AGENDA ITEM: CONSIDER APPROVAL OF A REPORT RECOMMENDING APPOINTMENTS
TO THE PARK ADVISORY COMMITTEE.
DISCUSSION: History: The Park Advisory Committee has three vacancies. The vacancies were
created by one member moving out to the community, and the other two reaching
their term limits. The City Council bylaws provide that the City will advertise the
openings, conduct interviews and make recommendations to the City Council.
Current Circumstances: Four individuals submitted applications (attached) for the
three vacancies. In accordance with the bylaws, all four candidates are to be
interviewed on Saturday, November 2, 2002 by Chairperson Fluhrer and
Council member Zieska, who is the City Council liaison to the body. Because of a
prior commitment, I am unable to participate in the interviews.
Conclusion: An oral report and recommendation will be provided to the Council at
the meeting by Councilmember Zieska.
ALTERNATIVES: (1) Motion and second to make one or more appointments to the Park
Advisory Committee.
(2) Motion and Second to solicit additional applications if the Council deems it
appropriate.
(3) Take no action and direct staff accordingly.
RECOMMENDED
MOTION: As the Council deems appropriate.

Employed in the transportation & distribution business for over 30 years. I've been employed
for the last 4 years at Jostens in Bloomington. MN. My title is Corporate Logistics & Travel
Manager. I've worked for Target Stores. Honevwell and LaBelles. all in the transportation &
distribution area.
I've volunteered for many corporate United Way activities. International Special Olvmpics.
Tovs for Tots. Salvation Armv (flood relief & bell rine:er) and Junior Achievement.
I'm also a volunteer at the Center for Transl'ortation Studies at the University of Minnesota.
I've been on their task force for the last four years. We meet a couple times a vear.
I iust began serving as a volunteer on the Minnesota Freight Advisory Council. This council is
set up to advise MNDOT. MN State Legislature and the Governors Office through the
chairperson (currentlv Mr. Tim Pennv). We meet four times a vear.
Recently I was on the Prior Lake Long Range Planning Committee representing area residents

What skills do you possess which will be beneficial in serving on this advisory body?
I've been an avid outdoor person my whole life. Baseball, softball, hockey, skiing, golf and
fishing are just a few of the things I like to be involved in. I actually worked as a recreation
leader in the Mpls Park & Recreation department many years ago. I did this while in high
school and college from 1968 to 1972. My job experiences include the management of up to
250 people in a distribution center to working with a $35-40 million dollar annual budget.
Briefly describe your interest in this position and how you can serve the community:
As a resident of Prior Lake for more than two years now, I feel a personal responsibility to
volunteer my time in giving direction and helping the community make progress in this area.
I'm hopeful of making a positive difference in the community and the people. As a former
resident of Eden Prairie, I've seen first hand how a terrific park & recreation program can
vitalize a city.
Managing a budget carefully and succeeding in meeting the demands of the facilities necessary
to support the community can be accomplished. I've managed budgets in the private sector and
accomplished difficult goals. I can bring this experience to the advisory committee.

Information for Applicants to
Prior Lake's Advisory Bodies
Background Information
The City of Prior Lake is required by state statute to have a Planning Coriiinission to
make recommendations to the City Council on Planning related issues. The Economic
Development Authority is also vested with statutory authorities for the promotion of
development and redevelopment in the community. The City has also established two
additional advisory bodies which include: the Parks Advisory Committee and the Lake
Advisory Committee. The purpose of advisory bodies is to provide input to the City
Council regarding the specific issues as set forth in the body's bylaws or as delegated by
the City Council. Membership on advisory bodies is voluntary. Appointments are made
by the City Council. The procedure for filling vacancies consists of an application
followed by interviews of selected applicants by a subcommittee appointed by the City
Council. This handout is designed to provide you with summary information regarding
each advisory body.
In General
Advisory Body members typically invest ten to forty hours per month. Occasionally,
advisory bodies are appointed to subcommittees to investigate specific issues, or advisory
bodies may hold work sessions in addition to their regular meetings. Advisory Body
members are expected to thoroughly review agenda materials which they receive prior to
meetings. 75% attendance is the minimum standard expected. Advisory bodies do not
have policy-making power. The City Council considers advisory body recommendations
when dealing with agenda items.
Statutory Body Information
Planning Commission: The Planning Commission meets the second and fourth Monday
of each month at 6:30 p.m.. Planning Commission members receive an annual stipend for
each meeting they attend. The duties ofthe Planning Commission include, but are not
limited to, keeping the City Council and general public informed and advised as to all
planning and development matters and making recommendations to the City Council
with respect to any current or future planning. This may include preliminary plats, final
plats, variances, zoning ordinance, etc.
Economic Development Authority: The Economic Development Authority meets the third
Monday of each month at 5 :30 p.m. EDA members receive an annual stipend for each
rneeting they attend. The duties of the EDA include, but are not limited to, promoting the
growth, development, and redevelopment of commercial industrial concerns in Prior
Lake.

Advisory Body Information:
Parks Advisory Committee: The Parks Advisory Committee meets the second Monday of
each month at 6:30 p.m.. PAC members do not receive any compensation for attending
meetings. The duties of the Parks Advisory committee include, but are not limited to,
making reconunendations to the City Council relating to parks and open space
development, recreation programming, and assisting the Council in researching a variety
of funding sources for the Capital Improvement Program and related park development.

Lake Advisory Committee: The Lake Advisory Committee meets the third l\~6afte fYj of
each month at 6:30 p.m. LAC members do not receive any compensation for attending
meetings. The duties of the Lake Advisory Committee include, but are not limited to,
researching and making reconunendations to the Council on information contained in the
Water Resource Management Report and to make recommendations to the City Council
on lake management related issues addressed by various jurisdictions within the
Watershed.

WORK HISTORY AND QUALIFICATIONS:
I am currently employed at Green Giant in Montgomery, Minnesota
and hold the position of Mechanic/Day-off Relief. During the
pack season I give days off to 4 different departments and must
be proficient in the operation and documentation of each. This
includes maintaining Federal and State Documents, SPC Records,
Thermal Process Records and Seasonal Employee Time, Work .
Performance and Job Transfer Records. I also supervise as many
as 65 seasonal employees, maintaining an even quality product
flow. I am also responsible for maintaining and repairing
production equipment which includes FMC continuous cookers,
computer controlled cutters, blanchers, pumps, fillers, closers,
shakers, conveyors and related equipment.
During the off pack season I am involved in the repair and
overhaul of the above mentioned equipment and in the fabrication
and installation of high and low pressure pipe lines, product
transfer systems, flumes, conveyors, hoppers, handrails, stairs
and catwalks, computer controls and instrumentation. I am a
Certified Welder and am responsible for most of the company's
certified weld repair. I have completed the University of
Minnesota's Better Process Control School to qualify for my FDA
Thermal Process License and Green Gi~nts Heat Process Operators
Certificate.
Before my employment at Green Giant, I worked for Minnesota
Valley Engineers, a manufacturer of Cryogenic Storage Vessels. I
wQrk~d in the JPV (Jumbo Pressure Vessel) department where we
fabricated tanks from 6,000 to 25,000 gallon capacities. I was a
certified welder and was responsible for the fabrication,
installation, and documentation of internal piping and annular
tubing. I had to be proficient in the use of Mills, Lathes,
Drills Press, 25 ton Overhead Crane and Forklifts. I was employed
at MVE from October, 1987 until December 1989 when I left to take
my present position at Green Giant. Prior to that I owned and
operated Prior Lake Power Equipment, (formerly Bud's Small
Engine) in downtown Prior Lake. I sold and serviced all types of
gas engines power equipment and was a registered service dealer
for Briggs and Stratton, Tecumseh, Lawnboy, Toro, Tanaka, and
Simplicity Lawn Equipment, I also serviced Kohler, Onan,
Wisconsin, Kawasaki and Honda, but was not a registered service
dealer.

I serviced everything from weed trimers to skid loaders and
snowmobiles and would do major engine rebuilds, transmissions,
hydraulics, drive trains, bucket and frame repair, tuneups,
modifications, and fabrication of parts and equipment to customer
specifications.
I completed the Briggs and Stratton Teardown School, Lawnboy
Engine Teardown school, Toro Update School, Tecumseh Update
School, and Kohler Update School. I maintained a complete
inventory of parts and accessories including inventory control
cards, State and Federal tax records, Customer History and
Service Records, Warranty Repair Records, Service Updates, and
Technical Manuals. I ran Prior Lake Power Equipment from
February 1984 until October 1987 when because of financial
hardship caused by the severe drought I took a job with MVE.
Prior to buying Bud's small Engine I was employed at
GCA/Programed and Remote System in Maplewood, Minnesota. GCA/Par
Systems was a manufacturer of custom nuclear fuel handling and
inspection equipment and industrial robot systems. I worked in
the tool and fixture department and R&D. I was responsible for
fabricating and installing production tooling and fixtures,
production inspection equipment, prototype parts and fixtures for
R&D. I was required to use Mills (vertical and horizontal)
Lathes (collet, turret and taper) drill presses (radial arm,
vertical and magnetic) saws (horizontal and vertical band),
taping heads, grinders, welders, plasma and gas cutting torches,
and all types of hand tools. This was a very challenging
position and I was involved in many aspects of the companies
operation including field installation, setup, and teardown of
displays at trade shows, supervising personnel, material
estimates, time studies, process certification and documentation
(customer, ASME Boiler Spec. Nrc) and company QC documents. I
was an ASME certified welder and fabricated and welded equipment
from prints. This required keeping accurate material, weld
operator and location records. I worked for GCA/PAR Systems from
1975 until 1984 when because of an industry downturn I accepted a
voluntary layoff and purchased Bud's Small Engine and became self
employed.
I attended Dunwoody Industrial Institute from 1973 to 1975 for
welding. My studies included blue print reading, layout, design
and fabrication, metallurgy and heat treating weld theory and
applications, pipe fitting, forging and related practical
exercises. I enlisted in the United States
Army from 1970 to 1973 where I was a truck driver and light
weapons mechanic. I received an Honorable Discharge in 1973 at
the end of my enlistment.
I hold a Minnesota Class A Drivers License, a Red Cross CPR
Certificate which I update yearly. I am proficient in the use of
precision measuring instruments, PCC II Controls, Taylor
Recorders and controls and all aspects of thermal process
controls.

on the installation of our automated brine system.
working together and utilizing each employee to their fullest
potential was key in the cO:1pletion of this proj ect. I was
particularly impressed with your CAN DO attitude, and the fact that
you are always looking for opportunities and a better way.
The completion of this proj ect resulted in many advanta-ges. To
name just a few, the elimination of one seasonal position per
shift, increased flexibility with modes of operation, optimized
level control at the fillers, and a very user friendly automated

Education: BA degree in Management & Psvchologv from Hamline University and a Master's
degree in Human Resource Management from the University of Minnesota
Experiences: I have held several positions which I believe uniquely qualify me for this
position. As vou will note from my work history, I have worked many years in
business/human resource management positions which require a great deal of change
leadership, influence, negotiation, mediation, and team development skills. In addition, I have
held several positions on various boards as part of school and volunteer organizations. Lastly,

Briefly describe your interest in this position and how you can serve the community:
As a long time member of the Prior Lake community and a mother of two, I have looked for a
constructive way to get involved in a way that can leverage my skills and interests to better the
community.. I believe I can represent the interests of the community given a wide network of
friends, family and acquaintances within Prior Lake.

Briefly describe your qualifications including education, business and volunteer
experience, including current job position. (Please attach resume).
My current job is Assistant Facilities Manager for the City of Minnetonka. I have been
here for almost four years. My first job here was as Program Manger., for Aquatics and
Exercise. In April of 2000 I was promoted to my current position. I manage the
Community Center, two off-site buildings, a beach, park attendants, a skate plaza and a
new marina in 2003. I have been to many Park Board meetings as a staff person for the
City of Minnetonka as well as to our Joint Recreation Board, which is made up of the City
of Minnetonka and the City of Hopkins Park Boards. I have also been to a couple City
Council meetings with items on the agenda. I graduated from Minnesota University,
Mankato with a degree in Recreation, Parks and Leisure Services. I have been working
in the field for 11 years; I started working seasonal jobs; playground leader, warming
houses, and special events. I have been a participant in sports through Recreation for
almost 25 years.
What skills do you possess which will be beneficial in serving on this advisory body?
I have participated in Recreation programs for over 20 years and with it being my career
feel that the city would benefit with my perspective and point of view on issues the city
faces. I have presented several issues to the Park Boards for the City of Minnetonka, as
well as the Joint Recreation Board and City Council on a staff level so am familiar with
issues presented by a staff perspective as well as a citizen perspective.
Briefly describe your interest in this position and how you can serve the community:
Prior Lake is growing and looks like it will continue to grow, I would like to become more
familiar with the town and what issues it faces and has faced in the past. I am familiar
with what a Park Board does and what issues they handle.
