At the July 15, 2002, City Council meeting, Council adopted Resolution No. 02-110 authorizing staff to prepare a Feasibility Report for the 2003 Improvement projects as approved by the Council in the 2003-2007 Capital Improvement Program. The project area considered in the report includes Condons Street, Hope Street, Mitchell Circle, and 150th Street between Fairlawn Shores and Estate Avenue. A map of the project area is included as Exhibit 1 of the Feasibility Report. The proposed project includes street reconstruction, storm sewer, concrete curb and gutter and appurtenant work. Sanitary sewer and water main replacement is proposed for Condons Street, part of Hope Street and part of Mitchell Circle. CURRENT CIRCUMSTANCES The attached report indicates the estimated costs for the project, along with preliminary assessment estimates. At the end of the Feasibility Report, a project financing summary is included to show project cost splits. The total estimated cost of the project is $2,367,382. Condons Street, Hope Street, and Mitchell Circle have failing bituminous surfaces and some bituminous curb. The existing street varies from 24 feet to 28 feet in width and was originally paved in 1976. The street width is this area is proposed to be 28' and remain on the existing alignment. 150lh Street has a failing bituminous surface. The existing street width is 36 feet and was originally paved in 1974. The width is proposed to be reduced by 4 feet to a width of 32 feet. Such action is consistent with the Watershed District's desire to minimize impervious surface. The water main system on Condons Street, Hope Street, and Mitchell Circle was installed in 1972. The water main system on 150th Street was installed in 1974. It consists of 12-inch ductile iron pipe and is proposed to remain in place. The sanitary sewer system on Condons Street, Hope Street, and Mitchell Circle was installed in 1972 and consists of 8-inch vitrified clay pipe. The sewer within the project area was televised in November of 2002. The televising report shows offset joints, open fractures, and roots in several sections of pipe. Sanitary sewer replacement is proposed for Condons Street and sections of Hope Street and Mitchell Circle. The renovation of the existing lift station on Mitchell Circle is proposed to be bid with the street reconstruction project. Staff is in the process of obtaining quotes for the preparation of plans and specifications for the lift station renovation and will bring this item to the Council for consideration at a later date. The sanitary sewer system on 150th Street was installed in 1974 and consists of l5-inch reinforced concrete pipe and 8-inch vitrified clay pipe. The sewer was televised in September of 2000. The televising report shows that the sanitary sewer in this area remains in good condition. Storm sewer improvements will include replacing eXIstmg pipe and catch basins and adding additional storm sewer on Condons Street, Hope Street, Mitchell Circle, and l50th Street. Staff has met with the Prior Lake Spring Lake Watershed District staff to discuss permit requirements. The District staff indicated that drainage structures similar to those installed with the Estate Avenue, Frog Town, and Candy Cove Trail projects will be necessary throughout the projects. Drainage ponds will also be necessary south of 150th Street near Green Oaks Trail and Estate Avenue. Informational meetings are scheduled for January 28th and 29th. The proposed improvements, project schedule and assessments will be presented. The attached Feasibility Report outlines which portions of the cost for the above projects will be assessed to the benefiting properties. If the Council approves the Feasibility Report, the Chapter 429 special statute requires a public hearing be conducted prior to proceeding with the project to determine if it is to move forward. ISSUES: The special assessment committee met on January 10th at which time the following issues were discussed and recommendations made: G: IAgendalAgenda03\03FEAS.DOC 2 FINANCIAL IMP ACT: G: IAgendalAgenda03\03FEAS.DOC Street and Storm Sewer Reconstruction · Pursuant to the assessment policy, the street and storm sewer reconstruction should be assessed at 40% of the total project cost against the benefiting properties. The remaining 60% should be recovered through the general ad valorem property tax. Sewer and Water Main Replacement · Sewer and water main replacement should be funded through the Sewer and Water Utility Fund. Street Lighting · The assessment committee recommended that the street lighting along 150th Street be funded through the Collector Street Fund. Assessment Method · The assessment committee recommends the unit method for Condons Street, Hope Street, and Mitchell Circle due to the fact that lots in the project area are of similar size and/or value. The proposed assessment rate for Condons Street, Hope Street, and Mitchell Circle is $5,209.07/unit (Five units were never assessed for street and storm sewer and will be assessed at the 100% level of $13,022.67/unit). · The assessment committee recommends the unit method for 150th Street due to the fact that lots in the project area are of similar size and/or value. The proposed assessment rate for 150th Street is $6873.311unit. The assessment committee recommended that 11 un- assessable parcels be added to the number of units for division of the project assessment. The 11 additional parcels reduced the cost per parcel. The street width and large lot frontages have contributed to the assessment rate. CONCLUSION In summary, the project is feasible from an engineering and economic standpoint. Approval of the Feasibility Report does not grant final approval of any project. The 2003 improvement project is proposed to be financed by special assessments, tax levy, and trunk reserve. Area 1 - l50th Street SE, located within the southeast quarter of Section 25 Township 115 North, Range 22 West and the southwest quarter of Section 30, Township 115 North, Range 22 West, Scott County, Minnesota. . Area 2 - Condons Street SE, Hope Street SE and Mitchell Circle SE, located within the southwest quarter of Section 36, Township 115 North, Range 22 West, Scott County, Minnesota. SCOPE This report evaluates the feasibility of reconstructing the streets and replacing utilities in the two project areas. All existing infrastructure elements (streets, sanitary sewer, water main, etc.) were evaluated, improvements recommended, cost estimates of the proposed improvements prepared and funding strategies developed in this report. BACKGROUND The proposed project areas are shown on Exhibit 1. l50th Street, Condons Street, Hope Street and Mitchell Circle have failing bituminous surfaces and bituminous curb. The existing road widths are between 24 and 28 feet on Condons and Hope Street and 28 feet on Mitchell Circle. The existing width on l50th Street is 36 feet. These streets were originally paved in 1976. The streets no longer meet minimum design standards and it is not cost effective to continue to patch the streets. The sanitary sewer system for the Condons Street, Hope Street, and Mitchell Circle area was installed is 1972 and consists of 8-inch vitrified clay pipe. The sanitary sewer for the area was televised in November 2002. The televising report indicates offset joints, open fractures, and roots in several segments of pipe. The sanitary sewer system for l50th Street was installed is 1974 and consists of 8-inch vitrified clay pipe and 15" reinforced concrete pipe. The sanitary sewer for this area was televised in September 2000. The televising report indicates that the pipes in this area remain in good condition. The water main system for the Condons Street, Hope Street, and Mitchell Circle area was installed in 1972 and consists of 6-inch cast iron pipe and 20-inch ductile iron pipe. Cast iron pipe generally experiences more water main breaks and has typically been replaced with ductile iron pipe during reconstruction projects. G:\PROJECTS\2003\11_150th\2003 FeasReport.doc 3 The water main system for the l50th Street was installed in 1974 and consists of 12-inch ductile iron pipe. The watermain in this area has not shown a history of failure. Existing storm sewer in Hope Street and Mitchell Circle consists of reinforced concrete pipe that carries runoff to a wetland located east of Mitchell Circle, which is a landlocked basin. Storm water runoff from Condons Street flows into Prior Lake. The storm sewer outlet to Prior Lake is located in an easement. There is an existing reinforced concrete storm sewer on l50th Street that carries storm water runoff to Prior Lake and a wetland located south of l50th Street. The wetland south of l50th ultimately drains to Prior Lake. PROPOSED IMPROVEMENTS Roadwav Proposed improvements include seven-ton design street reconstruction for Condons Street, Hope Street, and Mitchell Circle with storm sewer, concrete curb and gutter, driveway restoration, and bituminous surfacing. The proposed width for Condons Street, Hope Street, and Mitchell Circle is 28 feet, which is approximately the same as the existing width. Due to the surrounding topography, the street could not be widened without considerable construction of retaining walls and easement acquisition. The proposed street design for l50th Street includes nine-ton design, a width of 32-feet, and a 5-foot sidewalk along the south side of 1 50th Street. The typical street sections are shown on Exhibit 2. Streetlights are proposed along l50th Street following the standards detailed in the City of Prior Lake Public Works Design Manual. The existing right-of-way is 50 feet wide on Hope Street, and Mitchell Circle, 20 feet wide on Condons Street, and 66 feet wide on l50th Street. Existing permanent easements exist for Condons Street. Right-of-entry agreements will be necessary for driveway restoration due to the topography of the area. Sanitary Sewer Proposed sanitary sewer improvements are shown on Exhibits 3A and 3B. The televising reports indicate offset joints, roots and open fractures in portions of the main on Condons Street, Hope Street, and Mitchell Circle. It is recommended that the failing vitrified clay pipe in these areas be replaced with 8-inch PVC pipe. Forcemain pipe will also be replaced on l50th due to maintenance concerns. In areas that the sanitary sewer is replaced, service connections will be replaced from the main line to the property line. The cast iron water main in Condons Street, Hope Street, and Mitchell Circle will be replaced with 8- inch ductile iron pipe. In addition, gate valves and hydrants will be replaced and new hydrants will be installed in accordance with the spacing guidelines outlined in the Public Works Design Manual. Water service connections will be replaced from the main to the property line and new curb boxes will be installed. The ductile iron water mains in 150th Street, Hope Street, and Mitchell Circle do not require replacement. Gate valves and fire hydrants will be replaced and additional valves and hydrants installed to meet spacing requirements. Storm Sewer Proposed storm sewer improvements are shown on Exhibits 5A and 5B. The storm sewer system improvements will consist of replacing existing pipe and catch basins on Condons Street, Hope Street, l50th Street, and Mitchell Circle. The storm sewer systems will be replaced at similar locations. Additional catch basins and pipe will be added to provide proper intersection drainage. A meeting was held with Prior Lake Spring Lake Watershed District personnel to discuss permitting requirements for the City's proposed improvements. Sediment trap manholes, a storm water treatment manhole, and NURP ponds are proposed prior to discharge into the wetlands and Prior Lake. Street Li2htin2 The cost of street lighting is estimated to be $40,000 for the Condons Street, Hope Street, and Mitchell Circle area and $30,000 for 150th Street. The cost for street lightning in the Condons Street, Hope Street, and Mitchell Circle area is not included in the current estimate. If street lighting is appropriate for this area then the total cost is proposed to be assessed (100%) at a unit rate of $740.74. Because l50th Street is a collector street, the cost for street lighting is proposed to be funded through the Collector Street Fund. The final determination on street lighting on Condons Street, Hope Street, and Mitchell Circle, will be evaluated after the Informational Meeting and Public Hearing. Fundin2 The benefiting property owners are proposed to be assessed for street and storm sewer construction. The property tax levy will be used to finance the City's portion of the street reconstruction costs. The Sewer and Water Enterprise Fund is proposed to finance the water and sanitary sewer improvements. Trunk storm sewer improvements are proposed to be paid for out of the Water Quality and Trunk Reserve Funds. FEASIBILITY From an engineering standpoint, this project is feasible, and can be accomplished as proposed. ESTIMATED COST The following costs were prepared based upon an Engineer's Estimate (Exhibit 6) and are subject to change, depending on the final design of the project, required easements and/or right of way, soil conditions, bids received, and actual work performed. Minnesota Statutes Chapter 429 Special Assessment Bond issue requires that a minimum of 20% of the total bond issue amount be recovered through special assessments. The total estimated cost of the recommended improvements is $2,367,382.
