ECONOMIC DEVELOPMENT AUTHORITY AGENDA REPORT
MEETING DATE: December 12, 2011
AGENDA #: 6.A.2
PREPARED BY: Dan Rogness, Community & Economic Development Director
AGENDA ITEM: EDA SUBCOMMITTEE REPORT, BROADBAND FIBER NETWORK
DISCUSSION: Introduction
Subcommittee members include Bob Morris (Chair), Christopher Mitchell, Matt
Schmit, Mary Steinhoff and Dan Rogness (staff). A RFQ was sent to ten broad-
band consultants with six responding by the deadline of November 4.
History
The EDA asked that a Request for Qualifications (RFQ) be sent to qualified
consultants in order to assess broadband fiber feasibility and options in Prior
Lake. A subcommittee was selected to manage the process of solicitation, in-
terviews and selection as a recommendation to the EDA. A $15,000 grant from
the Scott County CDA will be used for this study.
Conclusion
Six submissions were from a variety of broadband consultants, including:
1. CCG Consulting, Beltsville MD
2. Lookout Point Communications, St. Paul MN
3. Broadband Planning Group, Parker CO
4. Design Nine, Blacksburg VA
5. Consulting Gateway Corporation, Fleetwood PA
6. U -Reka Broadband Ventures, Stillwater MN
The subcommittee selected two consultants to interview, including #2 and #4
from the list above. Without a strong recommendation for one proposal, the
EDA reviewed both of them on December 5. The EDA asked staff to have the
two consultants submit more information in the form of a work proposal with a
cost figure. An item is on this agenda to address the consultant selection issue.
ISSUES: Based on more information submitted from the consultants, which consultant is
best for Prior Lake?
