HomeMy WebLinkAbout9A - Playground Equipment DISCUSSION: CITY COUNCIL AGENDA REPORT JANUARY 21, 2003 9A AL FRIEDGES, PARKS SUPERVISOR BUD OSMUNDSON, PUBLIC WORKS DIRECTOR CONSIDER APPROVAL OF A RESOLUTION ACCEPTING THE BIDS AND AWARDING THE CONTRACTS TO INSTALL PLAYGROUND EQUIPMENT AT FOUR CITY PARKS. Historv At the December 2, 2002 regularly scheduled meeting, the City Council approved the plans and specifications and authorized the advertisement for bids for the installation of playground equipment at four City parks. City staff had prepared plans and specifications similar to those prepared in 2001. The purpose of this agenda item is to accept the bids and award the contract to install playground equipment as identified in the resolution passed by the City Council on December 2, 2002. Currellt Circumstallces The 2003-2007 c.I.P. includes funds to install playgrounds at Deerfield Park, Fairway Heights Park, and Meadowview Park. Deerfield Park and Fairway Heights Park are identified in the 2002 C.I.P. with a total estimated cost of $60,000. Meadowview Park is identified in the 2003 c.I.P. with funds totaling $35,000. Timbercrest Park is an additional request by City staff not included in the C.I.P. because the need is development driven. The identified funding includes the cost of the playground equipment plus the concrete curb and gutter and sand which is completed by a separate contract and City staff. Bids were received and opened on January 7, 2003 at lOam. A total of six (6) bids were received. The low bid was submitted by Flanagan Sales, in the amount of $85,492.00. The 2002-2003 CIP estimated cost total with the addition of Timbercrest Park is $130,000. The City has worked with Flanagan Sales on several City projects: there are six City parks that currently have playground equipment purchased through Flanagan Sales, and most recently they have provided the City with the new neighborhood park signs. Staff has worked with Flanagan Sales for a number of years and is satisfied with their past efforts. Issues Deerfield Park, Fairway Heights Park, Meadowview Park, and Timbercrest Park are new parks and will be receiving playground equipment for the first time. The play structures that will be installed at these four parks will meet the Americans with Disabilities Act (ADA) Accessibility Standards and Consumer Product Safety Commission (CPSC) guidelines. The new playground equipment will be modular, meet the most current safety standards, provide accessibility and will be durable and attractive. We will contract separately for the concrete curb placement. The vendor that meets the selection criteria, offers the best design, and is the lowest total bid for all four parks, will be awarded the contract. Flanagan Sales was the lowest bidder for all four parks and meets the selection criteria. Budf!et Impact The 2002-2003 c.I.P. has $95,000 programmed for three parks. The addition of the fourth park will require that an additional $35,000 be programmed for the fourth park. The cost for the play structures will be drawn from the Capital Park Fund. The project cost estimates for the playground equipment for all four parks is not to exceed $130,000. The low bid for all four parks was $85,492.00, which does not include the surface preparation, installation of concrete curb, or any landscaping and sodding. The City requests the Council approve $130,000.00 programmed for the parks to cover the additional costs of these expenses. The alternatives are as follows: 1. Approve Resolution 02-xx accepting the bids and awarding the contract for playground equipment, not to exceed $130,000. 2. Table this item for a specific reason. 3. Deny this agenda item for a specific reason and provide staff with direction. The Mayor and City Manager are hereby authorized to execute a contract with Flanagan Sales of S1. Paul, Minnesota in the name of the City of Prior Lake for the installation of playground equipment at four City parks. 3. The City Manager is hereby authorized and directed to return to all bidders the deposits made with their bid once the contracts have been signed. 4. Staff is authorized to purchase sand, and landscaping material, and to contract for the installation of concrete curb and gutter at the four sites per the City's purchasing policy in an amount not to exceed $44,500. 5.
