AUTHORIZING ADVERTISEMENT FOR BIDS FOR THE
ARCADIA AND COUNTY ROAD 21 PROJECT , CITY PROJECT
#11 - 001.
2. APPROVING PARKING RESTRICTIONS ON COUNTY STATE
AID HIGHWAY 21 FROM MAIN AVENUE TO DULUTH AVENUE
AND ARCADIA AVENUE FROM COLORADO STREET TO
MIDBLOCK BETWEE N CSAH 21 AND DAKOTA STREET.
DISCUSSION: Introduction
The purpose of this agenda item is to seek approval from the City Council
for the plans and specifications and authorize advertisement for bids for t he
Arcadia and County Road 21 Improvement Proje ct.
History
In 2005 Scott County and the City of Prior Lake adopted the CR 21
Corridor Study completed by Scott County. This study identified several
improvements necessary to maintain adequate access to the Prior Lake
downtown as traffic volumes are expected to increase from about 10,300 to
more than 27,000 by 2030. The study identified that at some point in the
future Main Avenue would become a right - in , right - out access only. A f ull
signalized access would be provided at Arcadia Avenue. Addition ally a ¾
access would be provided at Pleasant Street from TH 13 at some point in
the future .
In 2008 the City of Prior Lake completed a feasibility study for improvement
of the Arcadia Intersection. The total projec t cost is estimated to be $3.05
million .
The City of Prior Lake prioritized the Arcadia Avenue Intersection
improvements for design in 2010 and construction in 2011 as part of the
2010 - 2014 Capital Improvement Program. The City also made a funding
request to Scott County for the project. The County ide ntified $750k of
funding for project construction. Based on tax levy bonding concerns the
City deferred the design and right - of - way acquisition costs to 2011 with
construction scheduled for 2012.
In the Summer of 2010 the City Council authori zed completion of an
alternative alignment analysis for CR 21 through downtown Prior Lake .
The study concluded in October with the selection of the “Baseline Option”.
On December 6, 2010 the City Council authorized the Mayor and City
Manager to execute a contract with WSB & Associates for the project
design services.
On February 7 , 2011 the City Council authorized s taff to direct WSB to
proceed with preliminary design work required to determine need ed right of
way (ROW) and easements for the project . T he City Council authorized

staff to perf orm appraisals for this project on April 4 , 2011. Negot iation for
property acquisitions is presently underway and proceeding as expected.

On June 20 , 2011, the City Council authorized the completion of the fina l
design. In September, the County opened County Road 21 north of County
Road 42 to Highway 169.
Current Circumstances
T his project is scheduled to be bid in Feb/ March 2012 for construction in
the spring of 2012. Several additional City Council acti ons will be required
prior to construction including the approval of a Cooperative Agreement
with Scott County and the award of the project.
The project includes storm sewer, sanitary sewer, water main, concrete
curb and gutter, aggregate base, bitumi nous surfacing, and appurtenant
work. The construction of this project is proposed to be fu nded through
Municipal State Aid, Tax L evy, Street Oversize Fund, Scott County, W ater
Quality Fund, and the Sewer and Water Fund s .
Parking Restrictions:
Becaus e no shoulders are proposed on this project and because this is a
State Aid route, a resoluti on restricting parking on CSAH 2 1 between Main
Avenue and Duluth Avenue and on Arcadia from Colorado Street and
midblock between CSAH 21 and Dakota Street is requi red for County State
Aid funding eligibility. The City has previously approved similar resolutions
for C SAH 82 and the C SAH 12 projects. Because of th e lack of right of
way, the Ci ty did not pursue wider shoulders for on street parking. The City
will be submitting the plans to MnDOT in February . This resolution is
needed for the MnDOT plan approval process.
Conclusion
At this point the project design is complete and it is appropriate to seek City
Council authority to advertise for bids. A copy of the plans is available in
the Engineering Department for review. Once the bids are received, City
Staff will present the bids to the City Council for award. If the bids received
are higher than expected, the City Council can elect not to move forward
with awarding a contract.
ISSUES: The City has been in the process of assembling necessary easements and
right of way for several months. At this point the majority of the right of way
acquisition has now been completed.
A process for studying p otential future City roadway connections in the
southern half of downtown wil l be performed over the next six months.
That study , which will include public input, will determine future roadway
connections and provide a long term plan for the area.

Street lighting and the inclusion of a welcome sign will increase the se cost s
for the project. Part of the street lighting will be bid as an altern ate. The
scope of the sanitary sewer work and the watermain work expanded as
analysis of the City system dictated additional improvements.
An updated funding table will be prepared once bids are received.
ALTERNATIVES: 1) Approve Resolution 12 - XX approv ing plans and specifications and
authorizing advertisement for bids for the Arcadia and County Road 21
Improvement Projec t #11 - 00 1.
2) Approve Resolution 12 - XX approving parking restrictions on County
State Aid Highway 21 from Main Avenue to Duluth Avenue an d on
Arcadia from Colorado Street to mid - block between CSAH 21 and
Dakota Street.
3) Deny th e s e item s for a specific reason and provide staff with direction.
4) Defer th e s e item s until a future date.

WHEREAS, P ursuant to Resolution 11 - 077, adopted on June 20, 2011, the City Engineer has
prepared plans and specifications for the Arcadia and County Road 21 Improvement
Project (Project #11 - 001),
NOW THEREFORE , BE IT HEREBY RESOLVE D BY THE CITY COUNCI L OF PRIOR LA KE,
MINNESOTA as follows:
1. The recitals set forth above are incorporated herein.
2. The plans and specifications for the Arcadia and County Road 21 Improvement Project #11 - 00 1, a copy
of which is attached hereto and incorporated by reference herein, are hereb y approved.
3. The City Manager shall prepare and cause to be inserted in the official newspaper of the City and in the
Construction Bulletin an advertisement for bids for the making of the improvement pursuant to the
attached plans and specifications. The a dvertisement shall be published not less than 21 days prior to
the bid opening, shall specify the work to be done, and shall state that the bids will be received by the
City Manager at which time the bids will be publicly opened at City Hall at 4646 Dakota Street SE by the
City Engineer. No bids will be considered unless sealed and filed with the City Manager and
accompanied by a cash deposit, cashier’s check, bid bond, or certified check payable to the City of
Prior Lake in the amount of five (5) percent of the amount of such bid.
4. The City reserves the right to reject any and all bids for any reason as determined solely by the City
Council.

WHEREAS, The City of Prior Lake and County of Scott have planned the improvement of County
State Aid Highway (CSAH) 2 1 from Main Avenue and Duluth Avenue and of Arcadia
Avenue from Colorado to mid - block between CSAH 21 and Dakota Street ; and
WHEREAS, The City of Prior Lake and the County of Scott will be expending County S t ate Aid Funds
on the improvement of the Highway; and
WHEREAS, This improvement lacks adequate width to provide for parking on both sides of the road
and therefore in order t o qualify the construction as a County State Aid Project, the City
must agree to and adopt certain parking restrictions.
NOW THEREFORE , BE IT HEREBY RESOLVE D BY THE CITY COUNCI L OF PRIOR LAKE,
MINNESOTA as follows:
1. The reci tals set forth above are incorporated herein.
2. The City of Prior Lake prohibits the parking of motor vehicles on both sides of CSAH 2 1 between Main
Avenue and Duluth Avenue and authorizes the signage and enforcement as required.
3. The City of Prior Lake prohi bits the parking of motor vehicles on Arcadia Avenue from Colorado Street
SE to the mid block between CSAH 21 and Dakota Street and authorizes the signage and enforcement
as required.
