Motion. by Felix to deny the Conditional Use Permit request to construct
a twin home on Lot 6 and the south 3U feet of Lot 7 First Addition to
Lakeside Park as presented because it is not consistent with R -1 Lakeshore
development, seconded by Larson. Upon a vote taken, 3 ayes, 1 naye, the
vote carried.
April 2, 1984 City Council denied the Conditional Use Permit request
confirmed the Planning Commission motion.

SUSJECT:
To consider a Conditional Use Permit to construct a twin hose o: Lot 6
and the south 10 feet of Lot T First Addition to Lakeside Park.
STAFF ANALYSIS:
The application calls for the construction of a twin host on a 1$280 sq.
fast R-1 oozed property. The width of the subject property at the road
is 80 feet. The minimum lot also requirement for a two family home in
an R-1 district to 15,000 sq. feet and ft feet of width measured at the
not back Ilse. This pare" rmets the minimum lot size for a twin how
but not the width.
The subject lot is part of an alder neighborhood comprised of both R -1
and R-2 sominR. The lakeebote in this neighborhood is aoned R -1. The
property directly across from the subject site is developed with single
fondly homes and eased 2-1. The property to the north of Cates Street
is R -2 medium density residential. The lot directly to the north which
Is 170 feet to width is developed with a nonconforming four plax. The
property to the south measuring 100 feet in width is developed with it
single family home.
The total square footage of the twin boos including Enrage is 1668 eq.
Net. for a coverage ratio of 24X. The mudzen allowaLls coverage is
252. The subject site does not present any development constraints.
Very little site preparation is necessary, however three or four motors
emples will be lost.
In general there is very little justification for a twin home on this
site. The four plea to the north would warrant some consideration.
Si:e;e it is a nonconforming use and an isolated use planning law is
Soared toward eliminating It from the neighborhood. It should not be
used to justify other moobomogeneous neighborhood uses. The City has
on several occasions allowed twin homes in R -1 districts provided they
straddle the cone n property tine of two 50 foot lots. Puthermore, the
subject site is deficient in width.

proposed use is not consistent with R -1 lakeshore development.
