History: By law, municipalities are required to maintain many of their day-to-day files, both from a historical perspective, as well as a practical one. As Councilmembers are aware, the City of Prior Lake has grown at a rapid rate over the past 10 years, and will likely continue to do so over the next 10 years. Likewise, the volume of paper maintained by the City has also grown. Management and storage of public records has become an issue with some urgency for Prior Lake due to the City's limited space for storing files, and the staffs desire to provide excellent customer service by retrieving information effectively and in a timely manner. Off and on, over a number of years, a variety of City staff have researched possible solutions for managing public information, including centralized filing systems, different microfilm systems, and other file storage systems. Although some public records have been transferred to microfilm, none of these systems have effectively met the City's needs. In 2001, Councilmember Gundlach and then-Councilmember Ericson proposed using technology to address our file storage issues, and the Council directed staff to research digital document imaging and storage systems. Current Circumstances: Staff began by identifying other cities that used this type of technology for permanent document storage and, through those conversations, became more familiar with the issues, pitfalls and potential of digital document imaging. Two systems were most commonly identified, DocuWare and LaserFiche. The staff also contacted a local software company called Comquared Systems, who had custom designed document management software for the City of Atlanta. The potential for using the Comsquared product was not pursued however, because the development of custom software was cost prohibitive, and it appeared a less costly alternative was available. Over the next several months, staff worked with each of the remaining two vendors to determine what, if any, software/hardware package would best meet the City's needs. Each of the vendors was asked to provide on-site analysis of the City's current storage capacity and needs, present demonstrations of their product to the staff, make a final recommendation as to the software/hardware components, and provide a quote for hardware, software, implementation and training. 16200 Eagle Creek Ave. S.E., Prior Lake, Minnesota 55372-1714 / Ph. T /' Conclusion: Over the course of gathering this information, it became apparent that this project would need to be approached in several steps. Those steps include: (1) reviewing and updating the current retention schedule and applying that policy to the City's existing records, (2) identifying our needs and purchasing the hardware/software system for digital document imaging, (3) reconstructing the City's current paper file management system, and (4) converting, inputting and indexing existing files into the digital management system. A digital document imaging system will provide significant benefit to the City. City staff will be able to maximize the speed at which documents are available to our customers, as well as increase employee efficiency in preparing reports and analysis. The City will be able better facilitate compliance with the government Data Practices Act and other records retention provisions in state and federal law thereby protecting itself against claims by having historical material readily available rather than misplaced or inaccessible. In the long-term, a digital system will help the City minimize the cost of building space by eliminating the need for storage of paper documents. Implementation of digital document imaging will also provide the City the technical capability of for providing paperless agenda materials and/or Weekly Updates. To date, staff has completed the first step in this process which involved adopting the State of Minnesota's General Retention Schedule for Cities. Thereafter, the schedule was used to purge and index most of the records stored in the Police Department Annex. However, more work will need to be completed for the records currently stored within City Hall. It is anticipated that much of this issue will be addressed in connection with the implementation of a digital document imaging system, if such a system is authorized by the Council. This report addresses only the issue of identifying our needs from a system perspective and purchasing the hardware/software package. ISSUES: Software Both the DocuWare and Laserfiche systems offer similar advantages over manual management systems. A well-structured digital document imaging system will allow the City staff to quickly and effectively locate documents electronically right from their desktop work stations. This means more opportunity to better serve our customers. A digital system will also greatly reduce the City's storage needs for paper records, as well as assist the, City staff in providing an on-going effort in maintaining our public records in accordance with the Retention Schedule, the Data Practices Act and other Minnesota and federal records retention requirements. The recommendation for software is neither the smallest package, nor the grandest. Staff is proposing a network system with five user licenses and 25 retrieval licenses. This means a total of 30 work stations could access the system at anyone time. Twenty-five of these work stations can retrieve data while five can add to the data base and manipulate documents. Each of these systems also offer features that will give us the capability to automatically purge documents on a pre-determined schedule, customized access for security, provide full-text search capabilities of documents, add licenses and/or hardware to the system as needed, and provide an Internet link to view public documents on the Web through any browser. I:\COUNCIL \AGNRPTS\2002\DOCUMENT I MAGI NG.DOC The Laserfiche system also offers a software component that would allow integration with the City's GIS system. This component is not included in the quote, but will be planned for during the set up of the software, and then budgeted at a later date. The approximate cost of this component is $3000. This component will allow staff to literally select any piece of property or roadway on-screen, and be linked to all related documents, including correspondence, City Council and Planning Commission minutes, variances, building permits, and engineering reports. The vendor will be present at the meeting to provide a brief demonstration. The other areas where the software differs is in cost, and in the structure (or usability) of its software. In the discussions staff had with other cities who have digital systems (Savage, Rosemount, and Red Wing), the single reason the cities gave for why a system succeeded or failed, was that the system needed to be easy to learn. If the software was too complicated, any training provided was not maintained by the occasional user, and thereafter, the system not fully utilized. In determining which system provided the most usable software, both vendors where asked to make presentations to the Department Head staff. I was also able to participate in detailed off-site demonstrations to view each of the systems at work. Based upon feedback from the presentations and my analysis, the system that is the most user-friendly and would be best utilized by the City staff is the Laserfiche system. Laserfiche is a Microsoft Windows based software and is similar in structure to the Explorer software the City already uses to manage computer files, which means there should be a very small learning curve. Hardware Each of these systems are modular, meaning that additional components can be added as the needs or organization grow. Very little hardware is actually necessary since the software will be accessible through existing work stations. The hardware provided within the software package proposes two high-speed scanners with duplex capability. Either system can operate from a Microsoft NT Server with 32 MB. The City has an existing Dell server. However, both vendors recommend a larger, high speed server with a Sequel database given the search capabilities of the software and the document capacity the City requires. Sequel also allows the document management software to better integrate with existing software, and will provide faster and greater capacity in managing and retrieving the extremely large number of public records. In the case of Laserfiche, Sequel software is necessary to integrate with ArcView, the City's GIS software. Neither of the software vendors are technically equipped to provide the systems that would integrate with the City's current network. Part two of this agenda item asks the City Council to consider authorizing an upgrade the City's servers so that we can most effectively operate the software product. FINANCIAL IMPACT: The two quotes received for the digital imaging software are attached. They also include unlimited hardware support in the first year for a cost of $1,311. Crabtree Companies has quoted 8 total hours of software support (in addition to installation costs), with additional support available in pre-paid blocks, or billed at $125.00 per hour. The annual maintenance period for both either vendor would be effective January 1, 2003. This project was initiated at the direction of the City Council. The project has not been included in the City's Capital Improvement Program planning or budget process. If the Council chooses to proceed with the project, funds would need to be designated from the Contingency Fund. NEXT STEP: Based upon the quotes received, the structure of the software, and the potential for integrating with the GIS system, staff would recommend the purchase of the Laserfiche digital document imaging system. Once the system has been identified and installation begun, a committee of City staff will begin to address how the existing paper system will be reorganized and indexed to best utilize the software. This committee will also recommend a policy for what types of documents should be included in the digital system, and how to best convert the City's existing records. This part of the project will take considerable time. It is likely that the system would not be fully operational for one year. If this project proceeds, additional funds would be required in some fashion to complete the conversion of existing large-format drawings, microfilm & paper records, as well as possible temporary staffing. The staff would either incorporate these costs into the data processing budget for 2004, or return to the Council if funds are required prior to that time. AI,.
