HomeMy WebLinkAbout11-119 CR 21 Baseline Option 4646 Dakota Street SE Prior Lake, MN 55372 RESOLUTION 1 1 - 119 A RESOLUTION APPROVING THE “BASELINE OPTION” FOR HIGHWAY 21 THROUGH DOWNTOWN PRIOR LAKE Motion By: Hedberg Second By: Keeney WHEREAS, In 2002, the City of Prior Lake adopted a 2020 Vision and Strategic Plan which calls for a thrivin g downtown; and WHEREAS, County Road 21 is a critical arterial utilized by residents, area businesses, visitors, commuters and employees to access and egress Prior Lake; and WHEREAS, County Road 21 has been connected to I - 35 on the east and TH 16 9 on the north; and WHEREAS, Traffic projections predict that County Road 21 trips per day will increase from 10,300 per day to 27, 000 per day over time; and WHEREAS, The County and the City have determined that the present configuration of Coun ty Road 21 will be unable to cope with such added volumes, particularly at the intersections from County Road 82 to Franklin Trail; and WHEREAS, The intersection of Main Avenue and County Road 21 is already experiencing serious congestion during peak weekday hours; and WHEREAS, Such congestion is not safe for vehicles or pedestrians accessing Downtown Prior Lake; and WHEREAS, In 2005, the City participated in a Scott County sponsored “Scott County Highway Corridor Study” which included the p articipation of County and City staff, City residents, and business persons; and WHEREAS, The Corridor Study included the evaluation of five different alignments; and WHEREAS, The City Council of the City of Prior Lake and the Scott County Board adopted alignment D4 which has now become known as the “Baseline” option; and WHEREAS, In 2010 because of concerns that other alignments should be evaluated that do not bisect the north and south downtown, and therefore reduce the probability of a thr iving Downtown, the City Council directed that various analysis be conducted; and WHEREAS, The Baseline option, Bridge option and Realignment option were identified for evaluation; and WHEREAS, Extensive and detailed analysis was prepared on relev ant topics by Bolton and Menk, Ehlers, Maxfield, and City staff with respect to the alternatives; and WHEREAS, The City Council eliminated the Bridge option based upon analysis received; and WHEREAS, During the almost two years of evaluation, the C ity Council received over 100 pages of analysis, conducted numerous workshops to receive reports and discuss implications, hosted two well - attended public meetings which included extensive resident comment, considered many e - mails, letters to the editor, p ersonal correspondence, telephone calls, personal conversations, newspaper articles and multiple forum presentations by the public; and WHEREAS, The City Council originally scheduled Monday, October 17, 2011 to determine which alignment (“Baseline” or “Realignment”) should be chosen; and WHEREAS, The City Council pursuant to public notice, flyers and other electronic means re - scheduled consideration of this matter to October 7, 2011 at 6:30pm, Prior Lake City Hall. WHEREAS, The engineering, f inancial, economic, and other impacts for each option have been considered and compared between the “Baseline” and “Realignment” options. NOW THEREFORE , BE IT HEREBY RESOLVE D BY THE CITY COUNCI L OF PRIOR LAKE, MINNESOTA as follows: 1. The recitals set fo rth above are incorporated herein. 2. The City Council hereby approves the “ B aseline option” . 3. City Staff are directed to work with Scott County on the programming of the “ B aseline option . ” PASSED AND ADOPTED THIS 7 th DAY OF OCTOBER 201 1 .
