'\ ~ :~ank Boyles, City Manage~ CONSIDER APPROVAL OF A RESOLUTION APPOINTING A PERSON TO FILL THE EXISTING COUNCIL VACANCY. Historv: As a result of the vacancy on the City Council created by the resignation of Jim Ericson, the City has advertised the vacancy, completed an application period and accepted applications from six residents who are interested in serving on the City Council. Current Circumstances: The City Council has now reviewed each of the six applications submitted, and, in a televised special meeting earlier this evening, taken the opportunity to interview each candidate. Minnesota Statutes provide that when a City Council vacancy exists and the term remaining is less than half of the original term, the City Council holds the responsibility of making an appointment to fill the vacancy. Conclusion: The City Council should consider the interviews and qualifications of the candidates and take formal action to fill the vacant Council seat. This appointment would be effective immediately through December 31, 2003. Minnesota Statutes provide that the Mayor shall make the appointment in the event of a tie vote by the four members of the Council. The City Council should proceed on this appointment in an expedient but diligent manner so there are again five members on the City Council. (1) Motion to adopt a Resolution appointing to fill the current vacancy on the City Council with the term of this appointment expiring on December 31, 2003. (2) Defer action to the next regular City Council meeting. Success is achieved when the community understands what is being discussed, even if they cannot agree with the decisions being made. My interest in this Council position is to provide a voice to the young families who are concerned about their children's educational and recreational opportunities. Young families are also concerned about raising their families in a safe neighborhood. Many friends and neighbors familiar with my experience with government and my interest in local issues have urged me to apply for the position. I am a life long resident of the Prior Lake area having lived at my current address 2591 Spring Lake Road for over 25 years. Appointment to this position would allow me to continue my life long commitment toward the improvement of the City and area of Prior Lake. My Educational background is as follows, Master Degree, Augsburg College, Bachelors Degree, and Associates Degree, University ofMim1esota, High School, St Paul Monroe. As for qualifications and experience, professionally I have worked in Facilities Management most of my working life. I am cunoently The Facilities and Maintenance Manager at the Toro ManufactUling Plant in Shakopee, This position keeps me well appraised of the demands that growth is placing on all the communities of our area. It would also allow me the flexibility to attend some meetings during the day. I've spent over ten years as the Physical Plant Director for Augsburg College a position that must be very similar to that of a City Engineer of a coni.munity of 5 or 6 thousand people. This position also required that I work closely with The City of Mil mea polis, Helmepin County and the Metro-Council in Rimming and coordinating the Services for the Campus. I have served on many area committees and organization. Listed below are a few areas of experience I would like to Highlight. A) Appointed by the Governor to the Minnesota River Assessment Project. B) Helmepin County Advisory Committee on Institutional Recycling. C) Helmepin County Advisory Committee on Zoning Ordinance revision. D) Metro Council Water Quality Advisory Committee. E) Chaired a Prior Lake/Savage area School Funding Referendum Drive. F) Served 3 years on the Prior Lake Planning Commission. G) Helped draft the Prior Lake Spring Lake Watershed 509 Water Management Plan. I also helped review and updated the plan several years latter. Important areas I feel are facing city govenm1ent over the next few years are: A) First and fom1ost is growth, I think that within the next 10 years our City could be built out. That means today we need to be sure the groundwork is laid to meet the demands of this growth. B) A few years ago a conununity survey identified the water quality in our lakes as one of the most important issues facing our Community. To preserve and protect these Lakes is very important for future generations. C) Although we are experiencing growth we must keep governmental growth in check. I am a City Taxpayer and I believe that City Govenm1ent needs to approach the City budget like they are spending their own money, because they are. D) Prior Lake is not an island, roads lead in and out of City, as such we must work closely with our neighboring communities. Good coordination can help us to efficiently deliver services and see that we don't duplicate them E) Prior Lake must have a viable business core; we cannot allow our business to go down the road. We must keep the business we have and help build an identity for Downtown Prior Lake. F) ThePlalming commission serves a very important role in our City and we are fortunate to have the people on it that we do. However I hear Friends and Neighbors talking about avoiding the Planning Commission by doing projects themselves or finding contractors that will work without pem1its. That must be changed. I am a life long resident of the area, I plan to remain here the rest of my life and I would like to do my part to see that Prior Lake remains a good place to live. I would bring over 30 years of active involvement in Water Quality and Lake Management to the Council. With 55 years in the community I can bring knowledge of our history and an understanding of the problems past growth has brought to our area. As a fiscal conservative I believe the first questions a Council Member should ask are how much will this cost and do we really need it. My job allows me flexibility to make myself available for interviews at your convenience. Presentation 1) Why do I want to be a City Council member? I have lived in Prior Lake all my life. There have been times when I could have made a career choice that would have taken me to other Cities, but I chose to stay here. Now I plan on spending the rest of my life here. I made this choice because I feel Prior lake is a wonderful place to live and raise children, I have always tried to be involved and I hope I have played a small part in keeping this a good place to live, A few of the areas I am most proud of are: · Helping develop and updating the Watersheds Water Management plan Playing a part in the State's plan to restore the Milmesota River · Being involved with our school system and several Referendum Drives · Serving on the Metro-Council Water Quality Advisor Board. I feel that if! were selected for the City Council it would be the next step in allowing me to do what I can to keep Prior Lake the good place it is to live. The kind of place I would like my daughter to live. That would make three generations in town. 2) In your opinion, What is the single most important issue facing the City today? Why? In my opinion the most important issue facing our City is growth. Many of the other problems we face are driven by this one. Within the next 10 years this City will be very close to being built out. This means we will be seeing tremendous changes and we will need to be ready for them, There has already been some discussion on the lack of space for the Police Dept. We are getting to the point where we need to be considering another Fire Hall. We need to work with our school system to be sure they are ready to handle the growth. And, we need to coordinate with them and other community groups so we make the best and most economical use of our facilities, Parks, and Services 3) Which program and service areas does the City Need to change? Why? The service that most people have direct contact with is the Planning Department. Even thought I am sure the people there are doing their best, there seems to be a negative feeling regarding this department. I'm sure it's because. they all to often end up telling people what they can't do. I become concemed when people tell me they are doing projects themselves or finding craftmen that will do work without a pennit, when this happens something is wrong, I think we need to start with the question "what can we do to help make this happen" and work from there. I would suggest before the council approves any new ordinances we should ask, "do we really need this and what will it accomplish,". I think we need to review ordinances that are commonly being ignored and see if we really need them or if we can make them more user friendly. We have all seen new business developing around us, and some leaving town. The Planning Dept plays a critical roll in the development of business, We need to be sure someone in the PlaIming Department has the responsibility to find and work with potential new business. Also that the Planning Department has the support of and clear guidance from the council to attract business 4) What is your vision for the city of Prior Lake in 15 years? In 15 years the City will be built out. With a nice blend of ApaI1ment Buildings, Town Houses, lower end starter Homes and some nice High end Homes, Highway13 should be 4 lanes from 101 to 280, Country 21 will be 4 lanes from 35W and will be linked to County Road 18. The Old Downtown Prior Lake will still have some of the old small town feel with a concentration of Professional Services, offices, Hospitality Businesses, and Shops catering to the specialty needs of our community. The Ring Road now completed will have helped to revive the Priordale Mall (Booksville Mall) anchored by the remodeled and expanded Hollywood Bar & Grill and T J.Holligans, along with several new conunercial ventures The intersection of 170th St. aI1d Highway 13 has been reconstructed to line up, as part of the ring road project. This intersection is fast becoming a commercial center serving the growing population of Spring Lake. The new water tower plam1ed to service the new development south and west of Spring Lake is in service. Water quality in all our lakes has improved greatly now that sewer and water service extended all the way around Spring Lake. We have just completed the construction of our 3rd Fire hall, which includes a Community Recreation Center and sports fields. The School District is laying plans for its next school to be built next to it so it can make use of the sports fields already designed by the City. There is a newly developed commercial district adjacent to the Mystic Lake Casino driven by the Casino traffic and the improved Country Roads 81 and 42. The Verlings now want to retire from farn1ing and the City may get State and County help developing a Commercial Park along County Road 42 with the back half of the land developed into a park and recreation area, The Visitor Center in the newly developed County Park on Spring Lake has just been dedicated. Prior Lake is known as that beautiful community south of the river, with its wonderful well planned City and County Parks, linked by a Green way system.
