CONSIDER APPROVAL OF A RESOLUTION APPROVING PLANS
AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT FOR
BIDS FOR RECONDITIONING OF TWO CITY WATER TOWERS,
CITY PROJECT NO. 03 - 01.
DISCUSSION:
HISTORY
As part of our preventative maintenance plan and due to the deterioration of the
two City water towers, staff requested KLM Engineering, Inc. to perform a
complete inspection of both towers in 2000. The inspection of both towers
showed significant problems with the interior and exterior coatings or paint.
Consequently, the consultant recommends reconditioning of both towers as soon
as possible.
At the October 215\ 2002 meeting, the City Council authorized the preparation
of plans and specifications and the hiring of KLM Engineering, Inc., for the
reconditioning of the two City water towers, Crest Avenue Tower and the Tower
Street Tower, totaling $99,025.00. The purpose of this agenda item is to
consider approving the plans and specifications and authorizing the
advertisement for bids for the reconditioning of the two City water towers.
CURRENT CIRCUMSTANCES
The repair of the two towers has been identified in the Capital Improvement Plan
for the last two years. Due to questionable water production status in 2001 and
2002, staff has not wanted to take a tower out of service for the identified
repairs. With Well 6 on line and Well 7 to be completed soon, staff feels that the
City should have adequate water production capabilities to move forward with
the repairs.
ISSUES: If authorized to move forward, staff would set the bid date for December 18t\
2002. After receiving bids, staff would return to the City Council on January 6th,
2003 to award the bids and authorize the execution of contract(s). The estimated
reconditioning construction cost is approximately $532,000 for the Crest Tower,
and $503,000 for the Tower Street Tower. The funding is identified in the CIP
and will come from the Trunk Utility Fund. We hope to receive lower bid prices
by combining the reconditioninl! of both towers due to the economies of scale.

In bidding, the City will retain the flexibility to hire two separate contractors and
to time the work to minimize the impact upon our water users. The funding is to
be drawn from the Trunk Utility Fund.
The reconditioning of the Tower Street Tower would be completed by summer
of 2003, and the Crest Avenue Tower is scheduled to be complete by the end of
2003. The proposed schedule is aggressive, but KLM Engineering, Inc. has
recommended the City open bids in December to give the best opportunity for
competitive bid prices.
The fiscal impact of the project is discussed above.
The alternatives are as follows:

It is proposed to recondition both the Crest Avenue Tower and the Tower Street
Tower in 2003, and;
The Adopted Capital Improvement Program for 2003-2007 has designated this
project for the years 2003, 2004, and 2006, but report findings show that repairs are
needed as soon as possible, and;
By doing the repairs to both towers in the same year, the City could see significant
savings, and;
The City Council authorized the preparation of plans and specifications and the
hiring of KLM Engineering, Inc. to do this work at its October 21st, 2002 regular
meeting.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA, that:
1. The recitals set forth above are incorporated herein.
2. The City Council approves the plans and specifications for the reconditioning of the two City water towers,
City Project No. 03-01, and authorizes the advertisement for bids to be received on December 18, 2002.
