CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING
THE MAYOR AND CITY MANAGER TO ENTER INTO A
STANDARD PROFESSIONAL SERVICES CONTRACT WITH
WSB & ASSOCIATES TO PROVIDE ENGINEERING DESIGN
SERVICES FOR THE THIRD PHASE OF THE RING ROAD
INCLUDING CSAH 23/FIVE HA WKS/TH 13 INTERSECTION,
CITY PROJECT NUMBER 02-06
HISTORY
Staff recently received notification from the Minnesota Department of
Transportation that the referenced project was chosen to receive $400,000
as a Cooperative Agreement project for State Fiscal Year 2003. The City
had submitted applications for this project, along with the
Boudins/Commerce/TH 13 intersection project, last November for
funding through the Cooperative Agreement (CA) program. In January
2002 we were informed that neither project was selected, but that the
CSAH 23/Five Hawks/TH 13 intersection project was next on the list. A
project from another city recently dropped out of the CA program, which
allows funding for this project. The attached drawing shows the
approximate project limits.
The second phase of the Ring Road project, from Toronto to Duluth, is
set to move forward including completed plans and specifications, except
for the acquisition of the new right of way, which we are currently
working on. This project will complete the third and final phase of the
Ring Road. WSB & Associates completed the plans for the second phase.
Since this project ties in with the second phase, staff recommends that we
utilize the services of WSB for this final phase. The purpose of this item
is to authorize the use of WSB & Associates for this project City Project
No. 02-06. A copy of their proposal is attached.
1. Timing: Projects selected for the Cooperative Agreement program have
to at least had a bid letting by the end of the Fiscal Year, which in this
case is July 1, 2003. We need to begin the project immediately to make

sure the project area is surveyed before winter so that accurate plans can
be assembled. A tentative schedule for the project is attached.
2. Funding: This rough cost of this project is approximately $2.5 to $3
million. We originally anticipated receiving $500,000 from MnDOT for
this project, plus $400,000 from Scott County and the remaining funding
from Municipal State Aid, City Collector Street funds, utility funds and
possibly assessments. The loss of $100,000 anticipated from MnDOT
will have to be made up from these City funding sources, most likely
State Aid.
3. Right of Way Acquisition: This project will require the City to
acquire the better part of one parcel. This may require the use of eminent
domain proceedings.
4. Assessments: The City will, have to determine whether or not to use
special assessments for properties that benefit from the project very early
on in the process, so the proper procedural steps are followed.
5. Phasing: The Council should consider whether phases 2 and 3 of the
Ring Road should be completed separately or together, given the land
acquisition issues. We believe that little would be gained from a property
acquisition perspective by separating the two projects. In either case
there will be general recognition that the property is needed to complete
the roadway. By combining the two projects we believe we will see
reduced costs due to economics of scale.
FINANCIAL IMPACT: The project is substantial in size, estimated to cost between $2.5 to $3
million. The funding for the project will come from a variety of sources
as noted above. The City should see lower bid prices by combining this
project with the second phase of the Ring Road for bidding purposes due
to the economics of scale. The two projects bid together will receive
plenty of attention from contractors due to its combined size.

WHEREAS,
it is proposed to construct the third phase of the Ring Road between
Duluth/Tower Streets and State TH 13, including the realigned intersection of
TH 13 and CSAH 23/Five Hawks, and;
the Adopted Capital Improvement Program for 2003-2007 has designated this
project as a priority for the City, and;
engineering services including preliminary and final design are required for this
project.

MINNESOTA that:
1. The recitals set forth above are incorporated herein.
2. The Mayor and City Manager are authorized to execute the City's standard
professional services contract with WSB & Associates to provide engineering services for
the Third phase of the Ring Road improvements including the CSAH 23/Five Hawks/TH 13
intersection for a total fee not to exceed $133,200.
3. The funding for the contract is to be drawn from the Collector Street Fund.

SCOPE OF SERVICES
TH 13 IMPROVEMENTS
RING ROAD PHASE III
MAPLEWOOD STREET TO 170TH STREET (CSAR 23)
CITY OF PRIOR LAKE
I. PRELIMINARY DESIGN SERVICES
This phase of the project will include development of a [mal concept layout for approval
by the City of Prior Lake, Scott County, and MnlDOT. The following work tasks are
anticipated to be completed as part of this phase.
Task 1 - Project Management
This task consists of management and administration, project coordination and
communication with the City of Prior Lake. It includes monthly meetings with the City
of Prior Lake. Also included will be billing preparation, invoicing, progress reports, and
other non-technical work associated with the design.
Task 2 - Surveys
WSB will conduct design surveys for the corridor and will prepare a Digital Terrain
Model (DTM). The City of Prior Lake and/or Scott County and/or MnlDOT will provide
existing control and landowner information along the corridor.
Task 3 - Signal Justification Report
WSB will prepare a Traffic Signal Justification Report (SJR) for submission to MnlDOT
with the proposed layout. Twelve-hour turning movement counts are included as part of
this task for the preparation for the SJR. WSB will prepare the SJR in accordance with
the standards set forth by MnlDOT State Aid.
Task 4 - Staff Approved Layout
WSB will prepare a final preliminary layout based on the proposed concept layout
previously reviewed by MnlDOT and the City of Prior Lake. This layout will incorporate
all required elements for MnlDOT approval.
Task 5 - Agency Coordination
WSB will coordinate preparation of the staff approved layout and SJR with the City of
Prior Lake, Scott County, and MnlDOT. It is anticipated that up to ten meetings will be
held as part ofthis task. This will include four meetings with the City of Prior Lake staff,
two meetings with Scott County, and two meetings with MnfDOT. In addition,
attendance at two city council meetings for the City of Prior Lake are included.
Task 6 - Memo of Understanding (OPtional)
WSB will assist the City with development of a Memorandum of Understanding with the
Scott County Highway Department. This will include providing all data available and
drafting a memorandum for review and approval by the City.

II. DETAIL DESIGN SERVICE
During this phase, the WSB team will develop construction documents (plans,
specifications, and estimates) in English units. The design will incorporate the
requirements from the MnlDOT staff-approved layout. The following work tasks are
anticipated to be completed as part of this phase.
Task 1- Proiect Management
This task will consist of management and administration, project coordination, and
communication with the City of Prior Lake. It includes periodic meetings with Prior
Lake project administrators. Also included will be billing preparation, invoicing,
progress reports and other non-technical work associated with this phase of the project.
Task 2 - Right-of- Way Plan
A right-of-way plan will be prepared for submission to Mn/DOT State Aid. The plan will
include all permanent rights-of-way and temporary easements required for construction.
This task also includes preparing property descriptions. This task does not include
acquisition of the properties.
Task 3 - Pinal Design and Preparation of Construction Plans and Cross-Sections
WSB will prepare a set of detailed construction plans for the grading, surfacing, and
drainage improvements associated with the improvement to TH 13 from Maplewood
Street to 170th Street and CSAR 23 improvements from west ofTH 13 to Tower Street.
Utility improvements for sanitary sewer and water are not included in this task and cost
estimate.
Specifically, the construction plan will consist of the following sheets and include items
shown in Mn/DOT State Aid example plan set.
Title Sheet: Contains the location map, signature block, sheet index, project data,
pit data, and station reference point comparisons.
General Layout: Layout of the project showing the plan sheet layout and sheet
numbers for reference.
Statement of Estimated Ouantities: Contains MnlDOT's standard pay item
number, item description and quantity of all materials. Quantity totals will be
subtotaled by funding source (including pro rata oflump sum items, 100%
County, 100% City, and drainage split by flow percentages). References to
quantity tabulations of each individual item will be made. Notes will be included
where necessary for clarification.

Scope of Services
Quantitv Tabulations: Tabulations will be prepared summarizing the earthwork
volumes by station and the balance of calculations by stage. Detailed tabulations
of each item contained on the estimated quantities sheet will also be prepared.
Two independent quantity calculations on one set checked by a senior engineer
will be prepared for each item.
Soils Construction Notes and Standard Plates: Soils and construction notes
covering special requirements and critical information contained in the soils letter
will be listed. Standard plates used on this project will also be listed.
Typical Sections: Sections will be shown for existing roadways and roadways to
be constructed under this contract. The sections will be consistent with the
pavement design, approved geometric layout, and soils and surfacing
requirements shown in the soils letter. Surface type, base materials, and sub grade
corrections will be shown.
Miscellaneous Details: Provide horizontal geometry and details necessary for the
construction of unique or non-standard items and other items identified during the
detail design process.
Standard Plans: Insert standard plans wherever needed to eliminate or
supplement construction details in the plan as provided by MnlDOT.
Construction Staging Plans: Detailed plans will be prepared demonstrating a
stage-by-stage process by which the new roadways can be constructed. Access to
in-place businesses is anticipated to be maintained at all times. Temporary
sedimentation basins will be shown for each stage of construction.
Traffic Control Plans and Tabulations: Detailed plans and notes will be prepared
by WSB showing the locations of signs, barriers, and striping necessary to
accommodate the construction staging within the project area or via a detour in a
manner consistent with the MMUTCD Manual, Field Manual dated January 2001
for Temporary Traffic Control Zone Layouts, and MnlDOT Metro Division
practices. A tabulation showing the description and estimated quantities of traffic
control devices by stage will also be prepared.
Alignment Plans and Tabulations: Prepare alignment plans showing proposed
roadway centerlines, stationing, and identifying alignment points with point
numbers and curves with curve numbers, including permanent horizontal control
points.
Prepare tabulation sheets showing alignment and curve data (PC, PT, PI, POT,
POC, PCC) for the alignment points shown on the alignment plan. Tabulated data
will include station, delta, degree of curve, radius, tangent, curve length,
superelevation rate and X and Y coordinates.

Scope of Services
Existing Topography, Utility and Removal Plans, and Tabulations: Prepare plans
showing in-place topographic features and private and public utilities, including
wells, septic tanks, drain fields, and field tile within the project limits; proposed
centerlines and right-of-way lines; and also pavement, pipe, culvert, drainage
structure removals, and tree clear and grub location and tabulations. The plans
will also include updated information provided by the design surveys in Task 2.
Roadway Plan Sheets: Prepare plans of the project providing detailed information
on the location of items such as roadways, shoulders, radii, turn lanes,
acceleration lanes, driveways, tapers, right-of-way, easements, obliterations,
station equations, fencing, etc.
Roadway Profile Sheets: Prepare profiles of the proposed mainline, cross roads
and proposed driveways or driveway connections. Information shown on the
profiles will include items such as: vertical control, vertical curve data, top-of-
finished surface, top-of-grading grade, culverts, sub grade corrections, removal of
unsuitable materials and utilities (longitudinal and transverse crossings). Profiles
along gutter flow lines will also be shown.
Intersection Details: Drawings of major intersections showing all horizontal
geometry, edge of pavement profiles and details (such as radii, tapers, offsets, and
profiles) necessary for construction. Also included will be top-of-pavement
vertical elevations of intersection for construction staking.
Storm Sewer Plans: Determine size of proposed drainage system components.
WSB will determine the drainage areas for each structure and size the structure
using an accepted hydrologic method.
Culvert/Storm Sewer Profiles: Show centerline profiles of proposed culverts and
storm sewers. Show the culvert or pipe size, length, grade, aprons, and
inlet/outlet elevations.
Superelevation Diagrams: Information will be presented in profile view labeling
pavement edges and showing the station, location, and cross slope at the
beginning, zero cross slope point, and end of the superelevation transition. The
profile will show adjacent lane elevations relative to the profile grade, transition
rates and distances from the PC or PT to critical points in the transition (e.g.
crown runoff).
In-Place Drainage Tabulations: List type, size and location of in-place drainage
structures within the project limits shown on the existing topography and utility
plans. Proposed construction impacts (remove, leave as is, etc.) will also be
tabulated.

Scope of Services
Proposed Drainage Tabulation: List the location, type, size, length, inlet and
outlet elevations, grade, class, alternative pipe types, erosion control, excavation,
and bedding for larger culverts.
Traffic Signal Design
One new permanent traffic control signal system at TH 13 and CSAR 23 will be
designed, including an intersection layout, wiring diagram, and applicable details.
Turf Establishment Plans and Permanent Erosion/Sediment Control: Prepare
plans showing areas requiring permanent turf establishment due to construction
disturbance and the type of material to be placed (sod, seed, mulch, wood fiber
blanket, etc.). Show the type and location of permanent erosion control devices,
sedimentation basins, waters ofthe State within one-half mile ofthe project, and
wetlands identified on the NWI map.
Signing Plans: Prepare permanent signing plans showing the location of proposed
signs and containing all details necessary for the fabrication and installation of the
signs in accordance with Mn/DOT specifications. Assemble plans and prepare
tabulations in accordance with the City and Mn/DOT Sign Plan Standards. Field
check and record existing signs.
Striping Plans and Pavement Marking: Prepare permanent striping plans showing
the location, type, size, and color of striping necessary for the permanent striping
of this project, including standard plans.
All sheets contained in the construction plans and cross-sections will be submitted to the
City in an Eaglepoint/ACAD format.
Task 4 - Special Provisions
Special provisions will be written for unique items not covered adequately in the
"Mn/DOT Standard Specification for Construction" or the "MnlDOT SP-5 Special
Provisions". The basis of the prepared special provisions will be the Cities' Standard
Special Provisions, which will be provided to WSB electronically in Word format. Each
provision will contain a description, materials, construction requirements, method of
measurement, and basis of payment for each item. Deletions from and additions to
standard specifications will be written and included as necessary. An electronic copy in
Word 7.0 format, or the most current version of a compatible software, and a hard copy
of the fmal provisions will be submitted.
Task 5 - Construction Cost Opinion
WSB will prepare a construction cost opinion based on quantities generated as part of the
preparation of the construction plans. Costs will be split by funding source (including
pro rata of lump sum items. % City, % County, other percentage splits, and drainage split

flow percentages). An electronic copy and a hard copy of the final estimate will be
submitted.
Task 6 - Contract Documents
WSB will prepare the bid proposal using Prior Lake's contract documents in preparation
for bidding of the proposed improvements. WSB & Associates, Inc. will develop for
Prior Lake the special provisions sections of the bid proposal associated with the bidding
documents on bond paper and/or in Word 7.0 or compatible format. A fmal hard copy of
the special provisions on bond paper will be provided with the final design plans.
Task 7 - Plan Review and Approval
WSB will submit and meet with the Prior Lake, Savage, Scott County, and MnlDOT to
review and receive approval of the plans and specifications outlined in the previous tasks.
Following approval of the plans, a camera-ready copy of the plans and bid proposal will
be provided to the City of Prior Lake.
WSB will submit plans and supplemental specifications for review and approval at two
stages of development:
Stage 1 Preliminary Design (50% complete): WSB will develop the plans to 50%
completion. The plans for Stage 1 will include existing topography and utility
plans, alignment plans, intersection layouts, drainage plans, typical cross-sections,
and preliminary utility relocations. Three (3) sets of prints will be submitted.
Stage 2 - Final Design (100% Complete): After receiving approval of Stage 1,
WSB will incorporate the comments and will submit one (1) complete set of
signed originals on bond paper with eight (8) copies. In addition, one (1)
complete set of design computations, basis of quantity, and quantity calculations,
and one (1) copy of the engineer's opinion of probable construction costs will be
submitted.
Task 8 - Permits
WSB will prepare for the City of Prior Lake's signature the permit applications. The
City will be responsible for all permit fees necessary for the construction of the
project.
Ovtional Tasks:
Task 9 - Right-of- W av Descriptions
Based on the right-of-way plan developed in Task 2, right-of-way legal descriptions will
be developed for permanent and temporary easements. It is assumed that up to 12
descriptions will be required for this project.
