YOU SHOULD CERTAINLY RECOGNIZE THAT THERE IS NO JUSTIFICATION FOR A TAX INCREASE. IN FACT. YOU OUGHT TO BE CONSIDERING TAX REDUCTION. LET ME CITE SOME FACTS THAT YOU MIGHT NOT BE AWARE OF. 1. THE CITY'S BUDGET FOR LAST YEAR. 2001 WAS $6.792 MILLION. YOUR PROPOSED BUDGET FOR NEXT YEAR IS $8.636 MILLION, OR A 27 PERCENT INCREASE IN TWO YEARS. LET ME REPEAT THAT. A 27 PERCENT INCREASE. 2. DURING THE LAST FOUR YEARS, THE CITY'S TAX LEVY WAS HELD ESSENTIALLY FLAT, INCREASING FROlv1 $4..566 MILLION IN 1998 TO $4.729 MILLION IN 2001. THE TAX LEVY WA.S INCREASED BY LESS THAN $200,000 OVER 4 YEARS. TO THE BEST OF MY KNOWLEDGE, WE RECEIVED ALL OF OUR SERVICES DURING THAT TIME. NOW YOU ARE PROPOSING A LEVY EXCEEDING $6 MILLION. OR AN INCREASE OF ABOUT $1.3 MILLION IN JUST TWO YEARS. I RECOGNIZE THAT SOME OF THAT INCREASE IS TO COMPENSATE FOR A REDUCTION IN STATE AID, BUT THAT'S A SMALL PART OF IT. THE MAJORITY OF THE INCREASE IS TO SUPPORT INCREASED SPENDING. A THEME THAT WE SEEM TO HEAR FROM THIS COUNCIL IS THAT THERE HASN'T BEEN ADEQUATE REVENUE IN THE PAST TO PERMIT THE STAFF TO DO ITS ,JOB---BUT THE F.ACTS DON'T SUPPORT THIS. ACCORDING TO YOUR FINANCIAL REPORT, LAST YEARS INCOME INTO THE GENERAL FUND EXCEEDED EXPENDITURES BY $1.374 MILLION. OR 19 PERCENT. LET ME REPEAT THAT, THE REVENUE EXCESS ABOVE EXPENDITURES WAS 19 PERCENT. IN FACT OVER THE PAST FOUR YEARS, THE EXCESS HAS AVERAGED $1.306 .MILLION PER YEAR. City Council have until December 15 to confirm or eliminate the tax increase they previously approved for next year, 2003 We the undersigned citizens of Prior Lake believe that a tax increase is neither necessary nor appropriate.
