HomeMy WebLinkAbout9B - CSAH 21 & TH 13 MEETING DA17EI AGENDA # PREPARED BY: AGENDA ITEM: DISCUSSION: ~ITY COUNCIL AGENDA REPORT October 7, 2002 qa Bud Osmv6dson, P.E., Public Works Director CONSIDER APPROVAL OF A RESOLUTION SUPPORTING IMPROVEMENTS TO THE SCOTT COUNTY HIGHWAY 21 / STATE TRUNK HIGHWAY 13 INTERSECTION The purpose of this agenda item is to consider a resolution supporting short and long term improvements to the intersection of Scott County State Aid Highway 21 (CSAH 21) and State Trunk Highway 13 (TH 13). In June 2002 MnDOT sent a letter to Scott County pointing out the high number of accidents at this intersection and the lack of proper turn lanes on CSAH 21. In June 2002 the City Council approved sending a letter to Scott County supporting certain items in the Scott County Capital Improvement Plan, including a request to start the planning process for improvements to the 21 / 13 intersection. On September 6, City, Minnesota Department of Transportation (MnDOT), and County Staff met with County Commissioner Marschall (the committee) to discuss this intersection. and possible short and long term improvements. A short term improvement that is relatively inexpensive is to modify the signal system to allow split phasing for the east-west CSAH 21 traffic. This modification to the signal cycle will provide the west bound traffic a green light, while it stays red for a period of time for the east bound traffic; the signal then changes to provide east bound the green, with west bound on red. This would allow traffic turning onto TH 13 safe passage. However, split phasing is not a good long-term plan due to the length of time it takes to clear the entire intersection. It works well with small traffic volumes, but not with large volumes. MnDOT had previously been opposed to split phasing at this intersection due to its implications in this intersection where the traffic volume is about 25,000 vehicles per day and is growing at about a 5% annual rate. However, MnDOT will support the split phasing improvement on a temporary basis if Scott County and the City commit to permanent improvements to the intersection. Any permanent improvements will have a significant impact on downtown Prior Lake in the long term and need to be carefully considered. '_'~" ,......__,_.__"",".._.,.~.._._'"._.v_..__...._._...__,.<~__~___...,. _4-< permanent impact to the Main Street / CSAH 21 intersection due to its close proximity to the CSAH 21 / TH 13 intersection and the amount of traffic which flows through it. The committee discussed applying for Hazard Elimination Safety (HES) funds which are solicited next year for funding in 2006 - 2008. This is a Federal aid program which will pay 90% of the costs up to $900,000. The committee also discussed and agreed that the County should lead a study of CSAH 21 between CSAH 82 and CSAH 27 in Credit River Township. This study would develop a long-term vision for CSAH 21, with a focus on the 21/13 intersection. CONCLUSION: City and County staff agreed that it would be appropriate to have both the County and City send resolutions to MnDOT supporting the split phasing temporary improvements, long term permanent improvements, and a study of the CSAH 21 / TH 13 intersection, and the CSAH 21 corridor between CSAH 82 and CSAH 27. A resolution addressing these topics is attached for consideration. FISCAL IMPACT: Budf!et Impact The action being considered does not have any immediate budget impacts. The City should begin budgeting for studies and improvements in the next Capital Improvement Plan cycle, which is for 2004 - 2008. The City's funding for any improvements will come mainly from the Municipal State Aid funds and the City's Collector Street fund. ALTERNATIVES: The alternatives are as follows: 1. Motion to adopt a resolution supporting improvements to the Scott County Highway 21 / State Trunk Highway 13 intersection. 2. Table or deny this agenda item for a specific reason. REVIEWED BY: 3rd Agenda reso supporting imp 9-02 RESOLUTION O~ //Oq ~J1VNESO<t~ RESOLUTION SUPPORTING IMPROVEMENTS TO TH NTY STATE AID HIGHWAY 21/ STATE TRUNK HIGHWAY 13 INTERSECTION MOTION BY: SECOND BY: WHEREAS, The City of Prior Lake recognizes that the City and region are growing rapidly, as is the associated traffic volume, and the City is concerned about the safety of its traveling public, and WHEREAS, The City of Prior Lake, in partnership with Scott County, and the Minnesota Department of Transportation have begun the process of studying the Scott County State Aid Highway 21 / State Trunk Highway 13 intersection, and WHEREAS, The City of Prior Lake 2020 Vision and Strategic Plan identifies the need to improve the Scott CSAH 21 / State TH 13 intersection, and WHEREAS, The City of Prior Lake, Scott County, and the Minnesota Department of Transportation agree that short and long term roadway improvements are needed to accommodate traffic at the CSAH 21 / TH 13 intersection, and NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOT A, that: 1. ' The recitals set forth above are incorporated herein. 2. The City of Prior Lake supports a modification of the signal system to allow split phasing on CSAH 21 at State TH 13 as a temporary safety improvement. 3. The City of Prior Lake supports long term permanent safety improvements at this intersection. 4. The City of Prior Lake will support an effort by Scott County to apply for Hazard Elimination Safety funding when solicited in 2003 for funding in 2006 - 2008 for the long term safety improvements at this intersection. 5. The City of Prior Lake will support Scott County in completing a study which will develop a long term vision for the CSAH 21 / TH 13 intersection, and the CSAH 21 corridor from CSAH 82 to CSAH 27.
