AGENDA ITEM: CONSIDER APPROVAL OF CITY COUNCIL APPOINTMENTS TO BOARDS,
COMMISSIONS AND COMMITTEES.
DISCUSSION: Introduction
The purpose of this agenda item is to complete the appointments required each
year under the City Council bylaws. I have recommended various appointments
and the Council as a body may affirm or change them.
History
Charlotte prepared a committee matrix (attached) showing representatives to our
various committees over time as well as those bodies which have been discon-
tinued. I have previously provided you with an email containing my recommen-
dations for appointments for 2012 as well. Based upon conversations with some
of you modifications were made and a modified version of the matrix was distri-
buted On December 27, 2011.
The City Council Bylaws provide that the first regularly scheduled meeting in
January is the annual meeting of the City Council. During the annual meeting,
regular business may be conducted, but the following organizational business is
required to be considered:

Current Circumstances
The Council should take the following actions to fulfill its responsibility under the
Bylaws:
Consider Acting Mayor for 2012 Historically, the Council has appointed the
most senior member of the Council, which would be Councilmember Erick-
son. However, this is a mayoral appointment subject to City Council affirma-
tion.
2. Consider Approval of Official Newspaper for 2012 The Prior Lake Ameri-
can has been the City's official newspaper for years. There is no other local
paper which meets the statutory prerequisites to act as the official newspaper
since the law provides that the official newspaper must have an office in the
community. The Prior Lake American price per column inch was $6.99. In
2012 it is proposed to be the same.( see attached letter)
3. Consider Approval of Official Bank for 2012
In 2009, pursuant to a solicitation of bids, the City Council named U.S. Bank
the City's official bank for years 2010 through 2013. No action is necessary.
4. Consider Approval of Local Board of Appeals and Equalization for 2012
This committee hears concerns from residents regarding the value placed on
their property as of January 2 each year. The City Council has elected to re-
main the LBAE for 2012. Beginning in 2006, there was a requirement that at
least one member of the Equalization Committee (i.e. the City Council) attend
a training session every other year. Councilmember Erickson, Hedberg and
Keeney have attended the training session. No action is necessary.
5. Consider Approval of Auditing Firm for 2012 Audits are required by law
and conducted for the preceding year. In 2011, staff solicited proposals for
auditing for the next three years. The firm of Malloy, Montague, Karnowski
and Radosevich & Co., P.A. (MMKR) was awarded a contract to conduct the
annual audit for years ending 2011, 2012 and 2013. No action is necessary.
6. Consider Approval of Financial Services Provider for 2012 Council rece-
ives financial services relating to the sale of bonds for capital projects. Steve
Mattson of Northland Securities has provided financial services for more than
twenty years. Staff recommends the reappointment of Mr. Mattson of North-
land Securities for 2012. No action is necessary.
7. Consider Approval of Emernencv Management Director for 2012 Chief
O'Rourke is recommending Police Lieutenant Randy Hofstad for 2012, which
is the same as the previous year.
8. Consider Approval of Health Officer for 2012 In 2011, Dr. Michael Wilcox
of Scott County acted as the City's health officer. The same is recommended
for 2012.
9. Animal Control Officer for 2012 The City contracts with 4 Paws to provide
these services. The present contract terminates on April 30, 2013. At that
time we will solicit bids or quotes as appropriate.
10. Inspector By statute, the Mayor is the weed inspector and may dele-
gate the function if desired. The function has been delegated to Al Friedges in
the past and is recommended to continue.
11. Designating Investment Authority The attached resolution authorizes Je-
rilyn and me to open bank and investment accounts in the name of the City of
Prior Lake, conduct banking transactions, invest funds of the City and ex-
ecute all purchases and withdrawals associated with such investments.
12. Bvlaws and Compensation Committee Councilmembers Keeney and
Soukup served in 2011. Mayor Myser and Councilmember Hedberg are rec-
ommended for 2012.
13. Special Assessment Committee Two members of the Council are to be
appointed annually to serve on this committee. The committee assists the
Council in implementation of the Special Assessment Policy as it relates to
annual public improvement projects. Mayor Myser and Councilmember Hed-
berg served in 2011. Councilmembers Hedberg and Keeney are recom-
mended in 2012.
14. Council Liaisons Through the City Council liaison program, Council-
members act as a communication conduit between the Council and an advi-
sory body. The liaison position facilitates communication between the Council
and the advisory body and is a good way for Councilmembers to become fa-
miliar with the operations and issues facing our advisory bodies. Liaisons are
not members of the committee.
15. Manager Evaluation Committee The committee is responsible for
working with the Council to complete the City Manager's annual evaluation.
Councilmembers Erickson and Keeney served in 2011. Mayor Myser and
Councilmember Soukup are recommended for 2012.
16. Annexation Task Force Councilmembers Hedberg and Keeney served in
2011. Councilmembers Erickson and Keeney are recommended for 2012.
17. Orderly Annexation Board As long as the Orderly Annexation Agreement
exists, this three - person board representing the City, County and Township is
responsible for land use decisions in this area. Councilmember Hedberg
served in 2011. Councilmember Erickson is recommended for 2012.
18. Watershed Liaison Mayor Myser served in 2011. Councilmember Keeney
is recommended for 2012.
19. Transit Review Board Liaison Councilmember Soukup served in 2011.
The same is recommended for 2012.
20. Snowmobile Task Force The task force is charged with continuing rela-
tionships with the snowmobile club and County representatives for the pur-
pose of keeping the sport of snowmobiling viable and safe for the City of Prior
Lake. Councilmember Keeney served in 2011. Councilmember Erickson is
recommended for 2012.
21. Mayor Myser served in 2011 and is recommended for 2012 as well.
22. SMSC: No recommendation at this time.
23. 719: Councilmember Soukup served as liaison in 2011. The same is
recommended for 2012.

come a member of this group in 2010. Councilmember Soukup was ap-
pointed to serve for 2011. Councilmember Keeney is recommended for 2012.
25. 169 Corridor Coalition JPA: Councilmember Erickson served as a
member of this body in 2010 and 2011. The same is recommended in 2012.
ISSUES: The City Council should determine if, on balance, this is an appropriate mix of
responsibilities for Council members which will both facilitate optimum operation
of our committees and input for our Council members.
FINANCIAL Per diems are paid by the City to reimburse the City Council for attendance at
IMPACT: these meetings.
ALTERNATIVES: 1. Act upon each appointment individually or as a group; or
2. Defer specific items for future consideration.

A RESOLUTION DESIGNATING INVESTMENT AND BANKING AUTHORITY
ON BEHALF OF THE CITY OF PRIOR LAKE
Motion By: Second By:
WHEREAS, the City of Prior Lake is organized as a municipal government under state statutes and
duly incorporated as a city in 1891; and
WHEREAS, the City is interested in designating and authorizing staff to conduct banking and
investment transactions; and
WHEREAS, the City is interested in investing its available funds at the highest rate of return available
subject to preservation of principal and in accordance with state statutes and consistent
with the cash flow needs of the City; and
WHEREAS, the City's Investment Policy establishes the primary responsibility for such investments to
be charged to the City Finance Director
NOW THEREFORE, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. Frank Boyles, the City Manager, and Jerilyn Erickson, the Finance Director, are hereby designated
with full power and authority to open bank and investment accounts in the name of the City of Prior
Lake, conduct banking transactions, invest such funds of the City as deemed necessary, and to
execute all purchases and withdrawals associated with such investments.

Dear Mr. Boyles,
Please consider our request for appointment of the Prior Lake American as the official newspaper
for the City of Prior Lake in 2012.
We recognize that financial challenges are being faced by most government bodies, and feel very
strongly that the publishing of legal notices in the newspaper is of vital importance to local resi-
dents who wish to stay informed about the decisions being made by your elected body. Conse-
quently, a per -inch rate of $6.99, which reflects no increase over the current rate charged, is
submitted for the coming year.
We would stipulate that the city follow its normal procedure of submitting legal notices in generic
text format of as Microsoft Word documents via e-mail. Legal notices requiring special handling will
be billed at the rate of $12 per column inch for the first insertion and $8.75 per column inch for
subsequent insertions.
Notices submitted by the City of Prior Lake will continue to be posted on our newspaper website,
www.plamerican.com, free of charge.
Our legal notice deadline is at noon on Tuesday, preceding the following week's publication date;
during holiday weeks the deadline may be advanced.
