The applicant is requesting an off - premises Directional Sign in accordance with
Title 5 Chapter 7 -2:(A) 11 of the City Code. The Minnesota Horse and Hunt Club
formerly The Wilderness is requesting 'a, Directional Sign at intersection County
Road 23 and Highway 13. The applicant feels that a Directional Sign at this
intersection is critical because the majority of the club's traffic will use
this intersection. The business is located about 5 miles south of Prior take on
County Bond 23 and 1 mile west on County Road 8. Currently there is a
Directional Sign at the above referenced intersection in favor of the
Wilderness. The sign is located in the Highway 13 right of way. The Minnesota
Department of Transportation has an existing permit for the current sign.
Changing the message would not void the permit.
The proposed sign will consist of exterior grade duraply plywood painted maroon
and gray. The sign will be 12 square feet in size, 48 inches above Highway 13
and unlighted. The present sign is about twice the size and made of cedar which
is stained. The application does not address the supports which must be of an
exterior grate material and strong enough to withstand the elements and snow
drifts.
Paragraph ll of the previously referenced Title and Chapter gives the Planning
Commission the discretion in de terminin g if a substantial hardship exists from
the lac of reasonable identification resulting from location. The Minnesota
Horse and Hunt Club is not within the City limits of Prior Lake but does have a
Prior Lake address and is considered to be a remote member of the Prior Lake
business w®mity.
The Prior Lake business comity benefits from a sorcewhat centralized business
districts but more over a Highway 13 exposure. The Horse and Hunt Club has
neither the benefit of a recognized business district or a major highway. A
sign at Highway 13 and County Road 23 would greatly benefit The Horse and Hunt
Club providing additional exposure. The motoring clientele will be given a
clear direction and message at the intersection decreasing hesitation and
indecision by motorists.
Staff rent approval of the directional sign subject to verification for
the supports.

of Prior Lake and the Minnesota Horse & Hunt Club.
Even though the Minnesota Horse & Hunt Club is
located outside of Prior Lake, the City will benefit in that
there will be a decrease in the hazards of the intersection.
Motorists will receive clear direction with the sign, therefore
minimizing the hesitation and uncertainty as to where to turn.
Because of the hardship suffered by the Minnesota Horse & Hunt
Club due to their location,they will be greatly served by
the granting of the conditional use permit for the directional
sign. The public will also benefit with the ease in locating
the restaurant.

The August 15, 1985 Prior Lake Planing omission meeting was called to order by
Chairman Felix at 7:38 P.M. Present were C®lssioners Loftus, Larson and City
Planner Graser. Absent was Ooseiasiaur Aoseth.
The minutes of the August 1, 1985 meeting were amended as follows: Paragraph 1,
line 3, change 'Citiy to 'City -. lotion by Arnold to approve the minutes as
amended, seconded by Loftus. Upon a vote taken, the motion was duly passed.
Item I, Let Grassini request for Conditional Use Permit for 14277 Shady Beach
Trail. No one was present to represent the applicant.
City Planner Graser commented that the Conditional Use Permit request be
declared null and void.
Notion by Loftus to declare the Conditional Use Permit request by Lan Grassini
for 14277 Shady Beach Trail nail and void since no presentation fram applicant
and notices were sent out to area residents, seceded by Larson. Upon a vote
taken the motion was duly passed.
Item II, U.S. Entertainment Corp request for Conditional Use Permit for a
Directional Sign located at intersection of County Road 23 and Highway 13. Pam
Fahr legal assistant for Minnesota Horse and Hunt Club was present to -newer
questions.
Lam Fahr presented pictures of the Directional Sign and commented that the
requirements for the sign have all been met. Permission from MrDOnalds to locate
the sign on their property is currently being sought.
City Planner Graser commented per mean dated August 13, 1985.
Motion by Larson to grant approval of Conditional Use Permit for Directional
Sign located at intersection of County Road 23 and Highway 13 for the Minnesota
Horse and Hunt Club contingent upon City Staff receiving verification that
Mrponalds grants permission for the signage site, seconded by Arnold. Upon a
vote taken the motion was duly passed.

MIN",7ES OF T'iE CITY COUNCIL
September 3, 1985
The Common Council or the City of Prior Lake met in regular session on Tuesday,
September 3, 1985 at 7:30 PM in the City Council Chambers. Mayor Johnson called
the meeting to order. Present were Mayor Johnson, Councilrneobers Busse,
Schweich, Scott, Tborkel5an, City Manager McGuire, City Engineer Anderson, City
Planner Graser, City Attorney Kessel, Finance Director Taschner, Economic
Development Director /Administrative Assistant Unmacht, City Parks and Recreation
Director Mangan, and Police Chief Powell.
Mayor Johnson asked everyone to rise for the pledge of allegiance.
The minutes of the August 26, 1985 meeting and the invoices scheduled for
payment on September t, 1985 were reviewed by council. Motion was made by
Scott, seconded by 7horkelson, to approve the minutes and the payment of the
invoices as submitted, and upon a vote taken, was duly passed.
The next item on the agenda was the Bruce Lindell Variance Appeal. Manager
McGuire indicated that the two parties involved were able to resolve their
differences and they would not be appearing before the Council. Planner Graser
explained the circumstances surrounding the variance appeal and haw it was
resolved.
City Engineer Anderson reported on the progress of the Street Overlay project.
He indicated that a letter has been sent to the contractor, Valley Paving,
concerning being behind schedule. It is possible that the Willows and Green
Heights areas could he completed by September 15 and the Ridgemont area by
October 1.
Next on the agenda was to consider thr request by the Minnesota Horse and Hunt
CUB for a directional sign permit. Planner Graser indicated the applicant was
requesting permission to erect the sign at Highway 13 and County Road 23. The
Planning Commissi recommended approval for the sign be granted subject to
receiving a statement of consent from the landowner of the site in question.
Staff has received the consent from TYm Butler, owner of McDOrald's, for the
sign. Pamela Fahr, representing the Minnesota Horse and Hunt Club, was present
to answer questions.
Motion was made by Thorkelson, seconded by Busse, to grant the U. S.
Entertainment Corp. the permit to put a sign up at the intersection of Highway
13 and County Road 23 for the purpose of directing traffic to the Horse and Hunt
Club for the reasons of increasing the safe flow of traffic at that
intersection; and, because it is a business serving the public, it would be
difficult to find without direction. Upon a vote taken, the motion was duly
passed.

Mayor Johnson called the 1xblic hearing on the General Revenue Sharing IUnds to
c-der at 8:00 p.r. and read the public notice for the record as it appeared in
the August 19 and 26, 1985 Prior Lake American.
Finance Director Teichner indicated that $34,000 was anticipated in this fund
this year and it was the recoormerdation of the Staff that these funds go toward
the operation of the Fire Department as they have in the past.
Motion was made by Schweich, seconded by Scott, to approve the General Revenue
Sharing funds in 1986 t_. support the Fire Department operational experrlitures,
and upon a vote taken, was duty passed.
Motion was made by Tborkelson, seconded by Busse, to adjourn the public hearing,
and upon a vote taken, was duly passed.
Mayor Johnson then called the public hea ring to order for the Proposed 1986
Operating Budget and read the public notice for the record as it appeared in the
August 19 and 26, 1985 Prior Lake American.
Manager McGuire reviewed the budget in detail with the Council. He indicated
that the budget reflected a 126 increase mainly because of the Zvirbulis land
acquisition, continuing to imphement the computer system, three new staff
embers, County Road 21 and the Street Overlay projects, and infiltration seal
of certain sewer lines. Staff was available to answer questions about their
respective departments. (The tapes will be kept on file in the Office of the
City Manager as the official record of the public hearing.) Discussion
followed.
Motion was made by Thorkelson, seconded by Schweich to approve the 1986
Operating Budget of the City of Prior Lake as submitted and upon a vote taken,
was duly passed.
Motion was made by Scott, seconded by Busse, to adjourn the public hearing and
upon a vote taken, was duly passed.
The next item on the agenda was consideration of the Five Year Road Construction
Plan for the Municipal Sate Aid Street Program. City Engineer Anderson
explained eAid eac municipality is requested to submit a Council Transportation Office
updated
five year program of proposed construction on its M.S.A.S. system in 1985. The
estimated annual construction allotment is $211,498 and the total state aid
allotment for programming purposes is $1,101,190. Staff recrn-mended completion
of Carriage Bill Street to Pike Lake Trail. Discussion followed.
Motion was made by Busse, seconded by Scott to approve Resolution 85-18
Implementation of a Five Year M.S.A.S, Construction Program as presented by City
Engineer Anderson and upon a vote taken, was duly passed.
The Street Improvement Progran was then discussed. City Engineer Anderson
presented the proposed projects for 1986 which included seal coating certain
streets, Oakwood Bills addition, Cates Street improvement with water main and
street, petition for the improvement of the private road in Green Heights Trail,

Beach, North Shore sewer and water project, Peach Street, shore Trail, Line

motion was made by Thorkelson, seconded by Busse, to authorize the feasibility
study for seal coating and street construction as outlined on the map, and upon
a vote taken, was duly passed.
Manager McGuire presented a request by the City of Shakopee to rename Columbia
Avenue to Canterbury Drive or Lane. He recommended that a renaming not take
place until the people living on that street could be invited in or informed of
the possible chance. Manager McGuire will discuss this further with the City of
Shakopee and bring it back to the Council at a later date. He also indicated
that a 'Welcome to Prior Lake' sign is being erected by the Chamber of Commerce
on this road at the city limits to let the public know they are in Prior Lake.
Manager McGuire informed the Council that a pre -bid conference was held on
September 3 regarding the City Mall Addition. Bid opening will be September 10
and the results will be brought to the Council the following Monday.
Economic Development Director Oimacht indicated that final copies of the Wilson
Management Dmmtmm Development Study were distributed to the Councilmadxrs and
that it would be discumed in the future.
The next Council meeting will be Monday, September 9, 1985 at 7:30 p.m.
