ASSOCIATES TO PROVIDE PROFESSIONAL ENGINEERING
SERVICES FOR THE 2004 LIFT STATION REHABILITATION
PROJECT
HISTORY
The purpose of this agenda item is to enter into a Standard Professional
Services Contract with WSB to prepare plans and specifications for the
reconstruction of seven (7) lift stations and to provide construction
inspection services. The standardized lift station specifications previously
reviewed by the council will be used.
Staff has identified the need to rehabilitate a number of lift stations in the
2002,2003 and 2004 Capital Improvement Plans. Staff has been working on
and completed an audit of all the lift stations in the past year to ascertain the
status and inventory the components of each lift station. The audit has
shown that there is a significant need for major renovations to a number of
lift stations. Staff is trying to put together a more comprehensive
management and rehabilitation plan and schedule than what has been done in
the past due to the age and condition of the majority of the lift stations.
~ile that effort is on-going, it is necessary to begin reconstruction of seven
lift stations identified below.
On April 7, 2003, the City Council approved a contract with WSB &
Associates to prepare plans and specifications for the rehabilitation of six (6)
lift stations for the 2003 project. The lift stations included were No. 3-
Franklin Trail, No.5-Sycamore, No. 7-Lakers, No. 8-Condons, No. 17-150th
Street and No. 24-Lime Road. On June 2,2003, Council approved the plans
and specifications and authorized staff to advertise for bids. The bids were
received for the project in early July and were significantly higher than the
engineer's estimate. At the July 7, 2003 council meeting the Council
rejected all bids for the 2003 project and authorized staff to re-bid the
project.

The purpose of this item is to authorize WSB and Associates to provide
engineering services for the 2004 Lift Station Rehabilitation project. Staff is
requesting this assistance due to the magnitude of the repairs needed on 7
key lift stations of the city's 34 lift stations. Four (4) of the lift stations
listed above were previously designed under the 2003 Lift Station project
arid have already been approved by council. Two of the lift stations from the
2003 project (Condons and 150th St) were completed this year by in-house
staff. Three additional lift stations are included in the 2004 project. Those
lift stations are No. 19-Boudins, No. 20-Shady Beach, and No. 28-Fremont.
ISSUES:
The seven lift stations we are recommending to be completed III 2004
(including those from 2003) are:

. No.5 on Sycamore
. No.7 near Lakers
. No. 19 on Boudins
. No. 20 near Shady Beach
. No. 24 on Lime Road
. No. 28 on Fremont
These lift stations all require major rehabilitation including replacement of
p~mps, guide rails, electrical panels, other electrical components and panels,
wet well covers and hatches. A more detailed list is found in the attached
proposal. Generally the concrete wet wells are in good condition and do not
require replacement.
WSB's proposal is to prepare the plans and specifications for the 2004 lift
stations, incorporate the plans and specifications from the 2003 project and
perform the construction engineering inspection for a cost not to exceed
$40,500. WSB will be using Kaeding and Associates to perform the
electrical engineering work and this is included in the proposal. System
Control Services performs our SCADA system maintenance and additions to
the system. If authorized to move forward, WSB and staff will complete the
plans and specifications and request City Council approval at the January
19th, 2004 meeting. Bid opening and award of the project in would be in
February, with completion of the project by late fall, 2004.
FINANCIAL IMPACT: The funding for the project will come from the Sewer Operating fund, since
it is the rehabilitation of existing sewer infrastructure. Staff estimates the
total cost of engineering, equipment and actual repairs to be approximately
$1,200,000.00. The CIP has identified these lift station rehabilitation
projects as a priority.

RECOMMENDED
MOTION:
There are two alternatives for the City Council to consider:
1. Approve a resolution which authorizes the City to enter into its standard
professional services contract with WSB & Associates to provide
engineering services for a fee not to exceed $40,500.00.
2. Deny this item for a specific reason and provide staff with direction.
Staff recommends adoption of Alternative No.1.
ACTION REQUIRED: A motion and a second to adopt the Resolution stated above.

A RESOLUTION AUTHORIZING THE MAYOR AND CITY MANAGER TO EXECUTE

ASSOCIATES TO PROVIDE PROFESSIONAL ENGINEERING SERVICES FOR THE

WHEREAS,
City staff has identified seven lift stations requiring major rehabilitation this
year, including the Franklin Trail, Sycamore, Lakers, Lime, Boudins, Shady
Beach and Fremont lift stations and;
WHEREAS,
The adopted Capital Improvement Plan for 2004-2008 has identified these
rehabilitation projects as a priority for the City, and;
WHEREAS,
The bids for the 2003 lift station project were significantly higher than the
engineer's estimate, so council directed staff to re-bid the project, and;
WHEREAS,
Engineering services including final design, bidding, construction, and post-
construction are required for this project.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA that:
1. The recitals. set forth above are incorporated herein.
2. The Mayor and City Manager are authorized to execute the City's standard
professional services contract with WSB & Associates to provide engineering services for
the 2004 Lift Station Rehabilitation Project for a total fee not to exceed $40,500.00.
3. The funding for the contract is to be drawn from the Sanitary Sewer Operating Fund.
