CONSIDER APPROVAL OF A RESOLUTION RECEIVING BIDS AND
AWARDING A CONTRACT TO DAVIES/NORTHERN WATER
WORKS FOR THE METER REPLACEMENT AND AUTOMATED
METER READING SYSTEM PROJECT
DISCUSSION:
At the April 1, 2002 meeting, the City Council approved the specifications and
ordered the advertisement for bids for the Water Meter Replacement and
Automated Meter Reading System (AMRS) project. At 10 am on May 7, Staff
opened and read aloud four bids which we received for the project as shown in
the table below:

The purpose of this agenda item is to award a contract for the Meter
Replacement and Automated Meter Reading System project. All of the
contractors who submitted bids are responsible and qualified to perform the
work for the project. It is Staffs recommendation to award the contract to the
low bidder, DavieslNorthern Water Works.
The project has basically two different components; a water meter replacement
component and the installation of an automated meter reading system. We
currently have about 6000 accounts or 6000 water meters in service within the
City. Of these, about 4200 meters are pre-1995 which we are recommending to
be replaced
With the plan to replace 4200 meters or about 70 % of our existing meters, this
project was an opportunity to open the replacement plan up to a number of
different meter manufacturers. The City has purchased Sensus brand water
meters (or their forerunners) from U.S. Filter since we have had a City water
system. We purchase new Sensus meters at various times throughout each year,
which are then sold to the plumbers for installation in newly constructed homes
and commercial buildings, and for replacements by City Staff.
The bids received were from four different meter manufacturer's representatives:

DavieslNorthern Water Works is the Neptune meter vendor; Hydro Supply is the
Badger vendor; S.L.C. is a Kent vendor; and U.S. Filter is the Sensus vendor. All
are excellent companies with very good meters. If the contract is awarded to the
low bidder, Davies, the City will be changing meter vendors, which is a nominal
issue with our Public Works Maintenance staff in that we will be servicing two
different meters for the next ten years or until all of the present meters are
changed out. This should not be a major problem since there are minor
differences between the meters.
The specifications required a Fixed Network Automated Meter Reading System
(FNAMRS). Three of the vendors, including Davies, proposed the Star
Hexagram system which staff is familiar with. U.S. Filter proposed the FixNet
system, which has been used extensively in the gas & electric meter reading
industry. The Hexagram system utilizes a fixed network of relays, which relay
the meter reads via cellular phone technology back to a central computer for
incorporation directly to the utility billing software. This system allows a person
sitting at the central computer to read any meter within the city at any time, and
confer with a customer about their bill. This system will provide a major
improvement in utility billing customer service as well as a reduction in
maintenance labor associated with trouble shooting meter readings.
Mr. Kim Foster and Mr. Todd Phillips from DavieslNorthern Water Works will
be in attendance at the meeting to answer any questions and to show the Council
examples of the hardware that make up the FNAMRS
The project will begin within about 90 days of the award due to lead time
necessary for the hardware supplier. The project will be complete by July 1,
2003.
FISCAL IMPACT: BudJ!et Impact
The estimated cost for the entire Meter Replacement and Automated Meter
Reading System was $1,300,000. The low bid of $1,342,774.95 is within
acceptable limits of the estimate. The Water and Sewer Utility (operating) Fund
is the source ofthe money for this project.
ALTERNATIVES: The alternatives are as follows:
1. Approve a Resolution Receiving the bids and Awarding the Water Meter
Replacement and Automated Meter Reading System Contract to
DavieslNorthern Water Works in the amount of$1,342,774.95.
2. Table this agenda item for a specific reason.

WHEREAS,
pursuant to an advertisement for bids for the Meter Replacement and Automated
Meter Reading System Project, and
WHEREAS,
the following bids were received, opened, and tabulated according to law and the
following bids were received complying with the advertisement:

WHEREAS,
the City Council has determined that DavieslNorthern Water Works of Blaine,
Minnesota is the lowest responsible bidder.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are hereby authorized to execute a contract with DavieslNorthern
Water Works of Blaine, Minnesota in the name of the City of Prior Lake for the Meter
Replacement and Automated Meter Reading System project in the amount of$I,342,774.95.
3. The funding for the project is to come from the Water and Sewer Utility Operating Fund.
4. The City Manager is hereby authorized and directed to return to all bidders the deposits made
with their bids once a contract has been signed.
