CONSIDER APPROVAL OF A LETTER WITH RECOMMENDATIONS
REGARDING THE SCOTT COUNTY HIGHWAY DEPARTMENT
DRAFT 2003-2007 CAPITAL IMPROVEMENT PROGRAM
The purpose of this agenda item is to request the City Council to approve a letter
with recommendations regarding the Scott County Highway Department
(SCHD) Draft 2003-2007 Capital Improvement Program (CIP). The letter, map,
and 2002 - 2006 adopted SCHD CIP is attached for your information. This is
the FIRST step in the process of adopting a 2003 - 2007 SCHD CIP. We will be
sending a resolution recommending approval later this year, after the County
staff reviews all Scott County cities' comments and sends it back to Cities for
final comments.
The attached 2002 - 2006 SCHD CIP includes many projects that are in Prior
Lake listed as follows, They are underlined and marked with an anterisk,
. CSAH 12 from State TH 13 to CSAH 17 in 2004 & 2005
. CSAH 23 from 170th Street to TH 13 in 2004
. CSAH 44/TH 13/Main Street intersection in 2005
. CSAH 21 from CSAH 42 to CSAH 16 in 2006
. CSAH 82 from CSAH 21 to CSAH 83 in 2006
The CSAH 12 project is in the City's CIP for 2004, This will be a difficult
project due to the existing narrow roadway and numerous intersections and
driveways, which is why the SCHD has it scheduled as a two-year project. A
major question for the City to address in the course of the planning for this
project is the possibility of assessments to those parcels with direct access to
CSAH 12.
The CSAH 23 project is part of the overall Ring Road project and is scheduled in
the City's CIP for 2003. This is the realignment of CSAH 23, Mushtown Road,
170th St., and Tower St. The new County Road 23 alignment will connect to the
existing segment between McDonalds and County Market with a new signal on
TH 13. Weare expecting a letter from MnDOT in the near future stating that
this project is selected for funding in 2003 - 2004.
The CSAH 44/TH 13/Main Street intersection reconstruction is in the City's CIP

for 2005. This is a major project for the City in that this intersection could be a
gateway to the downtown. This project is in the City's CIP for 2005,
The extension of CSAH 21 from CSAH 42 to CSAH 16 is another key project
which will have a major long term affect on Prior Lake. When complete, this
project will provide a direct connection from the TH 169 bypass/freeway to the
heart of the City, As you are aware, the County has had issues arise already with
the initiation of the Environmental Impact Statement for the project. This
project is identified for construction in 2007 in the City CIP.
The SCHD CIP also now includes the upgrade of CSAH 82 between CSAH 21
and CSAH 83 in 2006. You may recall that we requested that it be added to the
County CIP during last year's comment period, This project is identified in 2007
in the City's CIP.
A project not currently identified in the County CIP is the redesign and
reconstruction of the CSAH 211TH l3lMain Street intersections. This is another
project with major long term impacts to the City's downtown, We believe that
we should request that the County and City staffs begin the planning process for
this intersection and add a project to the respective County and City CIP's as
soon as economically feasible,
Another project which has long term impacts to Prior Lake, but is not within
Prior Lake is the improvements for CSAH 21 east of the City to Interstate 35.
We should support the County's efforts in securing Federal or State funding for
improving CSAH 21 to a four lane roadway from 135 to Prior Lake.
FISCAL IMPACT: Budget Impact
The County is considering $6.325 million in improvements to it's roads within
the City in the adopted 2002 - 2006, a significant investment in our community,
The City's share of these improvements listed is only $575,000; however, the
City improvements associated with some of these projects is significantly higher.
For example, the CSAH 23/TH 13/Five Hawks project, the third phase of the
Ring Road, is a $3 million project with the County share only $400,000,
Another example is the Main Street/CSAH 44/TH 13 intersection improvements,
This will be a $700,000 project with a County cost of only $100,000, My overall
point is that these projects have a very significant associated City cost, which is
an investment in our infrastructure that is needed.
The City's funding for these projects is coming mainly from the Municipal State
Aid funds and the City's Collector Street fund. The projects are economically
feasible, but will take a huge bite out of these fund balances.
Please remember that the estimates done at this time are only ballpark figures
and could change significantly as the design of the projects takes shape and
better estimates are completed.

RE: City of Prior Lake comments on the Scott County Highway Department's
Draft 2003 - 2007 Capital Improvement Program (CIP)
Dear Mr. Larson:
At the regular City Council meeting on June 17, the Prior Lake City Council reviewed the adopted 2002-
2006 CIP and recommended the following comments in conjunction with the Draft 2003 - 2007 Scott
County Highway Department CIP:
· Improvement Projects to CSAH's 12,23,44,21 82 currently identified in the adopted 2002 - 2006
are appreciated by the City of Prior Lake and we want to emphasize and encourage that they remain on
schedule.
· The CSAH 12 improvements scheduled for 2004 - 2005 should include sidewalks and / or trails to
improve the safety for pedestrian traffic,
· The County Highway Department and City staffs should begin the planning process for the CSAH
21/TH 13/Main Street intersections immediately with a recommendation to add a project to the County
and City respective CIP's by February 1, 2003,
· The Council recommends that improving CSAH 21 to 4 lanes east of Prior Lake to 135 be completed
as soon as financially feasible and support the County's efforts in acquiring funding from State and
Federal agencies,

2003-2007 Highway Capital Improvement Program (CIP)
Scott County Highway Department's CIP process is designed to provide more local government
involvement and more flexibility in project selection and funding. As noted in the attached
schedule, the process begins with the distribution of the existing CIP (enclosed) for your
comments and recommendations for the proposed 2003-2007 draft ClP. We would appreciate
your comments and recommendations by June 21, 2002.
Also enclosed is a draft of potential highway segments that will be considered for overlays. Final
detem1ination of overlays in any given year is made in the spring in order to evaluate the impact
of the spring thaw on our roads, However, this hopefully will provide each jurisdiction with an
approximate schedule should you have associated projects or improvements that need
coordination.
