DATE: AGENDA #: PREPARED BY: REVIEWED BY: AGENDA ITEM: JULY 15, 2002 4G LARRY POPPLER, ASSISTANT CITY ENGINEER SUE MCDERMOTT, CITY ENGINEER CONSIDER APPROVAL OF A RESOLUTION ORDERING PREPARATION OF FEASIBILITY REPORT FOR THE 2003 RECONSTRUCTION IMPROVEMENT PROJECT, CITY PROJECT #03-11 DISCUSSION: HISTORY The City uses the Five Year Capital Improvement Program to plan its infrastructure improvements and the financing for capital improvements. The proposed 2003 street reconstruction program includes several street and utility improvement projects. The purpose of this Agenda item is to initiate the process for local improvements set forth in the 2003 portion of the 2003-2007 Capital Improvement Program in accordance with Minnesota Statutes (M.S.), Chapter 429. This process applies to all projects that will be financed in whole or part through special assessments or bond proceeds. The first step in the process is for the Council to order preparation of a Feasibility Report for the improvement projects. The Feasibility Report will address: reconstruction of 150th Street (from TH 13 to Fairlawn Shores Trail) and street reconstruction in the Mitchell Ponds Area: (Mitchell Circle, Condon Street, Ridgemont Avenue, and Hope Street) (see attached location map)(collectively "project"). CURRENT CIRCUMSTANCES This Project is in the 2003 Capital Improvement Program. Attached is a page from the C.I.P. which provides additional information on the Project. The Project requires special assessments and financing through bond proceeds, 162QQpk~gle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. (952) 447-4230 / Fax (952) 447-4245 AN EQUAL OPPORTUNITY EMPLOYER therefore requires the City to follow the requirements of M.S. Chapter 429. ISSUES The City is required to assess a minimum of 20% of the cost of a public improvement project completed through the Chapter 429 process and financed through G.O. bonds. The City will meet the minimum assessment requirement. The Feasibility Report will determine the estimated costs of the improvements and methods of financing. In the last few years, City street construction projects have included one or more streets which were financed by 100% special assessment. This 2003 Project is expected to involve 40% assessments for all benefited parcels except 3-5 lots at the end of Hope Street. The preparation of the Feasibility Report is only the first step in the public improvement process. Following receipt of the Feasibility Report, the Council can schedule a Public Hearing to move forward. Following a Public Hearing, the Council may consider authorizing the preparation of plans and specifications. Once completed, the City Council would be asked to approve the plans and specifications, and authorize advertisement for bids and finally, award a contract. The City is not committed to doing the projects at any of the steps outlined above prior to awarding the contract. Accept Project/Order Plans 11/02 and Specifications Hold Informational Meeting 2/02 Approve Plans and Specifications/Order 3/03 Advertisements for Bids Open Bids 4/03 Accept Bids/Award Contract 5/03 Begin Construction 6/03 Authorize Amount to be Assessed/Schedule 8/03 Assessment Hearing for 9/00 Conduct Assessment Hearing/Adopt Assessment Roll 9/03 Complete Base Course of Bituminous 9/03 03CIPFEA FISCAL IMPACT: ALTERNATIVES: RECOMMENDED MOTION: REVIEWED BY: REVIEWED BY: 03CIPFEA Beyond the Engineering staff time required to prepare the Feasibility Report and complete surveying, we will also complete soil borings which are needed to determine the estimated costs of the Project. This cost will be taken from the Construction Fund. There are three alternatives for the City Council to consider: 1. Approve a resolution ordering pre~aration of a Feasibility Report for: Reconstruction of 150 h Street (from TH 13 to Fairlawn Shores Trail) and street reconstruction in the Mitchell Ponds Area (Mitchell Circle, Condon Street, Ridgemont Avenue, and Hope Street) 2. Deny this item for a specific reason and provide staff with direction. 3. Table this item until some date in the future. A motion and second as part of the consent agenda to approve a resolution ordering pre~aration of a Feasibility Report for: Reconstruction of 150 h Street (from TH 13 to Fairlawn Shores Trail) and street reconstruction in the Mitchell Ponds Area (Mitchell Circle, Condon Street, Ridgemont Avenue, and Hope Street) L /0 ORDERING PREPARATION OF FEASIBILITY REPORT FOR THE 2003 RECONSTRUCTION IMPROVEMENT PROJECT CITY PROJECT #03-11 MOTION BY: JP SECOND BY: f16 WHEREAS, it is proposed to construct improvements on 150th Street (from TH 13 to Fairlawn Shores Trail), Mitchell Circle, Condon Street, Hope Street, and Ridgemont Avenue(from Condon Street to Rutledge Street SE), including the construction of storm sewer, sanitary sewer and watermain repairs, aggregate base, concrete curb and gutter, bituminous surfacing, street lights, and appurtenant work; and WHEREAS, it is proposed to assess the benefited property for all or a portion of the cost of the improvements, pursuant to Minnesota Statutes, Chapter 429, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that the proposed improvements be referred to the City Engineer for study and that she is instructed to report to the Council with all convenient speed advising the Council in a preliminary way as to whether the proposed improvements are necessary, cost-effective and feasible and as to whether they should best be made as proposed or in connection with other improvements, and the estimated costs for the improvements as recommended.
