The purpose of the study is to learn about trends in the Scott County area having to do with seniors. MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: DISCUSSION: FISCAL IMPACT: ALTERNATIVES: RECOMMENDED MOTION: CITY COUNCIL AGENDA REPORT May 20, 2002 6B BILL O'ROURKE, CHIEF OF POLICE CONSIDER APPROVAL OF A RESOLUTION RECOGNIZING THE PERIOD OF MAY 24 - JUNE 2, 2002 AS "BUCKLE UP PRIOR LAKE". Minnesota's largest-ever education and law enforcement campaign - the Safe & Sober May Mobilization - will occur May 24 through June 2. During this period, which we would like to be designated "Buckle Up Prior Lake" week, the Prior Lake Police Department will conduct enhanced enforcement shifts to educate our community about the importance of wearing seat belts. Two-thirds of traffic fatalities are attributed to seat belt non-use and motor vehicle crashes are the leading cause of death for children and young adults ages I to 33. This period provides and excellent opportunity for Prior Lake to demonstrate its support in preventing deaths and injuries in traffic crashes. In addition to preserving life and property, this program can help the city become eligible for grant money to fund future enforcement efforts. RESOLUTION 02 - t ~ TION RECOGNIZING MAY 24 - JUNE 2 AS "BUCKLE UP PRIOR LAKE!" WEEK Motion By: Jz: Second By: L!- WHEREAS, the Prior Lake Police Department and the Minnesota Department of Public Safety Office of Traffic Safety - participants and administrators of the Safe and Sober May Mobilization education and enforcement campaign - are committed to saving lives by increasing seat belt use and reducing the number of unnecessary traffic fatalities on Minnesota roads; and WHEREAS, roughly two-thirds of traffic fatalities are attributed to seat belt non-use; and WHEREAS, motor vehicle crashes are the leading cause of death for children and young adults ages 1 to 33 and the leading cause of quadriplegia and paraplegia; and WHEREAS, seat belts play an important role in saving lives, preventing injuries and reducing insurance and health care cost; and WHEREAS, while Minnesota laws enforce seat belt use, all of us must do what we can to stress the importance of buckling up; and WHEREAS, the coordination of state and local efforts will enhance the overall efficiency and impact of this life-saving campaign. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: (1) the City Council endorses the Safe & Sober May Mobilization and recognize the period of May 24 - June 2 as "Buckle Up Prior Lake!" Week and; (2) the recitals set forth above are incorporated herein. The City Council urges citizens of Prior Lake to use this week to demonstrate and reaffirm our commitment to buckling up and arriving alive to our destinations. The City Council of Prior Lake, Minnesota encourages peace officers to increase public awareness of the risks associated with seat belt and child seat non-use and supports the education and enforcement activity of the Safe & Sober May Mobilization. Citizens are concerned about the availability of community-based services for healthcare needs to allow them to stay in their homes as long as possible. . Citizens would like availability of transportation during peak times for medical appointments, especially with specialists who have limited time options. . Seniors would like to see availability of Public Health Nurses, Financial Workers, and Social Services staff at sites within their community for better access. Suggestions were made to have staff come at regularly scheduled times at the senior centers. . Care givers of seniors, as well as seniors would like more information on the availability of services to address aging healthcare and housing needs. . Families would like more informational sessions within their communities on planning for long-term care needs. · Citizens requested more interactions between community leaders and Scott County staff to develop plans to address the aging population at a local level. · Seniors concurred with the Scott County Citizen Survey that the Scott County Scene was one of the best means of informing seniors. Seniors requested a full page in the Scene on senior issues, such as volunteer opportunities, employment opportunities, information about various senior centers, direct care services available, housing availability, faith community activities, and legislative changes that impact seniors. · Citizens sited several barriers for employment for those who wished to continue working, such as transportation, new skills training, willingness of employers to hire aging citizens, and penalties for earned income after retirement. · Citizens were concerned with the lack of affordable housing, the price ranges of affordable housing, and the lack of subsidized housing. Seniors were especially concerned with the lack of on site services available with some of the housing. . Seniors would like to see more advertising of available transportation services and times. Seniors that used the shopping trips really relied on them, but would like to see the availability of these services expanded. . Citizens were very engaged in the discussions and offered very creative solutions to address the increasing aging populations within each of their communities. Citizens would like to continue to be involved in discussions with their communities regarding planning for the aging populations.
