DATE: APRIL 1, 1985
The applicant, Southdale YMCA is the owner of camp "Kici Yapi" on the north
side of Pike Lake with an access drive from Pike Take Trail. The camp caters
to summer campers ranging in ages from 4 -12 years. The YMCA has an identi-
fication problem and desires a 4 X 3 foot sign adjacent to their driveway.
Parents that bring children to the camp have expressed the need for an
Identification sign.
The alga cod* on page 8 allows a 12 square foot sign in agricultural areas
for permitted uses. However, the approval process is the Conditional Use
Permit rather than the variance process. The Planning Commission should
consider this a Conditioal n Use Pew Staff will have the applicant fill
out the appropriate form.
Unfortunately the alga lack* definition and a materials list. Staff feels
that a alga for this use is appropriate if constructed in accordance with
the following guidelines.
1.) The face of the alga be no larger than 3 X 4.
2.) The alga be supported by two 2 X 4's.
3.) The sign be painted an earth tone color.
4.) The lettering on the face of the sign be ranted.
5.) The sign be placed out of the right of way and at
right angles to Pike Lake Trail.

The Common Counc of tle Cin of Prior Lake met in regular session on Monday,
May 6, 1985 at 7:30 PM in t :�. City Conch Chambers. Mayor Johnson called tho
meeting to order. Present wEr Mayor Johnson, Council as Busse, Schteicli,
Scott, 'iTmrkelson, City Xkna r McGuire, City Planner Craser, Parka L Recreation
Director Mangan, Police Cnief lbuell and City Attorney Gary (angel.
Mayor Johnson asked �ryont tc rise for the pledge of allegiance.
The minutes f the seeking of April 15, 1965 were reviewed by Council.
Nation by Puss& to approve the minutes of [fcil 15, 1985 as emitted, seconded
by Scott and upon a vote taken it was duly passed.
The minutes for the meting of April 22. 1985 ad the list of invoices scheduled
for payment on Tuesday. Key 7, 1985 ours reviewed by Council.

invoices scheduled for per. on Tuesday, May 7, 1985 as sabaitted seconded by
Scott and upon a vote taken it was duly posed.

Paris a Recreation Director Mangan revised the options that the City could go
with. He stated that thew as several options that would be available to the
Council that would involve an expenditure re of $5,000.00:

Hr. Kvan'ueck requested a ill of the Council regarding their feelings on the
changes to the Zoning Ordinan. amend. nt.
Ttroere was a general discussion regarding the amendment to the zoning ordinance.
It was the consensus of the Council that the amendTent go back before the
planning Camussim, that they hold the public hearing and then bring it back to
the Council.
The next it® rase to consider the request for a conditional use for a sign for
Cm p riciyapi. City Planner Graver commented on this item.
City Planner Graver stated that the Planning Commission heard this application
on April a, 1945 with the following recomm dction to the Co=il. Be stated
