'V FROM: DATE: October 29, 1991 RE: Prior Lake Street Lighting KAI File No. 90328 Per your request we have discussed the bend in the light fixture poles with the manufacturer's represen1:ative, Steve Eggert, with the Carnes Group. Subsequently Steve has observed the pole and discussed his observations with the manufacturer and both of us. The consensus is that the poles were damaged during shipping, storage or installation and that their condition should not worsen with time. Since the bend is slight and attemptinq replacement at this time might prove to be difficult, since It would be difficult to determine who damaged the pole, we suggest that you conditionally accept the installation. We sugges1: that you put Ridgedale Electric, The Carnes Group, and Valmont Industries on notice that the installation is acceptable if the condition, in your opinion, does not worsen in the next two years:. If the condition does worsen, the installation will be replaced at no cost to the City of Prior Lake. This conditional acceptance has been discussed with Steve Eggert of the Carnes Group. Per the plans for the above referenced project no. 90-12, a bituminous driveway 30 fE~et in width with concrete curb and gutter radii were scheduled to be installed on Tower Street, Station 11 + 50. This desigTi was done when the County Market grocery store and an Auto Mart st,ore was bein9' proposed. These developments have not moved forward at this tlme and no developments are pending. It was proposed to both Kathleen and Greg that since no development is forthcoming, that the driveway openings not be installed at this I,articular time. The city would installed the concrete curb and 9't.tter along the street and at a future date when the property 1::, developed, a driveway opening can be installed in the lClcation where it fits the development. Both Kathleen and Greg agreed that to place the driveways at the locations shown OTi the plans may not be the future location of the property. This memorandum is to inform you of the iecision to proceed with the street improvements on Tower Street and Toronto Avenue (Project #90-12). A portion of Tower St~eet and Duluth Avenue is currently uncompleted as the newly ~onstructed roadbed was constructed near a wetland area which hai several feet of ~eat deposits. The plans and specifications ~alled for a lightwelght fill embankment section to be installed in this area to minimize the loading over the peat deposits. The plan was to allow for a settlement period from the 1990 construction year to the 1991 construction year. Settlement plate elevations have been ~ecorded from when the lightweight fill embankment was inftalled. Based on the settlement ~late data and t~e . Soils En ineer's recommendation, the completlon of the. improve,ments sched led for Tower Street can be completed this year. This alternati e is recommended at this time, since the other options involve wa'ting til next year and the extra costs versus any significan': settlement reduction is not recommended. The road in the ligh':weight fill embankment area will continue to settle in what can be described as long term settlements. These long term settl~ments will decrease over time and are typical in road construction pro~ects over peat deposits. The lightweight fill method did minlmize the loading on the ~eat deposits in order to prevent the shear failure of the underlYlng deposits. A shear failure of the peat deposits would have resulted in a much higher cost in stabilizing the roadbed. The possible negative impact with the lo,g term settlement of the roadbed embankment is that the settlemen.: could possibly have a general sag in the original grade line and could pond surface water. If this occurred, catch basins a:ld a storm sewer line would need to be installed along wi':h any restoration items. This storm sewer would not be installed unless necessary. This proposal is from Brown & Cris, Inc., the Contractor on Project 90-12 which is still under contract with the City of Prior Lake. Included also is a copy of the cross section view and plan view of the proposed sewer and water line installation. This installation is necessarr to serve the proposed Woodridge Estates First Addition plat wlth utilities. It is being proposed to install these lines as shown on the drawings at this time before the street and sidewalk improvements are installed on Tower Street. Tower Street improvements are proposed to be completed during the 1991 construction season, however, this schedule is dependent on the soils engineer approval for placement of these improvements in the lightweight fill embankment area. The Woodridge Estates First Addition has been annexed to the City recentlr and a preliminary plat has been submitted for approval. Utllity lines under Tower Street will be necessary in order to serve this proposed plat. The estimated cost of these extra work items is $12,375.00 and is proposed to be paid for by Trunk Reserve Funds as non-assessable trunk mains. A formal change order with actual costs will be submitted to Council for a~proval after the work has been completed. The developer wlll be responsible for the extension of sanitary sewer and watermain lines through Outlot A which is owned by City of Prior Lake and is a~proximately 320 feet in length. There are three work items listed on the supplemental agreement that are needed to properly complete the road improvements. These items are summarized as follows: 1.) Removal of the surcharged Class 5 aggregate material placed on the lightweight fill area. 2.) A storm sewer outlet and ditch for Toronto Avenue drainage. base 3. ) A bituminous overlay on Tower Street from Station 13 + 50 to Station 16 + 50. The estimated cost of these extra work items is $5,249.00 and are eligible for MSA reimbursement by submitting this supplemental agreement to the District State Aid Engineer. A formal change order will be submitted to Council for approval after the work has been completed. This memo presents the results of the testing. Also, I present recom~endations for revising the pavement design section bas~d on the field result$. The plate load test was eonduet~d in an area outside the roadw~y rieht-of-way. The test area was prepared by placing geotoxtile and 21 inchet of clay fill over the tiro fill scotion. , A 12 inch diameter plate was used for the test. A slightly larger circular pit was dug in the clay fill to expose the gedtextile. Tho plate lo~d test was then conducted on the ~o~ of the geot~xtile. A seating load of 260 psf was applied to ~imulate the weight of the two feet of clay fill. Then the plate was loaded incrementally and measurements of deflection were made. A plot. of plate bearing pressure versus deflection is attached. Th~ t~Rt r~s"lts show th~t the plate bearine for a one-half inch deflection arc in the ranie, of 2 - 3 psi. Flcx;.ble pavement design is usually based on an R-valuc. Your project is desilned assuming that the R-v&lue of the lishtw.i<<ht tire fill is 10. Based on the field testini. the design R-value should be 5, not 10. Therefore, the required gravel equivalency should be increased by 6 inches over current design. Shredded tire production and placement was discussed next. Dennis stated that Maust Tire Recyclers, Inc. is planning to deliver 150 - 200 tons of shredded tires/day to the site barring equipment breakdowns. Bruce mentioned that a test section with fabric and 18 inches of material needs to be constructed so that Twin City Testing can conduct a plate load test. I am enclosing copies of my letters dated August 29 and August 30, 1990 to reiterate the City's position on this, and also to clarify statements in your letter. 1. As mentioned in my August 29, 1990 letter, Jim Rudd did check the three inch tire chip stockpile in Savage, Minnesota and not the tire chi~ stockpile in Preston, Minnesota. He checked the tlre chips in Savage as these chips were smaller in size and he then approved their use based on the size observed. Upon delivery of the tire chips from Preston, Minnesota, it was detected that these chi~s had excessive metal fragments not contained withln the rubber segments as per the specifications. To meet specifications, the Contractor could have removed the excessive metal segments from each load to bring the tire chips within specifications, locate another supplier or produce a tire chip to meet specifications. Larry Anderson and Jim Rudd both felt that the chips with excessive metal fragments could be used in the non-roadbed areas. This is why, on August 16, 1990, the tire chips that were previously checked by Jim Rudd in Savage, Minnesota were allowed to be placed in the non-roadbed areas. 2. In letter of August 23, 1990, you mentioned specific areas of and will be addressed as follows: No. 1 - Rubber Tire ChiDS The shredded tire borrow is a contract item with stipulated specifications on the material. The initial material delivered to the site had excess metal ~articles not contained within a rubber segment. The speclfication that referred to the amount of metal particles allowed, was typed in capital letters on page S.P. 27 of the specifications. Jim Rudd, of Twin City Testing, had indicated at the Preconstruct ion Meeting that he would like to check the tire chip supply, particularly the smaller size tire chips prior to use. Mr. Rudd did check the 3" tire chips in Savage and approved their use based on size observed. The tire chips that were from the Preston, Minnesota and Savage, Minnesota stockpiles, upon their delivery had considerable steel fragments exposed than allowed by the specifications. The excessive metal fragments of the tire chips that were delivered was detected and made known to your foreman immediately by City Inspector, Doug Hartman and Twin City Testing Field Engineer, Steve Olson. City Engineer, Larry Anderson and Jim Rudd also agreed that the tire chips had excessive steel fragments which were are not acceptable per the specifications. The Soils Engineer will evaluate the settlement plate consolidation information and determine when to place the Type 5 geotextile fabric and the remaininq fill materials. The Contractor shall be prepared to adjust the construction schedule due to a consolidation period of the lightweight fill embankment. A delay for completing the lightweight fill embankment may be in order due to this unknown time ~eriod; however, other areas of work slated for completion th1s year can be completed. No. 3 - No Drainaae on Toronto Averiu~ A temporary drainage facility will need to be installed to allow for this street construction. The options mentioned at the August 27, 1990 weekly meeting is for a drainage ditch to drain the pipe on Toronto Avenue or for a pump installed at CB/MH 12 with a tempory power connection. The City has requested a price from you on these o~tions. Extension of the contract completion date for the t1me required to install a temporary drainaqe system drainaqe system only is warranted. No. 4 - Power Cables Alona Duluth Avenue Telephone and cable T.V. have installed their lines along the lightweight fill area. Northern States Power Company has buried their lines on Toronto Avenue and removed the poles in this area. Minnegasco has not installed their line along Duluth Avenue as yet. During a conversation with Rick Pilon, Desiqn Enqineer - Minneqasco, it was decided that they will either install the line prior to the 9rading work or they will wait until the area is again ava1lable to them. The utility companies have not caused any delay on this project to date. , " These areas of delay were discussed at the August 27, 1990 weekly meetinq alonq with the delay caused by the installation of wood chips in the liqhtweiqht fill area. It was agreed upon at this meeting to extend the contract to October 15, 1990 based on the extra time needed to complete the lightweight fill embankment including wood chip placement and for a temporary drainage system on Toronto Avenue. The City did accept tire chips that did not meet specifications in the boulevard area onl~ and none were placed in the future roadbed area. Tire ChlpS now being produced have the metal fragments embedded in rubber segments as per specifications and are slightly smaller in size. These chi~s meet the intent of the specifications as per Jim Rudd, Twin Clty Testing Engineer, and do not alter or significantly change the design as shown in the Contract Documents. If you do not feel these tire chips will allow a suitable road surface to be built in the lightweight fill area, then you should supply the specified tire chips as stated in the contract specifications. We are not demanding these chips be placed on our jOb, rather that these chips are acceptable for use. Your contract obligations are not changed by the acceptance of these chips by the City. Also placement of the tire chips should be in thin lifts and compaction done by a patterned driving of equipment over the tires acceptable to the engineer. Earlier the compaction effort was done in thick lifts and no patterned driving to assure thorough compaction over the entire layer. Recently the compaction effort has improved so that the chi~s have been com~acted to fit together to a point where the ChlpS do not notlceablr consolidate. Dennis thought that the Class 5 aggregate base could be placed next Monday with the concrete work soon afterwards by Minnesota State Curb and Gutter. Paving work scheduled for this year will then be done as soon as the concrete is cured. Discussion then centered around the tire chi~ placement for the project. The production and delivery of tlre chips has been slow. Dennis was going to check with the supplier and look into other suppliers so that the chips can be placed this year. Bruce mentioned that the plate load test done by Twin city Testing on the tire chips was inconclusive. Bruce stated that Jim Rudd said the tire chips needed to be more confined for the results to be more accurate. Bruce mentioned that Jim Rudd would like to place the Type 5 geotextile fabric over an area at least 50 feet by 50 feet and place 18 inches of fill material. The plate load test would be conducted on this section which would be similar to the design typical. The revised progress schedule submitted by Brown & cris, Inc was discussed next. The major concern issued by Larry, was if Brown & Cris was going to complete the project work stated for this year. Dennis thought there would be no problem except for the lightweight fill area where the tire chip production has been slow. Larry mentioned that all areas disturbed by an~ sidewalk work done on the bank's property must be restored thlS year and as soon as possible after placement of the sidewalk. Bruce then mentioned about the manhole to be reconstructed on Toronto Avenue. The contractor was given the option of reconstructing the cone section or placing a 4" casting with sawing off a portion of the manhole so that at least one concrete adjusting rig can be installed. The Contractor would be paid for four feet of reconstruct manhole. The replacement of fabric on 4629 Dakota 51. 5.E., Prior Lake, Minnesota 55372 / Ph. Larry mentioned that the trees should be priced at the individual tree removal unit price. other items discussed were as follows: Bruce asked Dennis for a total quantity of wood delivered to the job so that a change order could to be processed. 2. Bituminous curb medians should have existing bituminous pavement removed so that black dirt and Type 6 mulch can be ~laced with the possibility of shrubs planted in the medlans. Bruce will check with a landscape architect on what shrubs would be best and a price for the shrubs and landscape fabric would be requested from Friedges Landscape. 1. chips start 3. On Monday, September 10, 1990, I did discuss the drainage situation on Toronto Avenue with your Grading Superintendent, Dennis Cowan. Dennis was told to provide temporary drainage by a combination of grading and pumping until the drainage ditch is constructed on the County Market site. The County Market site is still scheduled to proceed this rear and may do so in a couple of weeks. One of the first work 1tems to be performed will be the construction of a ditch to divert the storm water from Toronto Avenue. Previously, you had provided a proposal to construct a ditch or provide a pump with electrical power for the Toronto Avenue drainage. The ditch would have to be constructed on City right-of-way as the lease and mortgage has not finalized and the owners do not want. any construction activity on the property until those items are finalized. Constructing the ditch would have to be placed in the sidewalk area and may prevent the sidewalk from being completed this year. The following are the facts as we see them: 1. After the July 24, 1990 project pre-construction meeting, Jim Rudd of Twin City Testing examined the tire chips, we were planning to use. He told you and you subsequently informed us by phone that the tire chips he saw at Maust Tire Recyclers would be satisfactory. 2. The first we heard that the tire chips were not acceptable was on August 14, 1990 when Larry Anderson suspended work on this project because the chips (that Jim Rudd had previously accepted) were not O.K. 3. On August 16, 1990 you changed your mind and O.K.'d the very same chips again after meeting at Maust Tire Recyclers. You instructed us to use them in the non-roadway areas which we have done. The following is our position with regard to this project: 1. To date, we feel that we have placed all rubber tire chips in a manner suitable to you. Further, we have done everything else possible to meet the intent of the specification. We would not have place any chips after August 14, 1990 had you not authorized Maust Tire Recyclers to bring them out. It is not our responsibility if the City does not get the type of road that they are looking for. We are not qualified to determine if these chips will allow a suitable road surface. Further, we did not get paid to design this project. Furthermore, it is our "unprofessional" opinion that a roadway, with concrete curb, bituminous surface and street lighting should not be built over a pile of rubber tires that is sitting on top of a swamp. 2. 3. Jim had stated that the 3" size chips were acceptable to him for use on the entire embankment. These chips are to be placed in small lifts and the placement of the chips should stop when the chips are within 6" - 8" of subgrade elevation. At this point, the settlement plates and its consolidation information will be evaluated along with deflection testing of the tire chips to better determine when the lightweight fill area will be completed. Larry Anderson stated that the 3" chips are acceptable to the City and that the initial tire chips had too much steel exposed to meet specifications. A letter was requested by Tom R~an on the acceptability of the 3" size chips. Bruce will ask Jlm Rudd for a letter and provide Tom a copy. , Larr~ then stated his concern for compaction of the tire chips. No tlre placement can be done without notification of the work being done. Compaction is to be done in thin lifts and a patterned driving of equipment is to be utilized in achieving compaction. Dennis stated that a 04 dozer is bein~ utilized currently for placement and compaction and other equlpment such as a D8 dozer can be used in the upper lifts to consolidate the embankment prior to fabric. Additional wood chips for the bottom of the lightweight fill area was discussed next. It was estimated that 200 C.Y. of loose volume wood chips had been delivered and that a total of 300 C.Y. additional will be needed to cover the area to the 945.0 elevation. Temporarr drainage on Toronto Avenue needs to be provided and Tom wil provide a price for a temporary ditch or for a pump with a temporary power connection. Other work items were discussed such as having Minnegasco place their gas main along Duluth Avenue and Tower street now or wait until Brown & Cris has removed any stockpiles in that area. Also the possibility of placing Duluth Avenue sidewalk was discussed. Gary stated that he did not want this area disturbed unless the sidewalk and restoration could be done totally this year. Tom stated that he felt that the work slated for this year can still be completed but not for the October 1, 1990 completion date. The completion date and a possible extension was discussed next. Larry asked Tom when he could finish the work this year. Tom stated that by October 15, 1990, they could be substantially completed with the work slated for this year. Enclosed with this letter is the signed Supplemental Agreement No. 1 which involved the placement of wood chips in the lightweight fill area. Previously in the clearing and grubbing operation, the cleared trees and bush were chipped by your subcontractor. Payment of placing these wood chips was agreed to be a $1,000.00 lump sum price. The additional quantity of wood chips that is to be delivered and placed is approximately 175 cubic yards (compacted volume) or 250 cubic yards (loose volume). volume) of wood chips over the area marked below the 945.0 elevation and a determination on how many more cubic yards of wood chips could then be done. This matter was discussed previously and at the weekly construction progress meeting. At the weekly meeting of August 27, 1990 it was mentioned by City Engineer, Larry Anderson, to place an additional 300 cubic yards (L.V.) of wood chips as needed and soon as possible to expedite the project. The payment for the work on extending the watermain and removing the hydrant at Station 2+90 left, Toronto Avenue, will be paid for as a hydrant relocation. The sanitary sewer service on Tower Street will be paid as per unit bid prices in the contract. This work was done to extend utility service lines beyond the proposed curb and gutter to allow for the completion of street work to be done this year. In the areas on Tower Street and Toronto Avenue where the watermain and sanitarr sewer lines are not extended far enough to prevent an undermlning of the proposed concrete sidewalk, panels of sidewalks should not be placed. Extension of the watermain and sanitary sewer lines may be done by the Super Valu's utility contractor. Bruce Loney, City of Prior Lake Doug Hartman, City of Prior Lake The meeting began with a discussion on the proposed grading work to be done this year on Toronto Avenue and Tower Street. The main discussion area was centered on the drainage of Toronto Avenue storm sewer to keep the subgrade dry and the stockpiling of excavation materials for use on future embankments. The storm sewer outlet on Toronto Avenue was suppose to have connected to the Super Valu site storm sewer system. The grocery store site has not gotten the lease approved by Super Valu, and because of this no site improvements have been made. The existing outlet is up to 10 feet below the existing ground and upon the reconstruction of Toronto Avenue, the new storm sewer will be receiving storm water. Bruce stated that a temporary pipe, or installation of a manhole at the storm sewer outlet and/or pumping of storm water until Super Valu is ready, will be necessary to protect the subgrade. Discussion next was about the stockpiling of excavation materials for future embankments. A total of approximately 5400 cubic yards of excavation will need to be stockpiled for future clay cap over the shredded tires and other embankments. The stockpile area north of the storm sewer line from CB/MH 10 to MH 5 is available for use. Denny and Tom will review on site to determine if the excavation yardage can all be stockpiled at this location and a decision will be made to whether the grading work can begin on Wednesday or be postponed until the lightweight fill is placed and ready for the clay fill. The compaction and sup~ly of the shredded tire borrow was discussed next. Tom mentloned that on the Eden Prairie job they used a 155 dozer (bi9'ger than a D8 dozer) to finally get the tire chips compacted satlsfactorily and a total of at least 4 feet of tires is needed he felt to support the bigger dozer. Extra concrete work for future MTC bus shelter foundation will be done by City and Bruce will send specifications on the proposed work. 3. Completion date was discussed. A mistake in the bid tabulation was detected, in regards to the Select Common Borrow item. The bid proposal had this item to be ~aid by the cubic yard (loose volume) where the speciflcations had the item to be paid by the ton. At this point, the settlement plates and its consolidation information will be evaluated along with deflection testing of the tire chips to better determine when the lightweight fill area will be completed. Larry Anderson stated that the 3" chips are acceptable to the City and that the initial tire chips had too much steel exposed to meet specifications. A letter was requested by Tom Ryan on the acceptability of the 3" size chips. Bruce will ask Jim Rudd for a letter and provide Tom a copy. Larry then stated his concern for compaction of the tire chips. No tire placement can be done without notification of the work being done. Compaction is to be done in thin lifts and a patterned driving of equipment is to be utilized in achieving compaction. Dennis stated that a D4 dozer is bein~ utilized currently for placement and compaction and other equlpment such as a D8 dozer can be used in the upper lifts to consolidate the embankment prior to fabric. Additional wood chips for the bottom of the lightweight fill area was discussed next. It was estimated that 200 C.Y. of loose volume wood chips had been delivered and that a total of 300 C.Y. additional will be needed to cover the area to the 945.0 elevation. Also the possibility of placing Duluth Avenue sidewalk was discussed. Gary stated that he did not want this area disturbed unless the sidewalk and restoration could be done totally this year. Tom stated that he felt that the work slated for this year can still be completed but not for the October 1, 1990 completion date. The completion date and a possible extension was discussed next. Larry asked Tom when he could finish the work this year. Tom stated that by October 15, 1990, they could be sUbstantially completed with the work slated for this year. In letter of August 23, 1990, you mentioned specific areas of and will be addressed as follows: No. 1 - Rubber Tire Chips The shredded tire borrow is a contract item with stipulated specifications on the material. The initial material delivered to the site had excess metal ~articles not contained within a rubber segment. The speclfication that referred to the amount of metal particles allowed, was typed in capital letters on page S.P. 27 of the specifications. Jim Rudd, of Twin City Testing, had indicated at the Preconstruct ion Meeting that he would like to check the tire chip supply, particularly the smaller size tire chips prior to use. Mr. Rudd did check the 3" tire chips in Savage and approved their use based on size observed. The tire chips that were from the Preston, Minnesota and Savage, Minnesota stockpiles, upon their delivery had considerable, steel fragments exposed than allowed by the specifications. The excessive metal fragments of the tire chips that were delivered was detected and made known to your foreman immediately by City Inspector, Doug Hartman and Twin City Testing Field Engineer, Steve Olson. The options mentioned at the August 27, 1990 weekly meeting is for a drainage ditch to drain the ~ipe on Toronto Avenue or for a pump installed at CB/MH 12 wlth a tempory power connection. The City has requested a price from you on these options. Extension of the contract completion date for the time required to install a temporary drainage system drainage system only is warranted. No. 4 - Power Cables Alonq Duluth Avenue Telephone and cable T.V. have installed their lines along the lightweight fill area. Northern States Power Company has buried their lines on Toronto Avenue and removed the poles in this area. Minnegasco has not installed their line along Duluth Avenue as yet. During a conversation with Rick Pilon, Design Engineer - Minnegasco, it was decided that they will either install the line prior to the 9'rading work or they will wait until the area is again avallable to them. The utility companies have not caused any delay on this project to date. On Item #1, the wood chips are being added to meet the Prior Lake/Spring Lake Watershed District's concern over the use of tire chips. Specifications on the size and use of wood chips are enclosed with this letter. The wood chips will be used to fill holes or depressions in the lightweight fill embankment area prior to placing the geotextile fabric. The wood chips will also be placed on the lowest elevation of the lightweight fill embankment to keep the tire chips above the pond elevation. It is estimated that 175 cubic yards of loose volume is needed for filling depressions and for placing a 12" larer on the bottom of the embankment. Per a conversation with the electrical engineer and the State Electrical Inspector, Terry Krominga, the Schedule 80 PVC conduit in the lightweight fill can be buried on top of the upper geotextile fabric approximately 18 inches below the surface which would meet electrical code. Another area of discussion from the preconstruct ion meeting was the spread footing foundation for the light poles in the lightweight fill area. A letter is attached from the structural engineer on the acceptability of using a Type 1 pole footing versus a Type 2 pole footing. One of the conditions for a Type 1 is for the upper 3' of backfill material be compacted non-swamp deposit soils. In the lightweight fill section, these deposits would be 18 inches of topsoil and clay soil on top of tire chips. Per a conversation with Jim Rudd of Twin City Testing, the spread footing foundation would be more desirable than the Type 1 footing based on the conditions recommended by RCM's structural engineer. No changes in the electrical work will be authorized until the electrical light system cost breakdown is submitted for my review. An estimated quantity of 175 cubic yards, loose volume, is needed for the lightweight fill embankment. Wood chips shall be cut from sound live trees of any species and may be either "clean chips" cut from debarked tree trunks or "total tree chips" cut from whole trees (including bark and branches but exc~u~ing leaves) may be used. The chips shall have a mlnlmum nominal length of 3/4 inches, width of 1/2 inch or more and a maximum fiber length of 6 inches. Total tree chips includin9' bark and branches and leaves can be used with the additlonal requirement that the compaction of the wood chip layer be acceptable to the soils engineer. Wood chip embankment shall be constructed as shown in the Ty~ical Section in the Plans and shall be placed in ap~roxlmately one foot layer compacted only by patterned drlving of construction equipment. The exposed surfaces of the lightweight fill embankment shall be provided with a one foot minimum cover of plastic soils to seal the chips from air. Transition tapers of soil shall be provided at both ends of the section. To facilitate maximum consolidation of embankment materials prior to the surfacing of shoulders, the Contractor shall construct the embankment through the swamp sections as soon as possible after construction operations have commenced. To prevent uneven loading on embankment widening over the swamp, both sides of the embankment shall proceed at approximately the same time. Wood chips will be measured by loose volumes determined by vehicular measure at the point of delivery to the job site. Northern States Power will be burying the overhead power lines in the project area per Jack Laughridge and will work with the Contractor to avoid conflicts. Tom Ryan stated that he would prefer the electrical company come in as soon as possible to do the work. Doug Hartman will meet Jack on Wednesday to go over the project in detail and the city will provide the necessary staking to assist the electrical line placement. Jack stated that they would begin in about two weeks. 2. Minnegasco will be placing a new gas main along Duluth Avenue and new Tower street proceeding west to CSAH 23. Bruce Loney stated that the utilitr companies should not place any lines within the lightwelght fill area and to avoid the future landscape tree plantings as shown on Plan Sheet No. 13. Minnegasco would not start their work for at least thirty (30) days from today. 3. Star Cablevision has an existing cable which is in the lightweight fill area and would like to place a new cable in the same trench as the scott-Rice Telephone cable and then would abandon the old line. 4. scott-Rice Telephone Company is planning to install a new and larger cable along Duluth Avenue and Tower Street to replace an existing cable. utility installation may start by August 15, 1990 and Star Cablevision would like to go ~ogether with the telephone on their cable placement. Bruce stated that anr utility work will require an approved utility perm1t from the city of Prior Lake and that they shall be responsible ,for restoring the area that is disturbed by their operations. 6.) Traffic street access for emergency vehicles is to be maintained at all times during construction. Closing of streets or a portion of a street must have the City Engineer's approval and be signed per the MnDOT Uniform. Traffic Control Manual Standards. A traffic control plan should be submitted by Brown & cris, Inc. for the closing of Vine Street with consideration of the street being closed for possibly over the winter. 7.) Easements Not all of the easements have been obtained. Bruce that most of the property owners have indicated that would sign. Bruce stated he will pursue these easements week and get back to Tom Ryan as to their status. stated they this 8.) Permits Bruce Loney stated that MnDOT State Aid approval has been verbally given. The Prior Lake/Spring Lake Watershed District permit and the MnDOT utilitr permit for working in the right-of-way have both been recelved. 9. Safety, The contractor's Safety Officer will be Greg Brown and Bruce Loney will be the city's Safety Officer. 10.)General Conditions and Supplementary Conditions stakes for the project are to be provided by the Contractor and a total of 1000 - 12" hub stakes (pointed) and 1000 - 32" lath (pointed) was requested by Doug Hartman of the City. Tom Ryan stated that he would like to set up an account with Quality Wood Products of Shakopee and have the surve~ors pick up stakes as necessary and charge them to Brown & Crls, Inc. It was agreed upon to provide stakes in this manner. A weekly meeting time was discussed and a time and date will be determined later which will fit the schedules of the main participants. 11.)Special provisions Discussion on the addition of wood chips to the bottom of the li~htweight fill was next. Jim Rudd explained that the wood ChlpS can be used on the bottom for leveling of holes prior to placing the Type 3 geotextile and up to elevation 945.50 as requested by the Prior Lake/Spring Lake Watershed District. Jim further explained that the settlement plates should be placed on the top of the wood chip layer. The wood chips should be placed in one foot lifts and compacted by patterned driving of equipment and existing trees on the job site can be used in making the wood chips. Jim then explained that the tire chips should be ~laced in one foot lifts and compacted by patterned, drivlng of construction equipment such as a dozer. Twin City Testing will have a soils engineer on the site to observe the construction of the lightweight fill embankment and will be able to assist the Contractor on when to proceed with each step. It was agreed upon that the Contractor must receive approval from the soils engineer on when the top geotextile fabric over the li9'htweight fill could be placed. A ~eriod of time for prlmary consolidation may be needed prlor to placing the fabric. Jim Rudd stated that he would like to check the tire chip supply and felt that the smaller size chips would compact better and should be placed in the upper layer of the tire chip embankment. With the addition of wood chips on the bottom, Jim Rudd felt that the perforated pipe by CB1 and CB2 should be eliminated and replaced with re9'ular 15" RCP so as to prevent air from entering the wood Chlp layer and possible rotting of the wood. Discussion continued on the lightweight fill section with Jim Rudd stating that a total of four settlement plates will be installed located in the deepest peat deposit areas and the plates could be MnDOT standard with the base and top of pipe elevations determined before placing fill. Locations of settlement plates will be determined in the field. After the lightweight fill section has been completed and approved, the type 5 geotextile fabric can be placed and the clay soil should be placed on the areas outside the roadbed. An aggregate base test strip over a portion of the lightweight fill should be constructed and evaluated before placing the aggre9'ate base over the entire lightweight fill area. MnDOT Materlals Division has indicated that they would like to do subgrade strength testing on the lightweight fill area with the "Road Rater" tester. Bruce stated that the soil borings indicate the material on Tower street consists of a lean clay suitable for the clay cap on the lightweight fill section. street lighting work within the lightweight fill area was discussed next. Bruce stated that there are two light poles within the lightweight fill section and these should be constructed prior to completing the section rather than disturbing the fabric and tire chips later upon excavating. It was agreed that a Type 1 footing could be used on Duluth Avenue and Bruce was to check with the electrical engineer if a longer caisson could be used versus a spread footing for the pole shown at station 9 + 50 Lt. - Tower street. Bruce was to check on whether the electrical conduit could be placed on to~ of the T~pe 5 geotextile fabric versus the specified thlrty (30) lnches below grade which would be in the tire section. Doug Hartman asked if there was a fire hazard associated with placin9' a ground rod in the tire chip section. Bruce would check wlth the electrical engineer on this item. Plan approval for this pro~ect has been scheduled for June 18, 1990 at the City Council meetlng. If the plans are approved, an advertisement for bids will be placed in the Construction Bulletin and the Prior Lake American for a bid opening scheduled on July 16, 1990. The City is using a combination of Municipal State Aid funds and special assessments to pay for the proposed improvements. The plans will need approval from the Minnesota Department of Transportation Office of State Aid before the City can enter into a contract for the construction work. Construction of the proposed improvements could commence on or about August 15, 1990 depending on when State Aid approval is given. It is intended to have the improvements on the easterly 250 feet portion of Tower Street, the concrete sidewalk on Duluth Avenue from existing Tower Street to Trunk Highway 13 and the improvments on Toronto Avenue to be completed in the construction season of 1990. The remaining portion of Tower Street and Duluth Avenue will be graded in the 1990 construction season with the street paving, sidewalk and lighting improvements completed in the 1991 construction season. To construct the embankment on Tower street and Duluth Avenue over the peat deposit, it will be necessary to close the existing gravel surfaced Vine street from CSAH 23 to existing Tower street. Vine street will be reopened when the new Tower street is completed and ready for traffic. At that meeting, it was suggested to place temporary improvements on Toronto Avenue between Priordale Mall and Hollywood Inn from T.H. 13 south to the Sorka property line until the "Ring Road" from Toronto Avenue to Franklin Trail is constructed. Enclosed, are two (2) blueline drawings to show the temporary improvements. The purple area is the area to receive a bituminous overlay and the yellow area will receive a 6" high bituminous shoe form curb to delineate the adjacent parking areas from the street pavement. The cost of these improvements are estimated to be $13, which would be 100% assessed to the Priordale Mall and Holl Inn properties.
