HomeMy WebLinkAbout9E - City Network System Upgrad CITY COUNCIL AGENDA REPORT October 21, 2002 9E Frank Boyles, City Manager AGENDA ITEM: CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING ACQUISITION OF AN ADDITIONAL SERVER IN ORDER TO UPGRADE THE CITY'S NETWORK SYSTEM. DISCUSSION: History: The City's computer network currently operates on four servers located at City Hall. The four servers provide the capacity to run the City's current computer network, including Windows software, GIS, email, utility billing and Access. The police department utilizes a separate server. ISSUES: Current Circumstances: At the suggestion of City Council member Gundlach and former Councilmember Ericson, the City staff has initiated a project which would convert existing public records to a digital management system. At the October 21, 2002 City Council meeting, the Council will consider whether or not to proceed with that project by purchasing a digital document imaging hardware/software package. If the recommended software is acquired and the project proceeds, the City has a Dell server currently available with the minimum capacity to run the software. However, given the search capabilities of the software, the document capacity required in the case of the City, and the potential for integration with the City's GIS system, the vendor recommends that a larger, high-speed server with a Sequel database be used to attain the most effective results from the software. The current available server would remain as a backup and available for future use as needed. Conclusion: Given the investment in the software product, staff is asking that the Council consider upgrading the City's network system by purchasing an additional server. The proposed software vendor provided written parameters for the recommended server. In turn, staff consulted with the City's technical systems consultant to make sure the server system would effectively integrate with the City's current network. The resulting specifications are attached. Quotes were received from Dell, CIT and Gateway. CIT is the City's current systems consultant. Dell and Gateway are larger vendors who are both on the State competitive bid list. The quote received from Dell did not meet the City's specifications in several respects. Dell did not provide pricing for the backup tape drive or backup tapes, a significant portion of the bid. They also provided only partial licensing for server software and backup exec software. Dell also quoted an undersized tIii UPS tower than required by the City. The two remaining quotes are as follows. Each of these quotes meets the City's requirements. Vendor CIT Gateway Quote $13,792.50 $14,202.00 Tax 896.51 923.13 Total 14,689.01 15,125.13 The low quote is from CIT. CIT is also the City's current computer systems consultant. We have acquired a considerable number of CIT computers and found them to be dependable and well built. As our IT representative, CIT maintains our computers and the network. The acquisition of another CIT network server will also be consistent with our efforts to standardize products to simplify maintenance. ALTERNATIVES: (1) Motion and Second to adopt a Resolution authorizing the acquisition of an additional server to update the City's network system. (2) Take no action and direct staff accordingly. The recitals set forth above are incorporated herein. 2. The City Council authorizes an expenditure from the Contingency Fund in an amount not to exceed $14,689.01 for the purchase of an additional server from CIT. 3. The City Manager is authorized to execute all necessary documents to effectuate this transaction.
