CONSIDER APPROVAL OF A RESOLUTION:
1. RELATING TO THE CONSTRUCTION OF A PICNIC SHELTER AS
IDENTIFIED IN THE 2002 CAPITAL IMPROVEMENT PROGRAM;
AND
2. AMENDING THE 2002 AND 2003 CAPITAL IMPROVEMENT
PROGRAM AUTHORIZING CONSTRUCTION OF A GAZEBO IN
2002.
History
This council agenda recommends construction of the picnic shelter at Wilds Park in
the fall of 2002 consistent with the 2002-2006 Capital Improvement Program; and
to approve an amendment to the 2003-2007 Capital Improvement Program that
approves starting construction of the gazebo identified in 2003 Capital
Improvement Program for Lakefront Park in the fall of 2002.
Current Circumstances
Currently, the 2002 C.I.P. identifies the construction of a picnic shelter at Wilds
Park. The 2003 C.I.P. identifies the construction of a gazebo at Lakefront Park.
Staff recommends approving the construction of the proposed picnic shelter at
Wilds Park that is identified in the 2002 C.I.P. and constructing it this fall. Staff
also recommends amending the 2002 and 2003 c.I.P. identifying the construction
of the gazebo at Lakefront Park to begin construction in the fall of 2002.
The rationale for such action is described below for each park:
Wilds Park
Now that Wilds Park is developed, residents in this development are anxious for us
to complete the park. In the spring of 200 1, a new modular play structure was
installed. A basketball court, trails, and parking lot are being installed this fall.
The Wilds Park picnic shelter is identified in the 2002 C.I.P. This will complete
the development of Wilds Park.
Lakefront Park
There is a gazebo identified in the 2003 C.I.P. to be installed at Lakefront Park.
Staff recommends beginning construction ofthe gazebo this fall. This would allow
Park Maintenance staff to pour the footings this fall, and then could continue with
construction during the winter months as time permits.

Conclusion
Staff is requesting that the Council approve the attached resolution so that
construction of the picnic shelter and gazebo can begin this fall.
Issues
Public Works and Park Maintenance staff will work together to construct the picnic
shelter and gazebo.
The picnic shelter design is a prototype prepared by Oertel Architects in an effort to
save money and time in the bidding process. Bids for materials will be solicited in
accordance with Council policy and state statute.
The gazebo design and materials will be purchased from an approved vendor. Park
maintenance staff would like to place the footings for the gazebo this fall to
facilitate construction of the gazebo during the winter.
The picnic shelter plans and specifications are attached as attachment A.
The gazebo plans and specifications are attached as attachment B.
There is $15,000 identified for the construction of the picnic shelter in the 2002 C.I.P.
This will pay for the materials for the shelter and the concrete slab.
There is $30,000 identified for the construction of the gazebo in the 2003 C.I.P. This
will pay for the materials for the gazebo and footings. Staff requested two quotes for
the proposed gazebo (see attachments). Webber Recreational Design, Inc. has a 28'
gazebo that meets the plans and specifications, total cost $24,395 ($39.60/SF). St.
Croix Recreational Company, Inc. has a 25' gazebo that meets the plan and
specification requirements, total cost $20,785 ($42.33/SF). In reviewing the cost per
square foot, staff recommends purchasing the 28' gazebo from Webber Recreational
Design, Inc.
The alternatives are as follows:
1. Approve a resolution approving the amendments to the Capital Improvement
Program and authorizing the expenditures for picnic shelter and gazebo not to
exceed $45,000.
2. Table this item for a specific reason.
3. Deny this agenda item for a specific reason and provide staff with direction.
Staff recommends alternative number 1.

SECOND BY:
The picnic shelter at Wilds Park is scheduled for construction as identified in the
2002 Capital Improvement Program; and
The 2003 Capital Improvement Program identifies a gazebo to be constructed at
Lakefront Park; and
The City, consistent with its purchasing policy, solicited two quotations for the
installation of the gazebo at Lakefront Park; and
Webber Recreational Design, Inc. provided the City a quote of $24,394.89 for a 28'
gazebo, and St. Croix Recreation Company, Inc. provided the City a quote of
$20,784.54 for a 25' gazebo; and
The total cost for the picnic shelter and gazebo as identified, in an amount not to
exceed $45,000; and
The picnic shelter and gazebo provide our residents the opportunity to enjoy our
city parks.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, Minnesota, that the
following are hereby adopted:
I. The recitals set forth above are incorporated herein as if fully set forth.
2. The 2002-2003 Capital Improvement Program is amended by accelerating the Lakefront Park gazebo from
2003 to 2002.
3. The City Council authorizes the expenditures for the picnic shelter at Wilds Park and a gazebo in Lakefront
Park in an amount not to exceed $45,000.

SPECIFICATIONS
Building material package sha J be as designed and manufactured by Cedar Forest
Products. The building strucu.res are precut, prefabricated and shipped as components to
a building package. Any chanl::es or departures from design shall be explained and
documented by complete engi::eered drawings of a registered structural engineer at least
seven days prior to bid date. 1'1150, bidder must be a reputable manufacturer of precut
buildings for at least two year::.. and must be able to show a completed building of the type
