CONSIDER APPROVAL OF TWO RESOLUTIONS 1) ACCEPTING BIDS
AND AWARDING THE CONTRACT FOR CSAH 42 TRUNK WATERMAIN
IMPROVEMENTS (CITY PROJECT #02-01) AND 2) AUTHORIZING
BONESTROO ROSENE ANDERLlK AND ASSOCIATES, INC. TO
PROVIDE CONSTRUCTION INSPECTION AND SURVEYING FOR
PROJECT #02-01.
HISTORY
City Project #02-01 includes the proposed trunk watermain extension along
CSAH 42 from Pike Lake Trail to McKenna Road. On April 15, 2002 the
Council adopted Resolution # 02-58 approving plans and specifications and
authorizing the Advertisement for Bids for the project. The purpose of this
agenda item is to accept the bids and award a contract to the lowest
responsible bidder.
In addition, staff is requesting that the council authorize the Mayor and City
Manager to enter into a contract with Bonestroo Rosene Anderlik &
Associates, Inc. (BRAA) to complete construction surveying and inspection
for the project.
CURRENT CIRCUMSTANCES
(1) Construction
Bids were received and opened on May 10, 2002. Eight bidders submitted
bids and they were very competitive. The bids have been checked and
tabulated. The low bid was submitted by Barbarossa & Sons, Inc. of
Osseo, MN in the amount of $366,040.00. The bid was below the
Engineer's Estimate of $420,000.00. The summary of the bids received is
as follows:

Barbarossa & Sons, Inc. is a reputable contractor and was awarded the
contract to complete the City's 2001 Improvement Project (Frog Town).

The staff recommends that the City Council award the contract to
Barbarossa & Sons, Inc. as the lowest responsible bidder.
(2) Survevin~ & Construction Inspection
Due to staffing and work load issues, it will be necessary to hire a
consulting firm to complete both the construction surveying and
construction inspection for this project.
Staff requested a proposal from BRAA as they have prepared the plans
and specifications and are familiar with the project.
Staff recommends hiring BRAA to perform construction surveying and
inspection. They proposed to bill the City in an amount not to exceed
$25,500, which is $17,500 for inspection and $8,000 for surveying.
The amount of $25,500 equates to approximately 7% of the construction
cost which is reasonable for a project of this size.
FINANCIAL
IMPACTS:
The total project cost of $391,540.00 ($366,040.00 for construction and
$25,500.00 for inspection and staking) will be funded by Trunk Reserve
funds.
ALTERNATIVES: The alternatives are as follows:
1.
Adopt two resolutions (1) accepting bids and awarding the contract for
Project 02-01 CSAH 42 Trunk Watermain Improvements to the lowest
responsible bidder, Barbarossa & Sons, Inc. for the bid amount of
$366,040.00 and authorizing the Mayor and City Manager to execute the
City's standard contract for the construction project and (2) authorizing the
Mayor and City Manager to execute the City's standard professional
services contract for construction surveying and inspection with BRAA, Inc.
in the amount not to exceed $25,500.
2.
Deny this item for a specific reason and provide staff with direction.
3.
Table this item until some date in the future.
RECOMMENDATION:
Approve Alternative No.1.

WHEREAS, the City advertised and received bids for the improvement project for CSAH 42 Trunk
Watermain Improvements (City Project #02-01) which includes watermain, valves,
hydrants, pipe jacking, turf restoration and appurtenant work; and
WHEREAS, eight bids were received, opened, and tabulated according to law; and
WHEREAS, the following bids were received complying with the advertisement:

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA,
THAT:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are hereby authorized to enter into a contract with Barbarossa &
Sons, Inc. of Osseo, Minnesota in the name of the City of Prior Lake for the CSAH 42 Trunk
Watermain Improvement (Project 02-01) in the amount of $366,040.00.
3. The City Manager is hereby authorized and directed to return to all bidders the deposits made
with their respective bids.
4. The source of funding for this project will come from the Trunk Reserve fund.

MOTION BY:
WHEREAS, the Council conducted a Public Hearing and approved Resolution 02-58,
ordering the CSAH 42 Trunk Watermain Improvements, and
WHEREAS, construction inspection and staking services are required on the project, and
WHEREAS, the City cannot cost effectively provide these services at its current staffing
level, and
WHEREAS, BRAA prepared the plans and specifications and is familiar with the project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, THAT:
1. The recitals set forth above are incorporated herein.
2. BRAA, Inc. is hereby authorized to provide Construction Staking and Inspection Services
for the 2001 improvement projects for a fee not to exceed the amount of $25,500.
3. Funding for these engineering services will be drawn from the Trunk Reserve Fund and
the Mayor and City Manager are authorized to execute said agreement on behalf of the
City.

Bids were opened for the project stated above on Friday, May 10, 2002, at 10:00 AM., CD.S.T.
Transmitted herewith are ten (10) copies of the bid tabulation for your information and file. Copies will
also be distributed to each bidder.
There were a total of 8 bids. The following summarizes the results of the low 5 bids received:

The low bidder on the project was Barbarossa & Sons Inc. with a Base Bid of $366,040.00. This
compares to the Engineer's Estimate of $420,000.00. These bids have been reviewed and found to be in
order.
All of the above Contractors have proven they are capable of performing the work associated with this
type of project. If the City Council wishes to award the project to the low bidder, then Barbarossa & Sons
Inc. should be awarded the project on the Base Bid Amount of $366,040.00.
