENTATION PLAN FOR 2002 CITY GOAL
#5 RELATING TO MANAGEMENT AND ENHANCEMENT OF THE QUALITY
OF OUR LAKES, PARKS AND NATURAL AREAS FOR THE ENJOYMENT OF
CURRENT AND FUTURE RESIDENTS.
DISCUSSION: History: On March 6, 2002, the City Council adopted eight goals for
accomplishment in 2002. Adoption of these goals occurred only after the City
Council had requested City staff input and received over 130 suggestions from in
excess of 30 City employees.
At the time of adoption, the City Council directed that within 60 days the staff
return with a detailed implementation plan for each goal. The attached
implementation plan is detailed so the Council and public will understand the
specific steps required to meet each of goals. The implementation plan also
provides a timeline for the completion of each project.
Current Circumstances: Attached is a draft implementation plan for Goal #5
relating to management and enhancement of the quality of our lakes, parks and
natural areas for the enjoyment of current and future residents. The Council
should review the implementation plan to determine if it is satisfactory.
ISSUES:
The attached implementation plan will be used by the staff to achieve this goal.
As such, we will work to keep the Council and general public apprised of our
status with respect to completion of each project.
The implementation plans as proposed assume resources (personnel and
financial) as they presently exist in the approved budget unless otherwise
identified.
ALTERNATIVES: (1) Adopt the implementation plan as recommended or with amendments.
(2) Take no action and direct the staff to return to the Council with additional
information.
RECOMMENDED
MOTION:
Alternative (1). Motion and Second to adopt the implementation plan as
recommended or with amendments.

(A) Address adequacy of surface water ordinance.
(8) Monitor water quality.
(C) Consider appropriate forms of assistance on surface water regulations.
(D) Work with Watershed District to address outlet channel needs.
2. PARK~
(A) Identify where additional land may be needed to serve the future needs of the City.
(8) Evaluate bike patrol/park patrol enhancements.
(C) Evaluate parking needs for lake and park users.
(D) Consider what additional uses are needed in City parks
· Research skate park
(E) Improve park entry signs
(F) Replace / Enhance neighborhood park equipment.
3. POI I I JTION CONTROl
(A) Work to inform the public about City's "no phosphorus" ordinance.
(8) Work with the Watershed District on septic system / agricultural pollution in Spring
Lake.
(C) Examine City practices
