CONSIDER APPROVAL OF A RESOLUTION
AUTHORIZING THE INSTALLATION OF "NO PARKING
VEHICLES WITH TRAILERS" SIGNS AT WALNUT
AVENUE SW AND AT WILLOW BEACH TRAIL SW
This item is a request for the City Council to consider
approving the installation of "No Parking Vehicles With
Trailers" signs on the west side of Walnut Avenue and on
the north side of Willow Beach Trail from Sycamore Trail to
the corner near 3425/3440 Willow Beach Trail. This area is
north of CSAH 12 near the public boat access on Dewitte
Avenue. Apparently, this area has now become a parking
destination for vehicles with trailers and is a problem for the
residents living in the area.
A map will be provided in the Weekly Update, showing the
parking restrictions in the area as they exist today, as well as
the parking restrictions that are proposed to be added based
upon staff recommendations.
As the Council is aware, the city code provides that areas
within 2,500 feet of a public access may be designated as
no parking vehicles with trailers areas. Each of the areas
proposed to be signed as part of this agenda item are within
2,500 feet of a public access.
Unrestricted trailer parking in residential neighborhoods
poses a potential risk of becoming a hazard for homeowners
backing out of their driveways. Both streets in question are
only 24 feet wide. Also, large vehicles and trailers parked on
both sides of the street present a safety issue to property
because emergency vehicles may be impeded from using
these streets.

Letters have been sent to the 14 homeowners that live on
the streets described above and who would be affected by
the sign installation. They were invited to this City Council
meeting where this issue is to be considered.
Staff recommends that the City Council authorize the
installation of "No Parking Vehicles With Trailers" signs as
described above and on the referenced map. If approved,
staff would purchase and install these signs as soon as they
are available.
The total cost of the signs and their installation is very minor
and would be funded by the Street Operating Budget.
The alternatives are as follows:
1. Approve a Resolution authorizing the installation of "No
Parking Vehicles With Trailers" signs on Walnut Avenue
and Willow Beach Trail as described in this report and
shown on the referenced map.
2. Table this Agenda Item for a specific reason and provide
staff with direction.
3. Deny this Agenda Item for a specific reason.
Staff recommends alternative number 1.

A RESOLUTION AUTHORIZING PLACEMENT OF
"NO PARKING VEHICLES WITH TRAILERS" SIGNS
ON WALNUT AVENUE SW AND WILLOW BEACH TRAIL SW

WHEREAS, the City is concerned about parking of vehicles with trailers in residential
neighborhoods; and
WHEREAS, said parking poses a potential risk to vehicular traffic, pedestrians and the access
of emergency equipment to property located on 24' wide streets; and
WHEREAS, the city code provides for parking prohibitions on streets within 2,500 feet from
public accesses; and
WHEREAS, both Walnut Avenue and Willow Beach Trail are within the 2,500 foot area; and
WHEREAS, the City has received requests for the Engineering Department to investigate the
need for parking restrictions at various locations in the City; and
WHEREAS, the Engineering Department has investigated the above locations and has made
recommendations to the City Council,
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA that:
1. The recitals set forth above are incorporated herein.
