AGENDA ITEM: CONSIDER APPROVAL OF APPOINTMENT TO FILL CITY COUNCIL
VACANCY.
DISCUSSION: History: As you know, Mike Gundlach submitted his resignation from the City
Council to be effective November 18, 2002. The City Council declared a vacancy
at its November 18, 2002 regular meeting and authorized a process for
recruitment and selection of a candidate to fill the vacancy.
ISSUES:
Current Circumstances: The City received a total of 14 applications form this
position, and Councilmembers have had an opportunity to review each of the
written applications. This afternoon and evening, the City Council interviewed
each candidate. Interviews consisted of four questions shared in advance with
each applicant, followed by four follow-up questions requiring a more
spontaneous response. All interviews were broadcast live on cable channel 15.
Conclusion: Having completed the interview process, the Council should narrow
the list of applicants to three to five, which all Council members can support. From
there, ~he Council may wish to apply criteria to each of the finalists to make the
final selection.
A few of the criteria the Council may wish to consider to select the finalists are:
How well does the candidate understand the 2020 Vision and Strategic
Plan? Is their a consistent philosophy?
Has the candidate shown an interest in local government and assumed
positions of responsibility before?
What skills does the candidate possess that will make the Council better
in its decision-making process?
Is the candidate the type of person who will prepare for meetings and
participate?
Does the candidate bring a perspective to the Council that is not
currently represented?
Will the candidate make decisions which are best for the community as
a whole?
ALTERNATIVES: (1)

Adopt a motion appointing one of the candidates to fill the current vacancy.
Take no action and direct staff accordingly.
RECOMMENDED
MOTION: As the Council deems appropriate.
