Prior Lake, Minnesota 55372 CITY COUNCIL AGENDA REPORT DATE: AGENDA #: PREPARED BY: REVIEWED BY: January 5, 2004 6C Bud Osmundson, Director of Public Works Frank Boyles, City Manager AGENDA ITEM: CONSIDER APPRO V AL OF A RESOLUTION AUTHORIZING THE CITY MANAGER TO HIRE McCARTHY WELL COMPANY TO PROVIDE LABOR AND MATERIALS FOR THE REPAIR OF WELL NO.5 DISCUSSION: The purpose of this item is to authorize McCarthy Well Company to provide professional services to repair Well No.5. A copy of their quotation for the repairs is attached. ISSUES: During the drought last summer and fall, staff noticed a decline in the pumping capacity of Well No.5. We knew that part of the decline was due to the plunge of the water level in the Jordan aquifer caused by the increased pumping of other Jordan wells in the area. However, we noticed that Well 5 was not pumping the water expected at times that it should have pumped at a higher rate. In the 2003/2004 off peak period Well 5 was scheduled for a preventative maintenance column and pump removal and inspection in the 5 to 7 year rotation we have for all of our wells. In November we had McCarthy Well Company pull the column of pipe from Well No. 5 for inspection at a cost of $2,053. McCarthy was the low quote between two companies that specialize in well and pump repair (Second quote from Keys at $2,400.) McCarthy already provides periodic pump inspection services of our wells and pumps. McCarthy's inspection revealed numerous holes in the pipe column due to excessive use and wear. This caused a loss in pressure in the pumping system and therefore the loss of pumping capacity. Prior to the development of Wells 6 & 7, the City was dependent on using Wells 3, 4, & 5 exclusively, which was the main cause of the wear. The McCarthy proposal details exactly the tasks involved in repairing the pipe column, and the routine maintenance of the pump and motor. This includes total replacement of some of the pipe column. FINANCIAL IMP ACT: As previously stated, staff obtained two quotes for the initial work which was to remove the well column and pump from the well, take the equipment to their shop, inspect the equipment for damages, and provide a cost estimate for the repairs. McCarthy's quote for the work is estimated to be $15,966.65. The funding for the proj ect will come from the Water Operating fund, since it addresses the repair of existing water facilities. The cost is over the $15,000 threshold that the City Manager is allowed to authorize without going to the City Council for approval. There are two altematives for the City Council to consider: 1. Approve a resolution which authorizes the City Manager to hire McCarthy Well Company to provide labor and materials for the repair of Well No.5 as described in the quotation. 2. Deny this item for a specific reason and provide staff with direction. Staff recommends adoption of Altemative No.1. WHEREAS, WHEREAS, NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF PRIOR LAKE, MINNESOTA that: 1. The recitals set forth above are incorporated herein. 2. The City Manager is authorized to hire McCarthy Well Company to provide labor and materials for the repair of Well No. 5 as described in their quotation estimated to be $15,966.65. 3. The funding for the repairs is to be drawn from the Water Operating Fund. Passed and adopted this 5th day of January 2004. Company Representative: Tim McCarthy Our Job#: 201526 Customer's PO#: Q..XJte#201312 "AKNOIDLEDGEMENT OF ORDER" Contractor disclaims any implied or express warranties or oral representations that the work will result in water production of a particular quality, quantity, or duration. uescrlptlon Per your instructions McCarthy Well Company will furnish the following labor and materials to repiar the deep well pump and motor: Dismantle and wash all motor parts; dip, bake and varnish the windings; recondition the stator, machine the bearing housing; balance the rotor; replace 2 thrust bearings and 1 guide bearing; reassemble motor; change oil, regrease, test, trim balance and paint the motor; remove, face and reassemble the top column flange; remove packing bushing; machine, fit and install a new packing bushing; remove and replace the packing; replace the column pipe and column couplings; machine, fit and install a new motor shaft; remove and replace the line shaft bearings; furnish a new tail pipe; remove and replace the suction, discharge and series bowl bearings, recondtion the bowl shaft; chemically clean the bowls, head, impellers and spiders; straighten and dial the line shafts; dispose of the old materials; reassemble the pump; apply a rust preventative to the head and bowls and load the pump for reinstallation in the well. Shop floor labor, machinist and lathe time - $5,269.00. Materials, outside services and freight - $9,647.65 Reinstall pump - $1,050.00. Total - $15,966.65.
