HomeMy WebLinkAbout8D - Scott County Transit Study CITY COUNCIL AGENDA REPORT OCTOBER 7, 2002 8-0 Susan Walsh, Assistant City Manager AGENDA ITEM: CONSIDER APPROVAL OF RESOLUTION ACCEPTING FINDINGS AND ADOPTING THE SCOTT COUNTY AREA TRANSIT STUDY DISCUSSION: History: At the request of Metropolitan Council representatives, Scott County hosted a public forum in October 2000 for the purpose of initiating a process for determining the need to create a transit plan that would benefit Scott County riders and service providers. Throughout the year 2001 a Study Management Team met several times to discuss and identify how current transit services could be enhanced and connected to create a more comprehensive transit system throughout Scott County. Staff representatives from the Metropolitan Council, Scott County, Prior Lake Transit, Shakopee Transit, Shakopee Mdewakanton Sioux Community, SW Metro Transit and Minnesota Valley Transit Authority were part of the Study Management Team. Additionally, various surveys were conducted throughout Scott County, and input was received from residents, transit riders, employees from 16 major employers throughout the County and from representative from the service and entertainment venues within the County. In July 2002 the Scott County Transit Study was completed. FINANCIAL IMPACT: ISSUES: Current Circumstances: The Scott County Board has adopted the Scott County Area Transit Study, and is seeking approval of this study from communities and service providers in Scott County. Under the presentations section of the agenda, Scott County Management Analyst John Mulcahy will present an overview of the study to the City Council. Conclusion: Attached for City Council consideration is a proposed resolution accepting the findings and approving the study. There is no financial impact at this time. Working with Scott County and area cities to improve efficiency of the transit system within the County was identified as one of the City's 2020 Vision elements. Adoption of this study will address this element and support the City's desire to partnership with Scott County and area cities for the implementation of an efficient and well-coordinated transit service throughout the county. DOC RESOLUTION 02-XX A RESOLUTION ACCEPTING FINDINGS AND ADOPTING A SCOTT COUNTY AREA TRANSIT STUDY Motion By: Second By: WHEREAS, Scott County has recently completed a lengthy process to study the needs and options regarding transit service throughout the County; and WHEREAS, input was gathered from a variety of sources, including all transit providers in the area, from a public forum, focus groups, passenger surveys and a county-wide telephone survey; and WHEREAS, the study, its findings and recommendations have been presented to the Scott County Board of Commissioners and associated parties for review and comment in an effort to implement an efficient and well-coordinated transit service in Scott County. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: 1. The recitals set forth above are incorporated herein. 2. The City Council accepts the findings and adopts the Scott County Area Transit Study with the understanding that the Council would explicitly approve any specific transit planning or enhancement actions at the appropriate time in the future.
