Home My WebLink About9A - Precinct No. 5 INTRODUCTION: DISCUSSION: STAFF AGENDA REPORT APRIL 15,2002 9A RALPH TESCHNER, FINANCE DIRECTOR CONSIDER APPROVAL OF A RESOLUTION APPROVING THE RE-DIVISION OF PRIOR LAKE PRECINCT #5 AND DESIGNATING PRECINCT POLLING LOCATIONS The state of Minnesota has officially concluded its redistricting efforts that now allow for cities to re-configure their voting precincts. The law requires that any precinct changes along with newly designated polling locations must be approved by June 1, 2002 to become effective for this year's primary and general elections. Re-Division' of Prior Lake Precinct #5 Precinct size is generally recommended by the Minnesota Secretary of State Election Division not to exceed a maximum of 2,000 registered voters. The present registration count within the city is indicated below: Precinct Location Registered Voters #1 Holy Trinity Church 1620 16150 Arcadia Avenue SE #2A MN Valley Community Church 1261 5995 Timber Trail SE #2B Prior Lake Fire Hall 904 16676 Fish Point Road SE #3 Friendship Church 1891 17741 Fairlawn Avenue #4 SMDC Government Center 1327 2330 Sioux Trail NW #5 Assembly of God Church 2572 6880 Boudin Street NE Total Registered Voter Count... 9,575 Both precincts #1 & 3 are close to 100% developed so the registered voter count is not expected to grow much beyond these numbers. Precinct #2 was split last year into Precincts 2A and 2B (This numbering scheme was required by state statute on an interim basis until legislative redistricting was completed.) Precinct #4 is the largest geographic area and will accommodate the majority of the city's growth in the future and presently has a current count of 1327 registered voters. As indicated on the attached "Precinct Boundary Map 2002" the newly divided areas of existing Precinct #5 would be renamed Precinct #6A and Precinct #6B. It was not permissible to re-number the precincts until the re-districting was recently officially completed. If it is not possible to establish the boundary between any two adjacent precincts along such features, the boundary around the two precincts combined shall be established according to Minnesota Rules 8255. The reason that we cannot name the new precincts as #6 and #7 is due to this rule that states "If two precincts are divided by a boundary not located on a recognizable physical feature as provided in this part, the two precincts must be named to reflect a relationship for the purpose of reporting the election results, for example: precinct 1 A and precinct 1 B " Therefore, Staff is proposing that existing Precinct #5 be divided along Section Line 26 into Precinct 6A and Precinct 6B as these two geographical areas are isolated and physically separated by the fact that there are no connecting streets. This is the most simple and logical division that would create the least voter confusion because we are not dividing up an existing street. New PollinQ Place for Precinct #6A Ideally, polling places are to be located within the boundaries of the precinct or within 3,000 feet if a public facility is unavailable. Typically churches are utilized as polling places for city-conducted elections. The only available public building within the proposed Precinct 6A is Holy Cross Lutheran Church located at 14085 Pike Lake Trail NE and they have indicated their approval (see attached letter). The present polling place for Precinct 6B would continue to be Assembly of God Church. RECOMMENDATION: Staff would recommend adoption of A Resolution Approving the Re-Division of Prior Lake Precinct #5 and Designating Precinct H :\ELECTIONlAgendaprecinctsplit. DOC Polling Locations. The resolution reaffirms the eXIstmg polling locations for precincts #1, #2, #3, #4, #5, and #6B and authorizes the new polling location of Holy Cross Church for Precinct #6A effective for all future elections beginning in 2002. Any polling location change requires Scott County to notify all affected eligible registered voters of such a change at least 25 days before the next election that would be conducted at the new polling location. Scott County Elections Coordinator Mary Kay Kes has indicated that all registered voters within Scott County will receive new election cards effective for future elections beginning in 2002. Staff will also insert a new precinct map within the upcoming edition of the Spring Wave Length so that residents will become more familiar with their precinct and polling locations. DOC RESOLUTION o~ 6 I APPROVING THE RE-DIVISION OF PRIOR LAKE PRECINCT #5 AND DESIGNATING ELECTION PRECINCT POLLING LOCATIONS )? ~ WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, Minnesota Statutes 204B.16 stipulates that election polling place changes be authorized by council resolution; and the City has reviewed all existing locations for precinct polling places to determine the most efficient accessibility for Prior Lake registered voters; and the City Council has determined it to be in the best interest of voters in Precinct #5 to re-divide the precinct into Precinct #6A representing all of Section 26-115-22 and that part of the west Y2 of Section 35-115-22 located east of CSAH 21 and north of Lower Prior Lake and into Precinct #6B. representing that part of Section 25-115-22 lying north of Lower Prior Lake and that part of Section 30-115-21 lying north of Lower Prior Lake and west ofT.H. 13; and the City Council has determined it to be in the best interest of voters to establish the new polling location for the newly aligned Precinct #6A to be Holy Cross Lutheran Church; and the City Council has determined it to be in the best interest of voters to affirm the existing polling location for the newly aligned Precinct #6B to be Assembly of God Church; and the attached precinct map identifies the new precinct boundaries for the seven (7) precincts located in the City of Prior Lake. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, that the City of Prior Lake hereby approves the following precinct polling places and attached "Prior Lake Precinct Boundary Map 2002" effective April 15, 2002 for all future elections conducted after this date.
