SPECIAL CITY COUNCIL MEETING
LOCAL BOARD OF APPEALS AND EQUALIZATION MINUTES
May 1, 2012
CALL TO ORDER
The meeting was called to order at 6 :00 p.m. Present were Mayor Myser, Council members Erickson, He d-
berg and Keeney , City Manager Boyles, Finance Direc tor Erickson and Administrative Assis tant Green.
Councilmember Soukup was absent.
PUBLIC HEARING
Local Board of Appeal and Equalization Hearing
Mayor Myser announced that t he purpose of the meeting to address the value and classification of the
Janua ry 2, 2012 assessment. Stated that t axes and budgets will not be addressed in this meeting and that
Board action will be taken on all appeals prior to adjournment of the hearing .
MOTION BY HEDBERG, SECOND BY KEENEY TO OPEN THE PUBLIC HEARING .
VOTE: Aye s by Myser, Erickson, Hedberg and Keeney. The motion carried and the hearing opened at
6:02 p.m.
Mike Thompson , Scott County Assessor, provided a PowerPoint presentation describing the asses s-
ment process and timeline. Described acceptable sales ratios a nd qualified sales that are used when co n-
sidering property value. Market Value Exclusion impacts to market valuation were explained. Provided a
brief history of foreclosure fi l ings in Prior Lake . Discussed the appeals process.
Comments:
Hedberg: Ask ed about lakeshore valuation. Clarified that the valuations reflect that higher value homes
held their value, and those valued at less than $6 00,000 experienced a decrease in valuation.
Thompson: Affirmed and stated it appears to be due to market changes .
Boyles: Sugge sted closing the public hearing and approv ing the Consent Agenda which include s appeals
made directly to the County:
Ion Skillrud , 14324 Watersedge Trail NE, PID 251190050. Agreement was reached between the
Asse s sor and the property owner to reduce the valuation to $322,400 based on an inspection.
Al Cook , 14260 Fountain Hills Ct NE, PID 253900600. Agreement was reached between the A s-
sessor and the property owner to reduce the valuation to $103,000 based on an inspection.
MOTION BY HEDBER G, SECOND BY ERICKSON TO CLOSE THE PUBLIC HEARING.
VOTE: Ayes by Myser, Erickson, Hedberg and Keeney. The motion carried and the hearing closed at 6:12
p.m.
Thompson: Stated that a nother property owner contacted the Assessor’s office last week and it w as co n-
firmed that the County had inaccurate lakefront property measurements.
MOTION BY ERICKSON, SECOND BY KEENEY TO APPROVE THE CONSENT AGENDA
VOTE: Ayes by Myser, Erickson, Hedberg and Keeney. The motion carried.

TIONS AS PRESENTED BY SCOTT COUNTY.
VOTE: Ayes by Myser, Erickson, Hedberg and Keeney. The motion carried.
