CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING PAYMENT
FOR DESIGN AND CONSTRUCTION MANAGEMENT SERVICES FOR THE
ATHLETIC FIELD LIGHTING AT THE PONDS ATHLETIC FIELD
COMPLEX.
Purpose
The purpose of this agenda is to approve Wunderlich-Malec Engineering, Inc. for
design and construction management services already provided in conjunction with
the Ponds Athletic Field Lighting Project completed this spring. This is a
housekeeping item.
Historv
On December 3rd, 2001, Parks Maintenance Division received a proposal from
Wunderlich-Malec Engineering, Inc., proposing design and construction services for
lighting of fields #1, #2, and #7 totaling $16,000. The C,I.P. identified $75,000 for
the lighting offield #7. Prior Lake Athletics for Youth (P.L.A.Y.) committed to
match or fund one-half of the project.
On December 17th, 2001 a resolution was passed ordering staff to prepare plans and
specifications for the athletic field lighting for the Ponds Athletic complex. The
resolution did not include an item authorizing the design services of Wunderlich-
Malec Engineering, Inc,but it was mentioned in the agenda report and explained at
the council meeting that we would be requiring the services'ofthe engineering
design firm. The total estimated cost to light field #7 including the electrical design
and engineering mentioned above is $138,000, This estimate also includes the
engineering design for fields #1 and #2, but not the actual lighting installation on
fields #1 and #2,
Council approved the plans and specifications prepared by Wunderlich-Malec for
the athletic field lighting at the January 22nd, 2002 meeting. In the agenda, it was
announced that Wunderlich-Malec Engineering, Inc. was hired to work on the
design, prepare the plans and specifications, and assist in the construction
management of the lighting project. A resolution was passed which directed staff to
solicit bids for the lighting project, and staff was directed by the City Council to
include alternate bids for the lighting installation at fields #1 and #2,
Finally, at the March 18th, 2002 council meeting, the council passed a resolution
awarding Kline Electric the athletic field lighting contract including fields #1, #2,
and #7, for a total cost of $294,000, Construction ofthe lighting soon commenced.
During construction this summer Wunderlich-Malec has performed the necessary
construction inspection and in August, performed the final punch list and measured

the light spillage for each field. The measurements were satisfactory according to
industry and City standards, therefore completing the construction, and fulfilling the
Wunderlich-Malec Engineering, Inc. contract with the City.
Issues
Wunderlich-Malec Engineering, Inc. performed the electrical design and
construction management work for the athletic field lighting at the Ponds Athletic
Complex. The adoption of the attached resolution will authorize payment. The
construction of the lighting for fields #1, #2, and #7 has been completed and the
contractor has been paid.
Conclusion
Staff is requesting that the Council approve the attached resolution so that
Wunderlich-Malec Engineering, Inc. can be approved for the electrical engineering
design services they have provided and then compensated for the work they
performed as agreed upon in December 2001, at a total cost of $16,000. This action
will not increase the cost of the project
The Capital Park Fund will cover the design services contract of $16,000 requested by
Wunderlich-Malec Engineering, Inc.
The alternatives are as follows:
1. Approve a resolution ratifying the hiring and authorizing payment for the electrical
engineering services of Wunderlich-Malec Engineering, Inc. to design and
supervise the construction of the athletic field lighting for fields #1, #2, and #7 at
the Ponds Athletic Complex not to exceed $16,000.
2. Table this item for a specific reason.
3, Deny this agenda item for a specific reason and provide staff with direction,

SECOND BY:
Field lighting enhances the utility and safety associated with the athletic field
usage; and
There is a shortage of baseball fields for youth usage; and
The 2002 C.I.P. identifies $75,000 to light Field #7 at The Ponds Athletic
Complex; and
The City Council authorized the preparation of plans and specifications to light
field #7 and design fields #1 and #2 for future construction at the December 17th,
2001 meeting; and
On the January 22od, 2002 Council meeting, the plans and specifications were
approved and staff was authorized to solicit bids for the athletic field lighting at the
Ponds Athletic Complex; and
At the March 18th, 2002 meeting, Council awarded the bid to Kline Electric for the
lighting ofField #1, #2, and #7 at Ponds Athletic Complex in an amount not to
exceed $294,000; and
At the August 19th, 2002 Council meeting a $3,000 change order was approved for
a total construction amount of $297,000.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, Minnesota, that the
following are hereby adopted:
1. The recitals set forth are incorporated herein,
2. The City Council authorizes the expenditures for the design and construction management services of
Wunderlich-Malec Engineering, Inc. in an amount not to exceed $16,000, from the Capital Park Fund,
