There are a total of three changes in existing charges and six new service fees proposed for 2000. The only building permit related fee increase proposed for 2000 is the Metropolitan Council Environmental Service SAC charge. This change is mandated by the Metropolitan Council Environmental Services agency and is collected by the city on their behalf. Current Circumstances: Attached is the proposed 2000 City of Prior Lake Official Fee Schedule which lists all license fees and service charges. Fees identified to increase are indicated in bold alongside their present amount. The driveway permits do not apply to new driveways since review of these is incorporated into the building permit process. The MCES sac charge increase of $50.00 is required by the Metropolitan Council Environmental Services. This rate has increased by $50.00 each year for the past 10- 15 years. Rental fees for field, slide and rink lighting are established to recover our electric costs and manpower necessary to operate the lighting facilities for such events which are requested beyond our . normal lighting hours during which the park is open. Rental fees for both Lakefront Park Pavilion and the Resource Center Studios were set at two different levels, one for residential use and a higher rate for non-residents. This rental income is intended to offset some of the operational costs the city incurs at these two buildings. In the case of the resource center the hourly rental fee applies per studio. Excavating permits are proposed to be based upon the UBC (Uniform Building Code) which identifies a graduated fee schedule, depending upon the extent of the filling area requested. In the past we have had a fixed fee amount regardless of the excavation quantities. Sand bags have previously been charged a standard fee. The proposal is to charge the actual cost for sand bags at the time of purchase as a pass-thru charge. It is intended that the city provide such a low cost service with no charge for the sand to city residents as a property protection measure in those flood prone areas within the City. The following alternatives are available to the City Council: 1. Adopt the 2000 City of Prior Lake Official Fee Schedule as presented. 2. Approve the 2000 City of Prior Lake Official Fee Schedule subject to specific Council amendments. 3. Delay action on the fee schedule if additional information is required by the Council.
