History: The purpose of this agenda item is to authorize the staff to install thirty

Current Circumstances: The staff has worked to identify signs that would meet
the Council's criteria and also be consistent with the entry monuments we have
installed and community park signs which will be installed in the near future. C:>,.,

is made of a tan concrete which is 42 inches high and 5 feet wide, supported with

1. SIGNS: The staff solicited quotes for acquiring 30 signs (one for each
neighborhood park). To obtain the best value for the dollar, we asked for quotes
for various quantities. Written quotes per sign were as follows:

2. CONCRETE WORK: Neither sign company installs the signs themselves.
Therefore, written quotes were solicited from two concrete vendors as follows:

Conclusion: The low quotes are submitted by Flanagan for the si9fls and Franek
for the concrete.
ISSUES:
Ib.~.J2!!y.f'.ttorney is concerned. that bids not be divided up to reduce th~am91111!
of the contracCt() le$s t~9n$50.000 for the pur.pose ofavoidingbiqqing and
clrcumve-nHn~f the-p'urchasing laws. Since the sign companies do not install the
"si~rrs.therilselves', the project is being divided because the work ~annot be
accomplished in any other practical way.
To save the taxpayer..the maximum amountofrnoney by getting the ISlrgest
1lfscounr. we propose to order and accept all 30 signs at one time. !nstallat!.on is
likely to occur 'over the next 24 months. Signs not installed wOljlg b~ temporarily
stored at our facilities.
FISCAL IMPACT: The total cost of the signs is $47,490. The total cost of the concrete work is
'-$22.200...,The complete project is therefore $69,690. This exceeds the original
$50,000 allocation by just under $20,000~-We'be'iieve 'this to be the most cost-
effective way of completing this project. Funds would be drawn from the Capital
Park Fund.
ALTERNATIVES: To complete this work, the Council would need to adopt three resolutions:
1. A resolution amending the Capital Improvement Program to fund this
proposal in the amount of $69,690 from the Capital Park Fund.
2. A resolution authorizing Flanagan to provide the 30 signs in the amount of
$47,490.
3. Ar:esorutIon authorizing Franek Masonry to complete the concrete work for
30 signs at a total cost of $22,200.
If the Council desires to keep the Capital Improvement Program as is, no action
would be necessary.
RECOMMENDED
MOTION:
I believe that the sign work can be accomplished as outlined above. I also believe
the taxpayer will be best served by the proposal. Adoption of the attached
resolutions is therefor recommended.

RESOLUTION AMENDING THE 2002-2006 CAPITAL IMPROVEMENT (
PROGRAM RELATING TO NEIGHBORHOOD PARK SIGNS.
Motion By:

WHEREAS, the 2002-2006 Capital Improvement Program contemplates the acquisition and installation
of 30 neighborhood park signs over 5 years at $10,000 for a total cost of $50,000; and
WHEREAS, after soliciting written quotes for the fabrication of the signs and concrete work required for
installation, it has become apparent that such action can be most effectively accomplished
over a two-year rather than a five-year period; and
WHEREAS, after soliciting quotations, the estimated total cost of such work is not $50,000 as
allocated, but rather $69,690.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA
that:
1. The recitals set forth above are incorporated herein.
2. The 2002-2006 Capital Improvement Program is hereby amended by the deletion of $10,000
allocations for each of the five years of the program for neighborhood park signs and one allocation
for such signage be added in the amount of $69,690 in the year 2002 to be drawn from the Capital
Park Fund.
