HomeMy WebLinkAbout10E - 2020 Vision Plan CITY COUNCIL AGENDA REPORT December 16, 2002 . ~ 10E ,~ryy Frank Boyles, City Manager AGENDA ITEM: PRESENTATION OF 2020 VISION VIDEO DISCUSSION: History: Since joining the City staff in 1993, numerous City Council's have contemplated developing an economic development tool which could be used to attract new residents and businesses to the community. The tool was to take the from of a promotional videotape which would tell Prior Lake's story. In 2002, the Council established objectives for me and my staff. At least three of the objectives are relevant to this effort: Create an environment of open communication, trust, respect and cooperation within, City government and between Prior Lake City government and our community. Create mutually beneficial partnerships with residents, businesses, civic and service organizations, the School District, surrounding cities and townships, the SMSC and regional agencies for the benefit of all. Create a cooperative environment which supports retention and growth of existing business, attracts and stimulates new business and encourages quality residential development. As you know, in August this year the 60+ member volunteer Long-Range Planning Committee created the 2020 Vision and Strategic Plan, which was subsequently adopted by the City Council on August 5, 2002. The 2020 Vision statement is the script for the video presentation. It portrays the changes we are and will continue to see in our developing community. As a result of these on- going City Council desires, the 2002 objectives and the 2020 Vision and Strategic Plan, our economic development tool was prepared for City-wide use. As the videotape confirms, over the last five years our community has experienced unprecedented growth. The population has grown by an estimated 28% and households by 32%. Miles of streets, sewer and water trails, acres of parks, and number of public buildings are all on the rise as well. While these are exciting changes, they demand new investments and re- investments in our community. The investments that need to be made take several forms. First a clear and concise vision is necessary to prepare the community for the growth it is experiencing. Partnerships are needed to assure effectiveness in meeting community needs. New employees and equipment are required to provide services to those presently in place. Financial investments in the form of operating funds and infrastructure are also required to provide for the maintenance of our present investments and installation of future infrastructure. 16200 Eagle Creek Ave. S.E.. Its use will be extensive and wide-ranging. We are in the process of creating a comprehensive marketing effort. The marketing effort includes the following: showings to community groups and organizations; showings to public agencies; showings to homeowner associations; showings at town meetings; distributing copies to businesses for use in marketing or educating their employees about Prior Lake; distributing copies to realtors to show clients; distributing copies through new resident packets; extensive broadcast on Cable Channel 15; broadcast via the City's web site; distributing copies to the public library; distributing copies to churches for their libraries; and distributing copies to public and parochial schools.
