The applicant is proposing to develop and construct a mini storage facility in
the property commonly referred to an the drive in theater property (see attached
site map) . The theater property totals about 18 acres. The mini storage
proposal consists of about 1.1 acres. The theater property is zoned e-3 and is
an integral part of the Ooenercial District which structures along Highway 13
from Franklin Trail to Toronto Avenue.
The site plan which is attached reveals three 28 X 238 foot buildings to be
cocetructed of brick with flat roofs. The driving laces between the buildings
are 22 feet. Right feet along the east and rest property lives is reserved for
green spans NO to be landecaped in accordance with the schedule found on sheet
one of the attachment. An office adjacent to the entrance in the northwest
cower of the site along with a 6 foot c*-in link fence will provide security
for the facility.
The losing Ordinance an page 35 provides approval criteria for conditional uses.
The elements and components of the proposal Should be evaluated with respect to
these criteria plus any other pertinent facts.
An impo rtant observation by t W ilson Management Stud reflects an area wide that Prior
Lake
commercial uo downtown but i rather a�Hi*W commercial s ip. The study
suggests that the Priordele Hall area is more of a central retail area then the
old downtown. Wilson an9geste rather thin try to re- establish the old downtown
the City's efforts should be geared to providing good traffic circulation
through the use of frontage roods. The Priordale area is a good emsW a of poor
circulation. To incorporwte a frontage road system will in every way involve
the theater property. As a result the mini storage site will receive
considerable exposure. A frontage road systm through the theater property has
two aligoment optima. Regardless of which option is finally chosen, the
subject site must be decreased in depth by 14 feet to provide future road
alignment flexibility. The current unorganized traffic m mmwhts stems from
random meets and bonds divisions of property. Staff has been working with area
owners to introduce a frontage rood systm but has had little women.

The mini storage use for this lot is questionable. with respect to existing
uses it does not provide a total consistent visual impression and environment.
It provides no job base and has a very low tax return to the comnmity. More
over the nature of the use may have a negative effect on the remainder of the
vacant nine acres. It is staff's opinion that the progression of development is
at a crucial point and any questionable uses may spell wasted opportunities.
The missing ingredient in the Priordale shopping area is secondary diversity.
Jobs and businesses that produce people which spell revenues for the other
businesses. The mini storage is not a positive use for the area with little
potential return to the (Sty and area businesses.
Staff believes that a need for mini storage space exists in Prior Lake. It is
highly unfortunate that staff has to make a negative recommendation for use that
apparently is needed and more over to be developed on a parcel that has sewn
little development interest.
Staff recommends to deny this proposal bemuse of the aforementioned reasons.

SEPTEMBER 19, 1985
The September 19, 1985 Prior Lake Planning Commission meeting was called to
order by Chairman Larson at 7:55 P.M. Present were Commissioners Loftus,
Arnold, Felix, aoseth, City Planner Graser and City Planning Intern Lee
Meilleur.
Motion by Felix to approve the minutes of the September 5, 1985 meeting as
presented, seconded by Loftus. Upon a vote taken, the motion %as dily passed.
Item I, variance request by John Cruit for a 2.1 foot side yard and a 1 foot
front yard variance for 3010 Fairview Road S.W.
Mr. Cruit commented on the request for a needed variance in order to build a
garage.
City Planning Intern, Meilleur commented per memo dated 9/19/85. Also stating
that he received a pbone call from Dorothy and Guy Amundson abutting neighbor in
favor of the variance request.
Motion by Loftus to approve the variance for a 2.1 foot side yard and a 1 foot
front yard variance for 3010 Fairview Road SN, since it is consistent with the
character of the area and is not detrimental to the general health, welfare and
property values of the area, seconded by Roseth. Upon a vote taken, the motion
was duly passed.
At this time a 10 minute recess was called.
The meeting resumed at 9:20 P.M.
Item II, Willme: Scharf Non - Conforming use change in a building he awns at
intersection of Highway 13 and County Road 12. Fred Bargnann future renter was
present to answer questions.
Fred Bargmann commented that he wants to rent this building from Mr. Scharf
since he needs more roan for his cabinet shop business.
City Planner Graser commented per memo dated September 17, 1985.
The Planning Commissioners commented on the Mon - Conforming change request with
regard to future ownership, type of business, advertising, building structure,
parking lot, and landscaping.

Mr. Davis commented that a feasibility study was done in 1984 for the Prior Lake
area to establish if a mini storage facility would work. 'shin location was
