The City Prior lake bas proposed to construct a 20' x 35' well house on Lot 15, Mock 3, Brooksville Rills 6th Addition. The subject site is located in an R-1 District that is c be d ev elop ed with single family home. (See pi ctures ecause public utility l i ility bur ldings are not permitted uses in the R-1 District. The minimum lot size requirement f'or this district has been established as 15,000 square feet. Lot 15 is approximate 13,000 square feet in area. Therefore, the City would require a variance from the minima lot size requirement in order to build the well house. The well house has been designed by Consultant planner, Charles looker. It has been specifically designed to be integrated into a single family neighborhood. The structure will look like a small, ore story single family home. Architectural elements incorporate the use of light gray vinyl shiplap siding, wooden garage doors, windows, skylight and cedar shake or dark roofing material. The exterior materials are comparable to those being used in the fames adjacent to the subject site. In addition, there will be shrub and tree plantings incorporated into the overall design to help produce grounds consistent with neighboring homes. The interior of the structure consists of a room to store chlorine, pop roam, and a storage area with an air look. The purpose of the air lock is to provide a division from the storage ram so that persons entering the structure will not have to walk through the storage area to enter the well house. The building will be maintained by City maintenance staff. Ian care will be provided by a lam rare service or by contracting with neighbors. Staff will frequent the pap house on a daily beefs in order to check the operation of the pump. All materials stored inside the structure and will be brought in through the garage door. The pump will have to be changed on a periodic basis. A clear path has been left on the north side of the structure for a crane to maneuver. The design of the well house must conform with the neighborhood. (The proposal sulmitted by staff was identified as Exhibit A). 2. There may be no outside storage associated with the use. 3. Adequate security locks and lighting be incorporated into the final plans• The well house has been designed to conform with the district and will not cause conditions which would be dangerous to the neighborhood. In addition, the use will comply with the performance standards outlined in the Zoning Ordinance. The Approval Criteria for conditional case primarily focus on conformity and integration of the use into the existing neighborhood. The well house has been designed specifically for that purpose therefore, staff recommends that the conditional use and variance be approved. 1. Mike Di Paolo, a resident of Prior Lake expressed his views on the action of the Council in approving the Conditional Use Permit as well as their actions concerning Prior Lake in general. The next item on the agenda was the consideration of appointing a new Planning Commission member as recommended by the Committee selected to interview the three candidates. The Committee consisting of Jahn Fitzgerald, Doug Larson, Forst Groner and Mike McGuire recommended Ta Hedromaki be appointed to the Planning Commission. The next item on the agenda was the review of first draft of the Prior Lake Subdivision Ordinance. The first 14 pages were reviewed with Staff. Discussion followed. As the ordinance was reviewed page by page, cements and suggestions on changes were made by Council. Council decided to table the review of the ordinance until March 2 at which time the remainder of the Ordinance will be reviewed. Council expressed a desire that Staff investigate methods other cities in the area are using (if any) regarding Specific architectural standards for development within the city, and how these standards are being applied. A five minute recess was called at 10:30 p.m. Meeting called back to order by Mayor Andren at 10:35 p.m. The next item on the agenda was consideration of Conditional use and Variance Permit to construct a public utility building in an R-1 District and consider a variance from the minimum lot size requirement. Staff recommended that City assess a charge of $4,8000 based upon an application of a standard SO foot lot multiplied by $60.00 per front foot. The justification for the lesser amount is the fact that Mr. Schweich has already paid for the stubs which normally would have been included in the assessment. The next item on the agenda was consideration of Chapter 509 - Storm Water Runoff and (later Quality Management Man drafted by the Prior Lake -Wig Lake !°watershed District for comments by the Council to be fonwarded to the Prior Lace - spring Lake Watershed District for incorporation into the NovAjosent Man. City Engineer Larry Aderson summarised the extensive document for the Council along with chmwgss and cemmmMs the Engineering Staff felt were neoessary. Council directed Engineer Anderson to request a two weak extension in order for Council to review the document more thoroughly before commenting. City Engineer Anderson presented the need for consideration of a new water tower: The 1986 Capital Deprexa ant Program included in the 1987 projects an additional refer tower and well for the City of Prior Lake motor system. The City's recent growth rate is piecing an increseed demand on the existing water mystam and will affect the City's ability to provide adequate water service. Present were Commissioners Arnold, Roseth, Wells, City Planner Graser and Assistant City Planner Garross. Upon a vote taken, ayes by Arnold, Loftus, Roseth, Wells; the motion carried. Conditional Use and variance to construct a public utility building in an R-1 Urban Residential District. The minian lot size requirement in this district is 15,000 square feet. Lot 15 is approximately 13,000 square feet therefore a variance would be needed in order to build the well house. The well house has been designed by staff to assimilate into the single faintly neighborhood. Maintenance staff would visit the well house to check the pump an a daily basis. Lawn care would be provided by a lawn care service or by contracting with neighbors. The Planning Commissioners discussed several aspects of the proposal including the exterior siding and roofing materials to be used, number of windows in the well house, need for a skylight, site location and public notification of the proposal. The Commissioners were concerned about possible vandalism to the structure and discussed options such as reduction of the number of windows, use of a metal entrance door rather than a door with a window and incorporation of sa^urity locks and lighting into the design plan.
