HomeMy WebLinkAbout8C - Estate Ave Lift Station MEETING DATE: AGENDA #: PREPARED BY: AGENDA ITEM: JUNE 3, 2002 8C SUE MCDERMOTT, CITY ENGINEER CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR BIDS FOR STREET RECONSTRUCTION FOR 2002 IMPROVEMENT PROJECT (CITY PROJECT #02-11) INCLUDING ESTATE AVENUE LIFT STATION RENOVATION (CITY PROJECT #02-02) DISCUSSION: Historv Proposed street reconstruction improvements to Pixie Point Circle, Green Oaks Trail, Lori Road and Estate Avenue (Proj ect #01-11) are included in the approved 2002 Capital Improvement Program. Resolution 02-55 ordering preparation of plans and specifications for the projects was approved by the City Council on April 15, 2002. A Public Informational Meeting was held on February 5, 2002 to provide affected property owners an opportunity to discuss the project. The meeting was well attended. City staff was in attendance to answer questions from the public. A second meeting was conducted with individuals who expressed concern about the proposed storm drain reconstruction. Current Circumstances This project includes storm sewer, sanitary sewer, water main, concrete curb and gutter, aggregate base, bituminous surfacing, lift station renovation and appurtenant work. The engineer's construction cost estimate is $1,312,800. Indirect costs are estimated at 28%, and include engineering (17%), administration (5%), and financing (6%) for a total estimated project cost of $1,542,200. Plans will be available for review and staff will be present to answer any questions. Staff requests that the Council allow minor revisions to the plans after the informational meeting based on input from the residents. Issues Storm sewer easement on Estate Avenue - The remammg unresolved issue is the storm sewer easement on Estate A venue. An appraisal has been completed and negotiations are underway at this time for acquisition of the easement. The specifications are written such that the Contractor will not be able to commence work on Estate A venue and Lori Road until the easement acquisition is completed. The specifications address the possibility of carry-over to 2003 and the Contractors will be expected to bid accordingly. This portion of the project is itemized as a separate bid schedule. The estimated assessment rate for this project based on the Feasibility Report was $4,262.00 per unit. Using the current engineer's estimate and the recommendations outlined above, the estimated assessment rate is $4,884.00 per unit. Conclusion The staff will provide a brief summary of the plans and specifications. The staff believes it is appropriate for the City Council to approve project plans and specifications and authorize solicitation of bids for the 2002 Improvement Project #02-11, Pixie Point Circle, Green Oaks Trail, Lori Road and Estate Avenue. The actual bid APPPLAN FINANCIAL IMPACT: amounts will verify the estimated assessments. If the Council has concerns at that stage, they could direct appraisals to determine the degree of benefit. The total cost of this year's projects are estimated to be $1,542,200 and will be recovered through special assessments, Collector Street and Trunk Reserve funds in addition to tax levy for bond repayment. The table below outlines the project costs based on the engineer's current estimate. Adopt a resolution approving plans and specifications for Project #02-11, 2002 Improvement Project, including Pixie Point Circle, Green Oaks Trail, Lori Road and Estate Avenue and Project #02-02 Estate Avenue Lift Station Renovations and authorizing advertisement for bids. 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that 1. Such plans and specifications, a copy of which is attached hereto and incorporated herein by this reference, are hereby approved. 2. The City Manager shall prepare and cause to be inserted in the official paper and in the Construction Bulletin an advertisement for bids for the making of the improvement pursuant to the attached plans and specifications. The advertisement shall be published not less than 21 days prior to bid opening, shall specify the work to be done, and shall state that the bids will be received by the City Manager until 10:00 a.m. on Wednesday, July 3, 2002, at which time the bids will be publicly opened at City Hall at 16200 Eagle Creek Avenue SE by the City Engineer. No bids will be considered unless sealed and filed with the City Manager and accompanied by a cash deposit, cashier's check, bid bond, or certified check payable to the City of Prior Lake in the amount of five (5) percent of the amount of such bid. 3.
