AGENDA ITEM: CONSIDER APPROVAL OF REPORT AND PROVIDE DIRECTION
REGARDING STREETSCAPING OPTIONS FOR THE ARCADIA AND
COUNTY ROAD 21 PROJECT, CITY PROJECT #11 -001.
DISCUSSION: Introduction
The purpose of this agenda is to receive direction from the City Council
regarding streetscaping elements for the Arcadia and CR 21 Improvement
Project.
Hi story
In 2005 Scott County and the City of Prior Lake adopted the CR 21
Corridor Study completed by Scott County. This study identified several
improvements necessary to maintain adequate access to the Prior Lake
downtown as traffic volumes are expected to increase from about 10,300 to
more than 27,000 by 2030. The study identified that at some point in the
future Main Avenue would become a right -in, right -out access only. A full
signalized access would be provided at Arcadia Avenue. Additionally a %
access would be provided at Pleasant Street from TH 13.
In 2008 the City of Prior Lake completed a feasibility study for improvement
of the Arcadia Intersection. The total project cost is estimated to be $3.05
million.
The City of Prior Lake prioritized the Arcadia Avenue Intersection
improvements for design in 2010 and construction in 2011 as part of the
2010 -2014 Capital Improvement Program. The City also made a funding
request to Scott County for the project. The County identified $750k of
funding for project construction. Based on tax levy bonding concerns the
City deferred the design and right -of -way acquisition costs to 2011 with
construction scheduled for 2012.
In the Summer of 2010 the City Council authorized completion of an
alternative alignment analysis for CR 21 through downtown Prior Lake.
The study concluded in October with the selection of the "Baseline Option ".
On December 6, 2010 the City Council authorized the Mayor and City
Manager to execute a contract with WSB & Associates for the project
design services.
On February 7, 2011 the City Council authorized staff to direct WSB to
proceed with preliminary design work required to determine needed right of
way (ROW) and easements for the project. The City Council authorized
staff to perform appraisals for this project on April 4 2011. Negotiation for
property acquisitions is presently underway and proceeding as expected.
On June 20 2011, the City Council authorized the completion of the final
design. In September, the County opened County Road 21 north of County
Road 42 to Highway 169.
Current Circumstances
The final design is almost complete. The consultant, WSB and Associates
are looking for direction regarding streetscaping elements which could be
incorporated into the County Road 21 / Arcadia project.
In 2004, the City reconstructed the north downtown area. The project
included many streetscaping amenities including: landscaping, specialty
sidewalk, streetlighting, decorative trash receptacles, decorative benches,
and landscaping pots. These items could also be installed with the Arcadia
and County Road 21 project. In addition, downtown signage or an entry
monument could also be built.
This project is scheduled to be bid in March 2012 for construction in the
spring of 2012. Several additional City Council actions will be required
prior to construction.
Conclusion
Staff recommends incorporation of streetscaping elements for this project
as Arcadia will be a gateway intersection to the Prior Lake Downtown.
ISSUES: The baseline option provides for a limited number of accesses to the
downtown. From TH 13 There will be the CR44 /Ridgemont/Main access.
On the south there will be the Pleasant Avenue access. On CR21, Main will
be right in and right out in both directions. The principle access will be at
CR 21 and Arcadia for access to either the north or south downtown areas.
At some point the driving public must be made aware of this fact. It is the
staff's position that Arcadia must be identified as the principal access to
downtown as soon as possible. In addition to their primary role in
identifying the intersection, these amenities would serve as a source of
community pride, advertisement of the City of Prior Lake Downtown
businesses, and could help provide an inviting setting for visitors.
FINANCIAL The project cost is estimated at $3,050,000, not including streetscaping.
IMPACT: Funding for this project is proposed to come from Tax Levy, Street
Oversizing, State Aid, Water Quality, Sewer Fund, Water Fund, and Scott
County contributions. Any streetscaping amenities selected by the City
would need to be funded by tax levy. Early estimates for streetscaping
were $480,000. Updated estimates and a menu of streetscaping options
will be provided as a part of the report on Monday evening.
ALTERNATIVES: 1) Approve a report and provide direction regarding streetscaping
elements that could be incorporated in the Arcadia / County Road 21
project.
2) Table this item and provide additional direction to City Staff.
3) Deny this item and provide additional direction to City Staff.
