DISCUSSION: History: At the request of Metropolitan Council representatives, Scott County
hosted a public forum in October 2000 for the purpose of initiating a process for
determining the need to create a transit plan that would benefit Scott County
riders and service providers. Throughout the year 2001 a Study Management
Team met several times to discuss and identify how current transit services could
be enhanced and connected to create a more comprehensive transit system
throughout Scott County. Staff representatives from the Metropolitan Council,
Scott County, Prior Lake Transit, Shakopee Transit, Shakopee Mdewakanton
Sioux Community, SW Metro Transit and Minnesota Valley Transit Authority were
part of the Study Management Team. Additionally, various surveys were
conducted throughout Scott County, and input was received from residents,
transit riders, employees from 16 major employers throughout the County and
from representatives of the service and entertainment venues within the County.
In July 2002 the Scott County Transit Study was completed.

Current Circumstances: The Scott County Board has adopted the Scott
County Area Transit Study and is seeking approval of this study from
communities and service providers in Scott County. Scott County Management
Analyst John Mulcahy will present an overview of the study to the City Council.
Attached is an informational packet that Mr. Mulcahy will review with the City
Council at the meeting. The study includes three stages. Stage 1, slated for
2002 to 2003, does not have any direct impact on Prior Lake. Stage 2 (2004 -

2005) and Stage 3 (2006 - 2007) include recommendations that link Scott
County's transit system with Prior Lake's transit services. Mr. Mulcahy will be
happy to answer any questions the Council may have about the study's contents.
Conclusion: Under New Business, city staff is recommending that the Council
take action to adopt the transit study.

(720/0) elderly, with incomes under $15,000 (770/0) that need physical
assistance (530/0) for medical appointment trips (530/0) and heard of
Scott's Transit through word of mouth (770/0).

SW Metro serves relatively new (400/0 under one year) married (620/0)
female (570/0) passengers who own (640/0) a house (590/0) and travel
1-5 miles to catch the bus (440/0). They have a household income
over 100k+ (250/0) and have the option to drive (720/0), but use a
metropass product (630/0) to ride the bus because of the cost (310/0).

Transit provided by Prior Lake has a passenger profile of mostly
female (540/0) city residents (730/0) who are 41-50 years old (350/0)
that have an income range under $49,999 and are home owning fully
employed commuter passengers. Although some walk (250/0), but no
more than 3 blocks, they typically drive (670/0) to catch the bus and
pay for their fare via ride tickets (81 0/0).
