CONSIDER APPROVAL OF A RESOLUTION ACCEPTING
QUOTES AND AWARDING THE CONTRACT FOR PLEASANT
STREET PARKING PROJECT, CITY PROJECT 02-14.
DISCUSSION:

The purpose of this agenda item is to award the contract for the
Pleasant Street Parking Project, Project 02-14. The project
consists of widening Pleasant Street by six feet between Main
Street and Highway 13. This will allow perpendicular parking along
the south edge of Pleasant Street. The additional parking is part of
the downtown re-development plan and will provide parking for
Fong's Restaurant, Viking Liquor Store, Prior Lake Floral as well as
other neighboring businesses, Many of the businesses in this area
have expressed the need for additional parking.
The grades did not allow for placement of a Handicapped parking
stall near the Prior Lake Floral. Handicapped parking will not be
part of the project.
The original design included decorative lighting and concrete
sidewalks. This plan does not include those items because
additional right of way would have been necessary. We will be
working to add these features at a later date.
Current Circumstances
Proposals were received on June 10, 2002. Four quotes were
submitted. The figures have been checked and tabulated. The low
quote was submitted by Prior Lake Blacktop, Inc. in the amount of
$27,988.45. The engineer's estimate was $26,067.50.

Prior Lake Blacktop, Inc. is a responsible bidder who has a
successful history of completing various projects for the City.
Conclusion
Staff recommends that the Council award. the contract for the
Pleasant Street Parking Project.
The cost of Project 02-14 will be paid for from the Tax Increment
Funds from Districts 1-1 and 1-2 as described in agenda item 9C.
The alternatives are as follows:
1. Adopt the attached resolution which awards bid for Project 02-
14 in the amount of $27,988.45 with Prior Lake Blacktop, Inc,
and authorize the Mayor and City Manager to enter into the
necessary contract on behalf of the City.
2, Deny this item for a specific reason and provide staff with
direction.
3. Table this item for specific reason.

WHEREAS, pursuant to a call for quotes for the Pleasant Street Parking Project (02-14) which
includes removing the existing curbing, widening the bituminous surface,
placement of new curbing, and other necessary improvements.
WHEREAS, The following quotes were received and tabulated:

WHEREAS, it appears that, Prior Lake Blacktop, Inc. of Prior Lake Minnesota submitted the
lowest responsible quote.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are hereby authorized to enter into a contract
with Prior Lake Blacktop, Inc. of Prior Lake, Minnesota in the name of the City
of Prior Lake for the Pleasant Street Parking Project (Project 02-14) in the
amount not to exceed $27,988.45 with funds to be drawn from the TIF account
from Districts 1-1 and 1-2.
