CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING THE AWARD
OF BID AND AUTHORIZING EXECUTION OF THE CITY'S STANDARD
CONTRACT FOR THE CONSTRUCTION OF TRAILS, A BASKETBALL
COURT AND A PARKING LOT AS IDENTIFIED IN THE 2002 CAPITAL
IMPROVEMENT PROGRAM
History
The purpose of this agenda item is to authorize award of bid and execution of the City's
Standard Contract for the construction of trails, a basketball court and a parking lot.
At the June 3, 2002 City Council meeting, staff was authorized to solicit bids for these
2002 Parks Capital Improvement Projects:
1. Sand Point Park Trail
2. Lords Street Trail
3. Wilds Park Trail
4. Wilds Park Basketball Court
5. Wilds Park Parking Lot
The work to be performed for each project is summarized below:
Lord Street Trail
As identified in the Comprehensive Plan, this will be a short section of trail that
connects the trail on County Road 21 to Raspberry Ridge Park and Raspberry Ridge
Development on the north side of Lords street.
Sand Point Park Trail
Currently there is no trail leading to the existing playground. The intent is to pave a
trail from Cedarwood Trail to the picnic shelter, basketball court and playstructure.
This would define the park access and allow the neighborhood easy, assessable entry to
the park and its amenities.
Wilds Park Trail
Now that Wilds South is being developed, residents will be anxious for us to complete
Wilds Park. This segment of trail will allow accessible entry to the park and its
amenities, and connect the trail system in Wilds South to the trail on Wilds Parkway.
Wilds Park Basketball Court
P.L.A.Y. (Hoops in the Park) and the Wilds neighborhood residents are anxious for a
basketball court to be installed in this park. We will request that P.L.A.Y. participate
but intend to proceed with the project in any case. This will be a half court with one

basketball standard.
Wilds Park Parkin~ Lot
This will be a small off-street parking lot for 10 vehicles including one disabled
parking stall. The purpose of the lot is to get people off of busy Wilds Parkway.
Issues
These trails are important elements to our parks system. As identified in the
Comprehensive Plan, trail connections between neighborhoods are an objective that the
City has established for itself. These trails will connect Wilds South to Wilds Parkway
and Raspbeny Ridge neighborhood to County Road 21. These trails will provide safe
accessible access to play structures, picnic shelters, portable restrooms and other
amenities within our parks.
Current Circumstances:
The funding source for these parks and trail projects is the Capital Park Account. The
trail sections are identified in the Parks and Trails Comprehensive Plan and in the
current Capital Improvement Program. There is a total of $79,000 budgeted to
complete these projects.
The bid opening for these projects was held Tuesday, June 25, 2002 at 10:OOam at the
Prior Lake Maintenance Center. The City received five bids, as listed below, with
Valley Paving, Inc. being the low bid.

City crews will be performing the sub-grade preparation, erosion control, backfilling,
seeding and tree replacement along trails.
Conclusion
Staff is requesting that Council approve the attached resolution authorizing the award
of bid for the construction of trails, a basketball court and a parking lot to Valley
Paving, Inc., the low bidder. Staff anticipates project completion in October 2002.

The total estimated cost for these projects was $79,000.00. After soliciting bids and
estimating the cost of restoration the total cost for the project is $66,586.20.
The funds for these projects will be drawn from the Capital Park Fund portion of the
Capital Improvement Program.
The alternatives are as follows:
1. Approve a resolution authorizing the award of bid and execution of the City's
Standard Contract for trails, a basketball court and a parking lot to Valley Paving,
Inc. for a total cost of $51,586.20 and authorize staff to expend not to exceed a total
of$15,000 forrestoration and basketball equipment.
2. Table this agenda item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.

The following trails, basketball court and parking lot are scheduled for
construction as identified in the Capital Improvement Program
1. Lords Street Trail
2. Sand Point Park Trail
3. Wilds Park Trail
4. Wilds Park Basketball Court
5. Wilds Park Parking Lot; and
The City of Prior Lake is committed to providing trails, parking lots and other
park amenities in accordance with the Comprehensive Park and Trail Plan; and
Trails are an essential link between neighborhoods, business areas and parks; and
Basketball courts provide recreation for all age groups; and
Parking lots provide off street parking for park users and reduce congestion of city
streets; and
The City's Capital Improvement Program scheduled this construction in 2002 and
allocated funds; and
On June 8, 2002, pursuant to the advertisement for bids for class 5 and bituminous
for these projects, the following bids were solicited, received and tabulated as
follows:

NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA, that
1. The recitals set forth above are incorporated herein; and

2. The contract for the construction of bituminous trails, a basketball court and a parking lot is
hereby awarded to Valley Paving, Inc., the lowest responsible bidder, at a cost not to exceed
$51,586.20; and
3. The Mayor and City Manager are hereby authorized to execute the City's Standard Contract on
behalf of the City; and
4. The City Manager is hereby authorized to return bid securities submitted with the proposals to
the vendors following the execution of the contract; and
5. The city staff in accordance with state statutes and city purchasing policy is authorized to
undertake the completion of project restoration as described in the staff report in an amount not
to exceed $15,000; and
6. Funds not to exceed $67,000 are authorized to be expended from the Capital Parks Fund for this
purpose.
