COMPREHENSIVE PLAN AMENDMENT FOR LAND
DESIGNATED AS LOW AND MEDIUM DENSITY

History When the Comprehensive Plan was updated in 1995, it was
initially proposed that there be three separate categories of residential
land use in the Comprehensive Plan, namely Low, Medium and High
Density Residential. This was the recommendation of the Planning
Commission to the Council at that time. During the course of the
Council's review, the Council decided to combine the Low ands
Medium categories into one. The rationale was that this would give the
Council more control over the location of medium density (townhouse)
projects.
Current Circumstances The recent Comprehensive Plan amendments
retained the Low to Medium density residential category. During the
review of the Deerfield project, it became apparent that this practice
led to more confusion over location of boundaries between low and
medium density, rather than less. One of the outcomes of this was a
request by Council for information which showed the amount and
location of property in the City which was subject to this designation.
This information was provided to Council approximately two weeks
ago.
Issues The attached Table 3-26 is from the Land Use chapter of the
Comprehensive Plan. It indicates that, by 2020, there will be an
additional 2,260 single family houses on 1,189 acres of land and 1,480
units of medium density housing on 248 acres. At present, there is no
differentiation in the Comprehensive Plan between property which
should be low density and property which should be medium density
and consequently, there is no predictability as to the type of housing
which may occur at any given location.

Plan, staff is of the opinion that this issue should be referred back to
the Planning Commission for review and recommendation concerning
the desirability of providing separate designations for Low and
Medium density development..
1. Take no action
2. Refer the issue of Low to Medium Density Residential designation
to the Planning Commission for review and recommendation
Alternative 2. Motion and second as part of the consent agenda to refer
the issue of Low to Medium Density Residential designations on the
Comprehensive Plan to the Planning Commission for review and
recommendation to the City Council.
