Tl:1e three candidates were: Brad Beneke, Dan O'Keefe and Madison Groves. A fourth candidate Dick Felch withdrew his application. The application for each interviewed candidate is attached. Following the interviews it was apparent that all of the candidates would be beneficial to the committee. After discussing the three candidates the committee agreed that Madison Groves because of his experience as a volunteer for the Watershed and his experience in writing water related gra~ts would be the best candidate. Conclusion: The Committee also concluded that it would be appropriate to recommend that the other two candidates be considered for the current Park Advisory Committee opening. Finally, if there is another vacancy on the Lake Advisory Committee in the next six months the committee agreed that it would be appropriate to consider either of the candidates to fill the position if they are still interested. We will convey this information to the candidates. The City Council has two alternatives: 1. Motion and second to appoint Madison Groves to the present vacancy on the Lake Advisory Committee. 2. I have a college degree in Accounting and Economics from the University of Minnesota. I have been in the computer business for 25 years working with various technologies in multiple capacities (see resume). Currently, I manage Major Accounts for Hyperion Software; responsible for millions of dollars of business with Best Buy, Target, Wells Fargo, and others. My community work includes; served on the Prior Lake Economic Development committee, currently the President Project Interaction (a nonprofit organization supporting single mothers), teaching confirmation at my church, President of the Prior Lake Water Ski Association, and President of Buffalo Creek Players - a community theatre group. I currently serve as a volunteer for the Spring Lake/ Prior Lake Watershed District. For about 5 months of the year,] obtain samples of the water in three deep water locations of Prior Lake, determine clarity of the water using a Secchi dish, and measure the particle content of water using a filter system. Further,] make general observations about the conditions of the water while taking these samples. This information is delivered to the Metropolitan Council whose staff provide a com prehensive report on all metropolitan lakes regarding water quality. The most recent report ranks Upper Prior Lake as well below par of most area lakes. Lower Prior Lake is, however, is relatively good con d ition. I have worked with Paul Nelson of the Watershed District to help in any way possible to get grants from various agencies and private organizations, including the Minnesota Pollution Control Agency and the McKnight Foundation. I think working on the Lake Advisory Committee will improve my knowledge of the lake and it+s issues and permit me to help advance all our interests in keeping the lake the major benefit it offers our city. Groves Information for Applicants to Prior Lake's Advisory Bodies Background Information The City of Prior Lake is required by state statute to have a Planning Cori:iInission to make recommendations to the City Council on Planning related issues. The Economic Development Authority is also vested with statutory authorities for the promotion of development and redevelopment in the community. The City has also established two additional advisory bodies which include: the Parks Advisory Committee and the Lake Advisory Committee. The purpose of advisory bodies is to provide input to the City Council regarding the specific issues as set forth in the body's bylaws or as delegated by the City Council. Membership on advisory bodies is voluntary. Appointments are made by the City Council. The procedure for filling vacancies consists of an application followed by interviews of selected applicants by a subcommittee appointed by the City Council. This handout is designed to provide you with summary information regarding each advisory body. In General Advisory Body members typically invest ten to forty hours per month. Occasionally, advisory bodies are appointed to subcommittees to investigate specific issues, or advisory bodies may hold work sessions in addition to their regular meetings. Advisory Body members are expected to thoroughly review agenda materials which they receive prior to meetings. 75% attendance is the minimum standard expected. Advisory bodies do not have policy-making power. The City Council considers advisory body recommendations when dealing with agenda items. Statutorv Body Information Planning Commission: The Planning Commission meets the second and fourth Monday of each month at 6:30 p.m.. Planning Commission members receive an annual stipend for each meeting they attend. The duties of the Planning Commission include, but are not limited to, keeping the City Council and general public informed and advised as to all planning and development matters and making recommendations to the City Council with respect to any current or future planning. This may include preliminary plats, final plats, variances, zoning ordinance, etc. Economic Development Authority: The Economic Development Authority meets the third Monday of each month at 5:30 p.m. EDA members receive an annual stipend for each meeting they attend. The duties of the EDA include, but are not limited to, promoting the growth, development, and redevelopment of commercial industrial concerns in Prior Lake. PAC members do not receive any compensation for attending meetings. This appointment would serve a term running through October 2005. The Lake Advisory Committee meets the third Tuesday of each month at 6:30 p.m. LAC members do not receive any compensation for attending meetings. The duties of the Lake Advisory Committee include, but are not limited to, researching and making recommendations to the Council on information contained in the Water Resource Management Report and to make recommendations to the City Council on lake management related issues addressed by various jurisdictions within the Watershed. Members must reside in the City of Prior Lake, are expected to prepare and participate in committee proceedings, and attend no less than 75% of the meetings.
