The P AC bylaws provide that the duties of the Parks Advisory Co m mittee are as follows: 1. Serve as a liaison betwe en city government and the community. 2. Serve as a resource for a new and existing neighborhoods, groups, and civic organizations seeking information concerning the Prior Lake park sy s tem. 3. Assist the City in setting open space, land acquisition and developme nt policies. 4. Make recommendations to the City Council relating to specific parks and open space development. 5. Assist the City Council in researching a variety of funding sources for the Capital Improvement Program and related park development. Collectiv ely the City Council, Parks Advisory Committee and staff are responsible for the implementation of the parks and natural resources portion of the 2030 V i- sion and Strategic Plan. In order to accomplish this mission the attached goals are recommended for 201 2 . The goals are reflected in the 2030 Vision and Str a- tegic Plan. The PAC requests that the city council provide any appropriate gui d- ance with respect to the goals. Parks Advisory Committee Parks Advisory Committee 2012 Goals 2012 Goals February 6, 2012 February 6, 2012 Kelly Loose PAC Chair Pike Lake Park Pike Lake Park Goal 1: Goal 1: Development Plan Development Plan ● Develop a Master Plan and determine long term park utilization. ● Identify and implement immediate and low - cost park improvements. ● Research/determine Public access and parking location. ● Consider long - term uses of the existing structures and secure to minimize degradation and limit liability. Pike Lake Park Pike Lake Park Goal 1: Goal 1: Development (Cont’d) Development (Cont’d) ● Continue to seek potential grant opportunities to assist in park development. ● Research future land acquisition opportunities. ● Manage invasive species through removal and introduction of native species, educational awareness, partnerships and grant opportunities through collaborative efforts with the DNR, Public Land Trust, the SMSC, Three Rivers Park District and Scott County. Goal 2: Goal 2: Park Utilization and Park Utilization and Sustainability Study Sustainability Study ● Analyze existing parks to determine best future use based on utilization, sustainability, recreational trends, standards, park use zones, demographics and Public input. ● Evaluate the trail system to determine gaps and installation costs. ● Recommend process for analysis and updating of future park areas. Goal 3: Goal 3: Park Comprehensive Plan Park Comprehensive Plan ● Update the Parks portion of the Comprehensive Plan as it relates to modification of the Parks Utilization and Sustainability Study, Athletic Field Use Study, Comprehensive Trail Plan, and the Natural Resource Plan. Goal 4: Goal 4: The Ponds Athletic Complex The Ponds Athletic Complex Storm Water Runoff Irrigation Storm Water Runoff Irrigation System System ● Evaluate options to complete the construction of the water reuse irrigation system as a runoff resource on Fields #3, #6 and #8. ● Conduct soil and water samples for risk and benefit analysis. ● Make recommendations with respect to the future use of this concept. Goal 5: Goal 5: Forestry Forestry ● Continue to seek grant opportunities to assist in the purchase and installation of trees. ● Continue implementing the tree inventory program inline with asset management priorities. ● Work with the City of Savage to participate in the second joint Arbor Day event. ● Continue to monitor and manage Emerald Ash Borer and Oak Wilt. ● Develop a Tree Risk Management Program. Goal 6: Goal 6: Natural Resources Natural Resources ● Manage invasive species through removal and introduction of native species, educational awareness and partnerships with the DNR and SMSC. ● Continue restoration management programs in parks. ● Continue Buckthorn pick - up program. ● Seek grant opportunities and partnerships to sustain our Natural Resources. Goal 7: Goal 7: Spring Lake Park Spring Lake Park ● Evaluate future use and develop a Master Plan. ● Explore and identify potential collaboration efforts with Scott County, Three Rivers and the SMSC relevant to the future development of Spring Lake Park. ● Complete the Athletic Field Use Study and make recommendations. ● Continue discussions with BMX user groups and make recommendations. Goal 8: Goal 8: Northwood Meadows Park Northwood Meadows Park ● Design and develop Northwood Meadows park based on the outcome of the Parks Utilization and Sustainability Study. ● Receive funding approval from Council as identified in the Parks portion of the Capital Improvement Program.
