CONSIDER APPROVAL OF A RESOLUTION AUTHORIZING AN
EXPENDITURE FROM CONTINGENCY FOR REPAIRS TO AERIAL LADDER
TRUCK.
History: In 1986, the City Council acquired an aerial ladder truck. The City's
equipment matrix does not call for replacement of this equipment until 2006. The
aerial serves three essential purposes. It allows firefighters to access building
locations which would otherwise be unreachable. The aerial provides a means of
evacuating victims. Finally, the aerial allows the application of water and
chemicals to structural fires.
At a recent fire, the Chief noted that the aerial was not functioning properly. The
pump output was restricted and control of the ladder was not as expected. As a
result, the truck was taken to Emergency Apparatus Maintenance for evaluation.
Current Circumstances: Attached is the evaluation conducted by Emergency
Apparatus Maintenance, The needed repairs fall into the following categories:
Pressure Water Governor $3950
Miscellaneous Lights $1400
Ladder Rung Section $1000
Ladder - Outrigger Extension $600
Main Controls $1000
Pump Rebuild $10,000
TOTAL $17,950
These are estimates as it is impossible to determine the type, number and cost of
parts required until the repairs are actually performed.
Conclusion: Repairs of this magnitude are not contemplated either in the
equipment repair budget, or the equipment matrix. The staff is therefore
suggesting that funds for this expenditure be drawn from the Contingency
account.
The aerial ladder is not slated to be replaced in the near future. Until it is replaced,
it is an indispensable piece of firefighting equipment. Given the number of multi-
family buildings, townhomes and top-end single family houses being built in the
City, the aerial is an important piece of firefighting equipment.
Emergency Apparatus Maintenance is the only vendor in the metropolitan area
who will perform work on aerial ladders given liability concerns. Each of the

truck to be approved for service.

$18,000 to be expended from the Contingency account to complete there
repairs.

WHEREAS, significant repairs are needed to keep the aerial ladder truck in service condition; and
WHEREAS, those repairs have been identified and itemized by Emergency Apparatus Repair; and
WHEREAS, funds for this purpose are not available in the equipment maintenance fund or in the
equipment matrix; and
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that:
1. The recitals set forth above are incorporated herein.
2. The staff is authorized to proceed with the repairs.
3. An amount of up to $18,000 is hereby allocated from the 2003 Contingency account for this
purpose.

Pump impeller piece found in suction housing. This pump was
derated In 1996 from 1 500GPM to 1250 GPM. The piece found is
an impeller vane and the deterioration of the impeller cannot be
fully d@termined until the pump is disassembled, If the impeller
continues to operate in the current condition more deterioration will
continue due to the impeller being out of balance.

rings, packings, impeller shaft bearings, outboard seal, pump
transmission oil, NFPA required pump test and labor required to
