AGENDA ITEM: CONSIDER APPROVAL OF APPOINTMENT TO FILL VACANCY ON THE
LAKE ADVISORY COMMITTEE.
DISCUSSION: History: There is one vacancy on the Lake Advisory Committee created by the
resignation of Lauren Huntington. Applications have been solicited and interviews
were conducted on Monday, December 9, 2002. The interview panel included
LAC Liaison Chad LeMair, City Engineer Sue McDermott, and City Manager
Frank Boyles. Although two attempts were made to schedule the interviews at a
time that everyone could attend, due to scheduling conflicts, LAC Chair Dale
Braddy was unable to participate in the interviews. Since the LAC serves an
important role, further delay in filling the vacancy was not acceptable.
Current Circumstances: As a result of the request for applications, the staff
received two applications. The first application was from Harry Alcorn, and the
other from Marv Mirsch. The interview panel also considered Madison Groves as
a candidate. Mr. Groves applied the last time there was a vacancy on the LAC.At
that time, former Councilmember Gundlach stated in his agenda report that Mr.
Groves should be considered for the next vacancy. Upon speaking with Mr.
Groves, he indicated he would be interested in the position and that his last
interview and application should be used for this opening. He was unable to
attend the interview.
Attached are the applications for Mr. Alcorn, Mr. Mirsch and Mr. Groves. The
interview panel was impressed with all candidates. The committee recommends
the appointment of Harry Alcorn for the following reasons:
1. Mr. Alcorn has lived his entire life on a lake. Harry has been and continues to
be active on the Yacht Club, which has worked toward improved water quality.
2. Mr. Alcorn appears to balance the concerns of riparian and non-riparian lot
owners in his decision making.
3. Mr. Alcorn seeks data before making decisions.
Conclusion: The interview panel recommends appointment of Harry Alcorn to fill
the vacant Lake Advisory Committee seat. The City Council should consider the
recommendation and qualifications of the candidates and take formal action to a
candidate. This appointment would be effective immediately through October 31,
2005.

Briefly describe your interest in this position and how you can serve the community:
I am verv interested in this position as lake livinlZ has been a key part of my life for
over 40 vears. I lZrew UP on a lake in Iowa and learned verv early on the
opportunities, benefits and advantalZes of livinlZ on or near a lake. I have lived on
Prior Lake since 1987. first at 14987 Manitou Rd and in 1992 movinlZ to Shadv
Beach Trail NE. We use the lake dailv throulZhout the vear. boatinlZ, fishinlZ. skiinlZ
in the summer and maintaininlZ an ice rink in the winter for the kids. I have
experienced hilZh and low water levels. hilZh and low traffic water surface use and
development of lake shore and structures surroundinlZ the lake. Collectivelv this
first hand knowledlZe has provided me with a baseline of past and current use of
Prior lake. I listen well and would seek input / feedback from others in addressinlZ
the tasks at hand for the lake todav and for the future. I am committed to the
oualitv of the lake in offerinlZ opportunities. benefit. and advantalZes to those who
live on or off the lake throulZhout the vear, todav and for many vears to come.

What skills do you possess which will be beneficial in serving on this advisory body?
I currently serve as a volunteer for the Spring Lakel Prior Lake Watershed District. For
about 5 months of the year, 1 obtain samples of the water in three deep water locations
of Prior Lake, determine clarity of the water using a Secchi dish, and measure the
particle content of water using a filter system. Further, 1 make general observations
about the conditions of the water while taking these samples. This information is
delivered to the Metropolitan Council whose staff provide a comprehensive report on
all metropolitan lakes regarding water quality. The most recent report ranks Upper
Prior Lake as well below par of most area lakes. Lower Prior Lake is, however, is
relatively good cond ition.

The quality of Prior Lake water is a priority with me. I have worked with Paul Nelson
of the Watershed District to help in any way possible to get grants from various
agencies and private organizations, including the Minnesota Pollution Control Agency
and the McKnight Foundation.
I think working on the Lake Advisory Committee will improve my knowledge of the
lake and it......s issues and permit me to help advance all our interests in keeping the lake
the major benefit it offers OLlr city.
