AGENDA ITEM: CONSIDER APPROVAL OF IMPLEMENTATION PLAN FOR 2002 CITY GOAL
#6 RELATING TO CREATING A COOPERATIVE ENVIRONMENT WHICH
SUPPORTS RETENTION AND GROWTH OF EXISTING BUSINESS,
ATTRACTS AND STIMULATES NEW BUSINESS AND ENCOURAGES
QUALITY RESIDENTIAL DEVELOPMENT.
DISCUSSION: History: On March 6, 2002, the City Council adopted eight goals for
accomplishment in 2002. Adoption of these goals occurred only after the City
Council had requested City staff input and received over 130 suggestions from in
excess of 30 City employees.
At the time of adoption, the City Council directed that within 60 days the staff
return with a detailed implementation plan for each goal. The attached
implementation plan is detailed so the Council and public will understand the
specific steps required to meet each of goals. The implementation plan also
provides a timeline for the completion of each project.
Current Circumstances: Attached is a draft implementation plan for Goal #6
relating to creating a cooperative environment which supports retention and
growth of existing business, attracts and stimulates new business and
encourages quality residential development. The Council should review the
implementation plan to determine if it is satisfactory.
ISSUES:
The attached implementation plan will be used by the staff to achieve this goal.
As such, we will work to keep the Council and general public apprised of our
status with respect to completion of each project.
The implementation plans as proposed assume resources (personnel and
financial) as they presently exist in the approved budget unless otherwise
identified.
ALTERNATIVES: (1) Adopt the implementation plan as recommended or with amendments.
(2) Take no action and direct the staff to return to the Council with additional
information.
RECOMMENDED
MOTION:
Alternative (1). Motion and Second to adopt the implementation plan as
recommended or with amendments.

(A) Examine development of incentive package to encourage fal;ade improvements and to
encourage new and existing business in Prior Lake.
(B) Establish Community Development Director position to be an advocate and facilitator
for business.
· Retain existing businesses
· Visit each to become familiar with their needs
· Help business through complex processes
(C) Identify ordinance provisions which are ineffective or unfriendly in achieving their
intended objective.
(0) Partner with the Chamber and local service groups and business development
committee.

Use each as a listening post for business needs and concerns.
Use each as a platform from which to articulate information helpful to them.

3. QUALITY RESIDENTIAL DEVELOPMENT
(A) Focus on life cycle housing for the community.
(B) Match Comprehensive Plan and Zoning designations to Strategic Plan vision of
community.
(C) Acquire or identify property for public preservation
